Why Higher Education Must Go Beyond Employability to Create Future Job Creators

India is often described as the world’s youngest nation, with millions of young people entering colleges and universities every year. Yet, a growing concern continues to shadow this demographic advantage: are graduates truly prepared for the opportunities waiting outside the classroom?

At the Campus to Career  Summit 2026, representatives from the Asian Development Bank addressed this critical question, offering a candid assessment of the challenges facing higher education and employment in India. Speaking during a special address, Dr. Shaun WellbourneWood, Senior Applied Research Specialist at ADB, and David Israel, Executive Director – Global Education Strategy, University of Melbourne  discussed why the future of higher education must be built around employability, innovation and entrepreneurship rather than degrees alone.

Setting the context, Dr. Wellbourne-Wood explained that the Asian Development Bank has been working closely with governments across Asia and the Pacific to support economic and social development. In India, one of ADB’s key focus areas is human capital development, particularly in education and workforce readiness.

As part of its ongoing engagement in Karnataka, ADB is currently working on the Karnataka Higher Education Transformation Initiative, a programme designed to strengthen the state’s higher education ecosystem through digital transformation, industry partnerships, research capacity, innovation and workforce preparedness.

Drawing on his visits to more than 30 colleges, universities, polytechnics and technical institutions across Karnataka, Dr. Wellbourne-Wood shared what he described as an “education conundrum”, a challenge that is becoming increasingly visible across India.

“There are three big challenges that we have to confront together,” he said, referring to the mismatch between education and employment, the limited capacity of the labour market to absorb skilled graduates, and the weak pathways that connect students to careers.

What makes this challenge particularly striking is that unemployment appears to rise with higher levels of education. While individuals with basic schooling often find some form of work, graduates and postgraduates face significantly higher unemployment rates. The issue is not a lack of education, but a growing disconnect between qualifications and available opportunities.

The data presented during the session painted a concerning picture. Many graduates eventually take up jobs that do not require the level of education they have attained. In some cases, years of academic preparation lead to roles that make little use of their specialised knowledge. Dr. Wellbourne-Wood cited research showing that only a small percentage of engineering graduates are able to secure jobs within their chosen engineering disciplines.

Perhaps even more revealing was a survey of students that found most could identify only a handful of career options despite hundreds of professions existing in today’s economy. This limited awareness, combined with rapidly changing industry demands, creates a difficult environment for young people trying to navigate their futures.

The challenge becomes even larger when viewed through the lens of India’s demographic trajectory. According to ADB’s projections, nearly 173 million graduates are expected to enter the workforce by 2035. However, the economy may not generate enough jobs to absorb them all.

For Dr. Wellbourne-Wood, this reality points towards a larger economic transformation that India must embrace.“This tells us that there is an imperative for India to transition to becoming an innovative and entrepreneurial economy,” he observed.The statement reflects a growing consensus among policymakers and educators that employability alone will not be enough. While preparing students for jobs remains important, creating new jobs through innovation and entrepreneurship will be equally critical in the years ahead.

Building on this idea, David Israel shifted the conversation from employability to employment itself. Throughout the day, he had listened to discussions about skills, artificial intelligence, curriculum reforms and outcome-based education. While these conversations are important, he argued that they address only part of the problem.“All of that is for naught if there aren’t jobs for our graduates,” he remarked.

His observation brought the discussion back to a simple but often overlooked reality. Universities can improve teaching methods, modernise curricula and strengthen skill development programmes, but unless economic ecosystems generate opportunities, many graduates will continue to struggle.

Israel believes that higher education institutions have a much larger role to play in economic development than they traditionally have. Rather than functioning solely as centres of teaching and degree delivery, universities can become engines of innovation, entrepreneurship and regional growth.

He pointed out that Bengaluru’s global reputation as a startup hub has demonstrated what is possible when talent, technology and investment come together. However, he also noted that much of Karnataka’s innovation activity remains concentrated within the city, while institutions in other regions often remain disconnected from local industries and economic opportunities.

To change this, universities need stronger links with sectors such as agritech, manufacturing, renewable energy, healthcare, logistics and climate technologies. These industries have the potential to create large numbers of jobs while solving real-world challenges.

One of Israel’s most compelling observations focused on entrepreneurship education itself. “Entrepreneurship education should be across all of the disciplines of our institutions, not confined to business schools,” he said.Innovation, he argued, can emerge from virtually any discipline. A healthcare student may develop a medical solution, a social science researcher may create a community-focused enterprise, while an engineering graduate might build a technology startup. Entrepreneurial thinking is not restricted to one department or one career path.

For that reason, universities need to create environments where students are encouraged to experiment, collaborate and take calculated risks. Innovation labs, incubation centres, mentorship networks, applied research facilities and industry partnerships all play a role in making that happen.

As the discussions at the Campus to Career (C2C) Summit 2026 demonstrated, the future of higher education extends far beyond classrooms, examinations and degrees. The insights shared by the Asian Development Bank highlighted the urgent need to strengthen the connection between education, employment and entrepreneurship. From addressing the growing mismatch between qualifications and jobs to building innovation ecosystems that create new opportunities, the message was clear: preparing students for the future requires more than academic knowledge alone. As India moves towards becoming a knowledge-driven economy, institutions will need to nurture not only skilled graduates but also innovators, entrepreneurs and problem-solvers capable of driving economic growth. The conversations at the Campus to Career Summit served as a reminder that the true success of higher education lies not in the number of degrees awarded, but in the opportunities, careers and impact those graduates go on to create.
