Prime Minister Narendra Modi has announced the formation of a six-member high-powered task force to reform India’s examination system and curb recurring paper leaks. Chaired by Infosys Co-Founder Nandan Nilekani, the panel will recommend structural and technology-driven measures to make public examinations more secure, transparent and reliable.
In a video message to students, the Prime Minister said the government has already introduced stricter laws and fast-track courts to tackle examination fraud. He stressed that long-term reforms are essential to restore trust in the country’s examination system.
Nandan, best known for leading the Aadhaar digital identity programme, will guide the panel in identifying digital solutions to strengthen question paper security, candidate verification, examination management and result processing.

The task force also includes former ISRO Chairman Dr. S. Somnath, who will contribute his expertise in large-scale technology systems; former Intelligence Bureau Director Tapan Kumar Deka, who will focus on strengthening examination security; IIT Madras Director V. Kamakoti, who will provide academic and cybersecurity expertise; former CBSE Chairperson Anita Karwal, who brings extensive education policy experience; and senior IAS officer Amrit Lal Meena, who will contribute his administrative and governance expertise.
The task force has been entrusted with developing recommendations to enhance the functioning of the National Testing Agency (NTA) and strengthen the integrity of competitive examinations. Its proposals are expected to shape future reforms focused on improving exam security, leveraging technology, preventing paper leaks, and rebuilding public trust in entrance and recruitment tests across the country.
