‘Rashtriya Uchch Shiksha Abhiyan’ on Agenda

University Grants Commission has proposed the ‘Rashtriya Uchch Shiksha Abhiyan’ (National Higher Education Mission) for enhancement of admissions to higher education, during the 12th plan period.

An increase in enrolment by 62.97 lakh has been projected during the Plan Period. At least 800 new colleges under Central universities, 400 new college cluster universities and a set of other new universities under various categories would be set up in the process reported the Pioneer.

The proposal also calls for introduction of integrated five-year programme at the university level during the 12th Plan period to enhance the gross enrolment ratio (GER) and to have better human resource. It intends to increase the potential of producing good researchers and teachers by exposing them to the university academics early.

National Testing Service Signs MoU with NGF College of Engineering & Technology

National Testing Service -India has signed a Memorandum of Understanding with NGF College Of Engineering & Technology.  Under NTS is situated the Central Institute Of Indian Languages (CIIL). At present Central Institute Of Indian Languages (CIIL) testing and evaluation in three major languages Hindi, Urdu, and Tamil.

There are many assessment institutions, accreditation and evaluation centers such as NAAC of UGC, NBA of Directorates etc for all level of education, but to meet the multiple demand of evaluation being received from various organizations of the country.

The objectives of National Testing Service India are to enlist the means and ends of education in reference to all discipline and languages.

Arunachal State Education Minister Directs SSA Rajya Mission to Release Teachers’ Salary

State Education Minister Bosiram Siram during a meeting with Arunachal Teachers’ Association (ATA) and All Arunachal Sarva Shiksha Abhiyan Teachers’ Association (AASSATA) has directed the SSA Rajya Mission to immediately release one month’s salary at enhanced rate reported Economic Times.

Even after the announcement the agitating teachers under AASSATA are unbendable to go with its proposed indefinite pen down strike. Siram informed that the state government has released an amount of Rs 25 crore towards state share for receiving central grant under SSA last week basing on which the state would receive the central grants very shortly. The AASSATA had earlier given an ultimatum with 2 points demand which includes release of enhanced salary and regularization of 2003 batch SSA teachers at one go.

Portal to Revamp Teacher Education in India

Kapil Sibal, the Union Minister for Human Resource Development has launched a Web Journal – “Voices of Teachers and Teacher Educators”.

The Department of School Education and Literacy (MHRD) has initiated a new project for revamping Teacher education. The Teacher Education Bureau of the MHRD, had two meetings at Calcutta and New Delhi, covering all the states to create awareness about the revised TE project, where the states came up with the idea that they should have a Teacher Education Journal for highlighting the activities as well as innovations going on in the field of Teacher Education and other developments such as the new scheme for Teacher Education. The professionals present there from TISS; Jamia Millia Islamia; Vidya Bhawan Society and Homi Bhaba Centre for Science Education, took up the responsibility, for the same, to bring out four quarterly issues.

The first web based issue has been brought out. It contains articles on Institutes of Advanced Studies in Education (IASEs), Colleges of Teacher Education (CTEs) and District Institutes of Education and Training (DIETs); State Curriculum Reforms; Professional Development of Teachers in the States; Issues around DIETs; Teacher Training Management system in UP as well as the revised Government of India Scheme for revamping Teacher Education.

The Journal “Voices of Teachers and Teacher Educators” is an in house professional effort of the teacher educators. The inaugural web based issue was edited by Prof Janaki Rajanfrom Jamia Millia Islamia and Dr Hriday Kant Dewan from the Vidya Bhawan Society. The next issue will be edited by the professionals from the Tata Institute of Social Sciences. Thereafter it will be brought out on a quarterly basis by the experts from Jamia Millia Islamia; TISS; Vidya Bhawan Society and Azim Premji Foundation.

The Teacher Education Bureau has prepared a comprehensive website: www.teindia.nic.in for creating greater awareness on the issue of teacher education and to facilitate the effective implementation of the scheme. The site provides detailed guidelines about the scheme; all reports on teacher education; review of the teacher education projects as well as research reports on the same.

Mid Day Meal Scheme Gets a Website

The Union Minister for Human Resource Development  Kapil Sibal has launched a comprehensive website www.mdm.nic.in for creating greater awareness about the scheme to ensure transparency in the implementation of the scheme in the presence of Secretary School Education and Literacy,  Anshu Vaish and other senior officers. The site provides detailed guidelines about the scheme; the Programme Approval Board approvals for various states/UTs as well as the physical and financial progress under the scheme. In addition, a brochure and a booklet was being launched to bring out the key highlights about the scheme. The site also brings out the innovative practices adopted by the various states. It also provides details about the key officers responsible for the scheme and their contact details.

The Mid Day Meal Scheme is the largest noon meal scheme in the world feeding 10.46 Crore children of primary and upper primary classes in 11.92 Lakh Government, Government aided, local body, and NCLP Schools as well as Education Guarantee Scheme (EGS) / Alternative Innovative Education (AIE) centers including Madarsas /Maqtabs supported under SSA.

The main objectives of the scheme are to address classroom hunger and encourage poor children, belonging to disadvantaged sections, to attend school regularly and help them concentrate on classroom activities. To improve the nutritional status of the children in classes 1-VIII and to provide nutritional support to children in drought-affected areas during summer vacations is one the objectives.

A sum of Rs 48000 crores has been allocated for the MDMS during the 11th five year plan; Out of which Rs 38,000 crores spent so far. Rs 10,380, has been allocated for the programme during the current year.

Prof S S Mantha Appointed as Chairman, AICTE

Prof S S Mantha has been appointed as Chairman of the All India Council for Technical Education (AICTE). He was the acting Chairman of AICTE since August 2009.

Prof S S Mantha , an eminent academician is an able administrator. He joined the organisation in March 2009 as a Vice Chairman, where he has been at the forefront of bringing in some radical changes for transparency and accountability in its administration. Prof Mantha took over as the acting Chairman of AICTE in 2009, when the MHRD had suspended the then chairman Ram Avtar Yadav.

He holds a Bachelors degree in Mechanical Engineering from M S University, Baroda and a Masters in Mechanical Engineering from VJTI, Mumbai. He was Professor and Head, Department of Mechanical Engineering for six years at VJTI, subsequent to which he was appointed as the Pro Vice Chancellor, SNDT Women’s University by the Government of Maharashtra for two years.

He specializes in Robotics, which he taught for more than 15 years out of a rich teaching experience of more than 25 years, along with courses in Control Theory and Artificial Intelligence. He was instrumental in setting up a state of art Robotics / CAD / CAM laboratory at VJTI, providing consultancy in the area of Industrial Automation to the Industries in Mumbai and Pune.

Government of Maharashtra conferred the best teacher award of the State in 2002. He implemented the first e-governance project, automating the workflows, for the department of Higher and Technical Education, Government of Maharashtra in 1995. He currently is also the IT Expert, Government of Maharashtra.

UGC to promote cluster college universities

University Grants Commission (UGC) has decided to promote the concept of establishing cluster college universities across the country during the 12th Five Year Plan period. This would minimise the burden of existing State-run universities in inspecting and affiliating colleges of the existing universities.

A UGC concept document submitted to the Union Planning Commission has mooted the creation of 400 such cluster college universities in India between 2012 and 2017. Besides, 20 exclusive women’s universities and 10 Meta universities would be established, if all goes as planned.

Apart from this, the University Grants Commission has also decided to establish 800 constituent colleges in the existing 40 central universities. With these innovative approaches to provide access to higher education, the UGC is planning to increase the Gross Enrollment Ratio (GER) by 10 per cent from the current GER to 23.5 – 27 per cent.
