NEP 2020 drives major reforms in Higher and School Education

The implementation of the National Education Policy (NEP) 2020 has triggered a wide range of reforms across India’s school and higher education sectors, with a strong focus on improving learning outcomes, expanding digital access, strengthening vocational education and creating more flexible pathways for students.

Since the policy was announced, the Ministry of Education, state governments, regulatory bodies and educational institutions have introduced several programmes aimed at making education more inclusive, technology-driven, multidisciplinary and aligned with the changing needs of students and the workforce.

Key Reforms in School Education

Several initiatives have been introduced to support the objectives of NEP 2020 in school education. These include PM SHRI (PM Schools for Rising India) for upgrading selected schools and Samagra Shiksha for improving the quality of education while promoting an inclusive and equitable learning environment.

The NIPUN Bharat Mission focuses on achieving foundational literacy and numeracy among children by Grade 3. Similarly, Vidya-Pravesh provides a three-month play-based school preparation module to help young learners transition smoothly into formal education.

Digital learning has also emerged as a key component of the reforms. PM e-VIDYA brings together multiple modes of digital and online education, while DIKSHA (Digital Infrastructure for Knowledge Sharing) serves as a national digital platform offering e-content and QR-coded Energised Textbooks to students across grades.

Other major initiatives include the National Curriculum Framework for Foundational Stage (NCF-FS) and Jadui Pitara, which promote play-based learning for children aged 3–8 years. The government has also implemented NISHTHA programmes for the holistic development of teachers and school heads.

The Vidya Samiksha Kendra, Integrated Teacher Education Programme and National Digital Education Architecture (NDEAR) are further aimed at strengthening data-driven governance, teacher preparation and digital infrastructure across the education ecosystem.

The ULLAS – New India Literacy Programme has also been launched to promote literacy among non-literate adults aged 15 years and above.

Digital Education Gets Greater Push

Digital infrastructure remains a major focus under NEP 2020. Through Samagra Shiksha, financial assistance is provided to states and Union Territories for ICT laboratories, smart classrooms and other digital infrastructure based on approved Annual Work Plans and Budgets.

DIKSHA enables students to access educational content through both online and offline modes, allowing learners to download resources and continue studying even without continuous internet connectivity.

The Union Budget 2025 also announced plans to extend broadband connectivity to all government secondary schools in rural areas through the BharatNet project, with the objective of strengthening digital connectivity in underserved regions.

In higher education, platforms such as SWAYAM, SWAYAM Prabha, e-PG Pathshala and the UGC e-resource portal have expanded access to academic resources. Integration of the UGC e-resource portal with the Digital Seva Portal has further enabled access through Common Service Centres, including in rural areas. Selected educational resources are also being made available in regional languages.

According to the available figures, 126 Higher Educational Institutions (HEIs) offer around 802 online programmes, while 121 HEIs offer approximately 1,699 Open and Distance Learning programmes, expanding opportunities for flexible education.

Higher Education Moves Towards Flexibility and Multidisciplinary Learning

NEP 2020 has brought significant changes to the structure and delivery of higher education. The National Credit Framework (NCrF) and National Higher Education Qualifications Framework (NHEQF) are designed to integrate academic, vocational and experiential learning.

The Curriculum and Credit Framework for Undergraduate Programmes and provisions for Multiple Entry and Exit give students greater flexibility in pursuing their academic journeys. The Academic Bank of Credits (ABC) enables students to accumulate and transfer credits across recognised institutions.

Other reforms include allowing students to pursue two academic programmes simultaneously, transforming higher education institutions into multidisciplinary institutions and integrating technology into institutional administration through platforms such as SAMARTH.

The APAAR ID is intended to provide students with a lifelong academic identity, helping track their educational journey and achievements from the foundational stage through higher education.

The government has also introduced the PM-Vidyalaxmi scheme to provide financial assistance to meritorious students through a simplified digital process, including collateral-free and guarantor-free education loans.

Focus on Skills, Vocational Education and Employability

Skill development and vocational education have become important pillars of NEP 2020. At the school level, skill education has been incorporated into Samagra Shiksha, with NSQF-aligned courses available for students in Classes IX to XII.

These courses cover areas such as communication, self-management, ICT, entrepreneurship and green skills. Students in Classes VI to VIII are also being provided pre-vocational exposure through Bagless Days, internships with local vocational experts and experiential learning.

In higher education, UGC has introduced the Internship/Apprenticeship Embedded Degree Programme (AEDP) framework, allowing undergraduate students to gain practical industry exposure alongside their academic studies.

The AICTE is also strengthening industry-oriented learning by promoting skill courses, internships, vocational programmes and partnerships with industries and institutions. These collaborations provide students and faculty with exposure to emerging technologies, including Industry 4.0.

The Employability Skills module has also been incorporated into job-role and SWAYAM courses, covering communication, self-management, ICT, entrepreneurship and green skills.

SWAYAM Plus and Apprenticeship Opportunities

The launch of SWAYAM Plus has further expanded opportunities for workforce upskilling and reskilling. More than 500 courses have been developed and curated with the participation of 89 industry partners across 17 sectors, covering emerging areas such as artificial intelligence and data analytics. More than 6 lakh learners have registered on the platform so far.

The National Apprenticeship Training Scheme (NATS) continues to bridge the gap between classroom education and industry requirements by providing structured on-the-job training to graduates and diploma holders. It also supports Apprenticeship Embedded Degree Programmes, apprenticeships in emerging fields such as AI and academic credit integration.

Meanwhile, the Ministry of Skill Development and Entrepreneurship (MSDE) continues to strengthen the country’s skilling ecosystem through programmes including Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS) and National Apprenticeship Promotion Scheme (NAPS).

The Directorate General of Training (DGT) supports long-term vocational training through the Craftsmen Training Scheme (CTS) and Craft Instructor Training Scheme (CITS) across a network of more than 13,856 Industrial Training Institutes.

Infrastructure Development Across Schools and Colleges

Infrastructure development remains another key area of focus. The Samagra Shiksha scheme supports states and UTs in strengthening school infrastructure, including classrooms, laboratories, libraries, hostels, residential schools, drinking water and sanitation facilities, electricity, ICT laboratories and smart classrooms.

At the higher education level, Pradhan Mantri Uchchatar Shiksha Abhiyan (PM-USHA), the third phase of the earlier RUSA framework, was launched in June 2023 with an outlay of Rs 12,926.10 crore. The scheme aims to strengthen state higher education institutions and improve access and quality, particularly in educationally underserved areas.

Support under PM-USHA includes infrastructure such as hostels, academic and administrative buildings, laboratories and other facilities required to expand access to higher education.

Promoting Indian Languages in Education

In line with NEP 2020’s emphasis on Indian languages, the Bharatiya Bhasha Pustak Scheme (BBPS) was announced in the Union Budget 2025-26. The initiative seeks to make educational books and learning material available in digital formats across 22 Indian languages for school and higher education students.

The move is aimed at improving access to quality educational content while supporting learning in Indian languages.

New Focus on Girls’ Participation in STEM

The Union Budget 2026-27 has also announced the establishment of one girls’ hostel in every district through viability gap funding or capital support. The initiative is intended to encourage greater participation and enrolment of girls in STEM institutions and courses.

Collaborative Implementation of NEP 2020

Education falls under the Concurrent List, making cooperation between the Central and state governments essential for implementing NEP 2020. The Ministry of Education, state governments, UGC, AICTE, NCTE, NCERT, CBSE and educational institutions are working through various programmes and regulatory measures to implement the policy.

With its emphasis on foundational learning, digital education, multidisciplinary studies, flexible academic pathways, vocational training, industry exposure, Indian languages and technology-enabled governance, NEP 2020 is reshaping India’s education ecosystem across school and higher education.
