IICT joins MIB delegation to South Korea and Japan to advance India’s AVGC-XR ecosystem

Indian Institute of Creative Technologies (IICT) participated in an official delegation led by the Ministry of Information & Broadcasting (MIB) to South Korea and Japan as part of a knowledge exchange programme focused on the AVGC-XR sector and emerging creative technologies.

The visit aimed to study international models in animation, visual effects, gaming, comics and manga, extended reality (XR), digital media, broadcasting, start-up incubation and content infrastructure. The learnings are expected to contribute to India’s evolving AVGC-XR ecosystem and the proposed Content Creation Labs initiative.

The delegation was headed by Shruti Singh, Joint Secretary, MIB. Other members included Ashutosh Mohle, Press Registrar General of India; Bineet Kaur, Assistant Director, Indian Information Service; Dr. Vishwas Deoskar, CEO, IICT; and Ninad Raikar, COO, IICT.

Engagements in South Korea

During the Republic of Korea leg of the visit, the delegation met leading organisations across broadcasting, gaming, education and creative content development.

At Munhwa Broadcasting Corporation (MBC), discussions centered on broadcasting innovation, digital transformation, production workflows and international content distribution.

Meetings with KRAFTON Inc. focused on gaming, AI-assisted content creation, developer talent pipelines, interactive entertainment and start-up incubation. The delegation also visited KRAFTON Jungle Lab, where it examined the organisation’s residential training model for software AI, game development and game technology.

The delegation further visited the Art Convergence Center at Korea National University of Arts (K-Arts) and held meetings with the Ministry of Culture, Sports and Tourism (MCST) and the Korea Creative Content Agency (KOCCA). These engagements provided insights into Korea’s support systems for animation, gaming, broadcasting, comics, webtoons, music, XR, creator development, start-ups and global content exports.

Visits to Hongneung Talent Campus and the Seoul Film Centre offered additional understanding of talent development, film education, creator support and creative infrastructure that may inform IICT’s initiatives in India.

Japan visit focuses on IP creation and creative education

In Japan, the delegation engaged with institutions and companies involved in digital entertainment, media education, animation, manga and interactive media innovation.

At Mainichi Broadcasting System, discussions covered content innovation, digital transformation and audience engagement strategies. The delegation also visited the International Professional University of Technology, Osaka, which offers industry-oriented education in digital entertainment, information technology and emerging technologies.

In Kyoto, the delegation visited Kyoto Seika University, known for its programmes in manga, animation, media expression and creative education. Additional visits included the Kyoto International Manga Museum and the Ritsumeikan Center, where the delegation explored game studies, digital archives, original intellectual property creation and interactive media innovation.

In Tokyo, the delegation visited Digital Hollywood University to examine interdisciplinary education spanning 3DCG, VFX, game programming, film, anime, web, VR/AR, media arts and entrepreneurship.

Meetings with the Ministry of Economy, Trade and Industry (METI) highlighted Japan’s approach to content as a major economic and export sector. Discussions referenced globally recognised franchises such as Pokémon, Hello Kitty, Mario, Anpanman, and Shonen Jump / Jump Comics as examples of long-term IP creation and global brand value.

The delegation also met the Agency for Cultural Affairs under the Ministry of Education, Culture, Sports, Science and Technology (MEXT) to understand creator support mechanisms, human resource development, production support, overseas dissemination and industry-academia collaboration.

Further engagements in Tokyo included visits to Bandai Namco Pictures, Kodansha, Tokyo Contents Incubation Center (TCIC) and Toei Animation.

Kodansha is associated with internationally recognised manga and storytelling IPs such as Attack on Titan and AKIRA. The Tokyo Contents Incubation Center, supported by the Tokyo Metropolitan Government, provided insights into incubation models for content and creative start-ups.

Strengthening India’s creative technology ecosystem

The visit is expected to support IICT’s ongoing work in talent development, research, start-up incubation, policy engagement and original IP creation. The insights gathered from South Korea and Japan will also help shape the proposed Content Creation Labs initiative, with the objective of adapting global best practices for Indian creators, students, start-ups, educational institutions and industry partners.

By engaging with established creative ecosystems in both countries, IICT aims to contribute to the growth of India’s AVGC-XR sector and strengthen the country’s capabilities in animation, gaming, visual effects, XR, digital media and globally scalable intellectual property.
