Manipal group offers medical e-Learning programme

A private firm, which manages 53 institutions, including the Manipal Academy of Higher Education and the Sikkim Manipal University of Health, Medical and Technological Sciences, the Manipal Education Group will license out its e-Learning programme to other medical institutes in India.

The Manipal group has invested $2 million to develop an e-Learning programme to supplement classroom training for its Bachelor of Medicine and Bachelor of Surgery (MBBS) students. The group is expecting to collaborate with eight medical colleges in India and three universities abroad over next 12 months. Edutech, an e-Learning company, which has devised the software, helps convert medical content online for the Manipal group. The “Blackboard Learning System” allows the lecturer to put up his/her own content, as well as give assignments, and students can in turn submit assignments through it. The system also helps counter the difficulties of retaining quality instructors in the field of medicine. The system allows schools to not just put the content up on a central server, but also track and assign courses based on each individual student's requirements.

Indian Govt. to create knowledge network

New Delhi, the capital of India has become the first state in the country to systematically implement the recommendations of the National Knowledge Commission.

The state government has agreed to form a special purpose vehicle, and various committees to give impetus to areas like e-governance, elementary education, vocational education, networking of libraries, hospitals, universities and resource centres for “optimal use of information” and help create “a knowledge network”. The government is planning to digitalise the textbooks, and putting them on the internet and linking all libraries to bridge the digital divide by making them available in slums. NKC will also be planning to provide vocational training to teachers to use e-Commerce for utilising public facilities.

 

Dell India eyes on Indian education sector

Dell India has developed a specialised product portfolio to tap the $500-million government and education market in the country.

Dell has has started providing its products including PCs and servers to the Indian Railways, the Tamil Nadu government undertaking, Elcot, and the Union Bank of India. Recently, the company has inaugurated its R&D centre in Bangalore. The company is planning to tie up with national and regional system integrators for installation. According to Dell India country head Rajan Anandan, the government and education market is growing at a CAGR of 50%. According to industry estimates, government and public sector enterprises would account for 20% share of the domestic PC market.

Indian Education Dept. to employ underprivileged children

The UT Education Department of India has launched a scheme, which will provide employment to underprivileged children as a part of vocational courses being run in government schools.

The department has decided to involve children associated with various NGOs and underprivileged children in government schools to make packets from waste paper. The department will pay 10 paisa per packet to these under-privileged children as an incentive. The department will tie up with various NGOs in the city in getting children involved in constructive task.

Indian HRD Ministry to create distance education regulator

The Ministry of Human Resource Development (HRD), Indian Government, is planning to create an independent distance education regulator to monitor and maintain the standards of open learning in the country.

India already has Distance Education Council (DEC) functioning under the aegis of the Indira Gandhi National Open University (IGNOU), but still wants to make it entity independent of the central university. Under this proposal, the DEC will be an independent statutory body to promote, coordinate and regulate the standards of all distance education programmes offered in the country. The entire range of open learning will be covered from correspondence courses to programmes offered through satellite channels and the Internet.

Red Hat to support Kerala’s deployment of open source software

The Kerala Government, (India), has signed a Memorandum of Understanding (MoU) with Red Hat to to deploy open-source software in its e-Governance and e-Literacy efforts.

The Kerala Government will make efforts to develop free software, and will use free and open-source software in e-Governance projects. Under this agreement, Red Hat will work with the Kerala government to conduct capacity-building programs around open source software. The company will provide training to the technical staff of various government organisations on open source applications. Red Hat will also train school teachers in Kerala on Linux to desktop skills under a “Train-the-Trainer” program. Red Hat and the Kerala government will also work together to promote Kerala as a global destination for developing open source software.

Mizo Institutions of Higher Education to be Technology-Driven : Dr Lalzama, Minister of State, Higher and Technical Education, Mizoram

Mizoram has been impacted by the surge of the knowledge explosion, pushing towards the mainstream of knowledge creation. There are challenges and opportunities on the part of higher education of Mizoram in the global scenario.

Dr Lalzama, the Minister of State, Higher and Technical Education, Mizoram, writes on the state’s efforts to promote quality in Higher Education and to foster for global competition.

Higher & Technical Education is of paramount importance for social, cultural and economical development of the nation. Thus creating an environment conducive to such development is a major challenge for which institutions of higher education have the main responsibility by providing skills and knowledge creation to make knowledge society. For knowledge creation, science and technology has emerged as major forces, which havs all pervasive influence in the system of higher education. With the emergence of globalisation and liberalisation an the advent of information and communication technology, the knowledge platform has been widening out to people living in the remotest corner of the globe, like Mizoram.

The history of higher education in Mizoram started only with the establishment of one private collage in 1958, which is now constituent college of Mizoram University. At present, there are 25 colleges, and 22 of them teach conventional subjects of general education and three others are professional colleges such as College of Teacher’s Education, Hindi Training College, and Mizoram Law College. There are 10 government colleges and 14 others are called “deficit college” and there is one constituent College of Mizoram University. Seven Colleges offer Science stream along with arts and one college is a Science College. Bachelor of Computer Science (BCA) Course / Programme is opened in two Government Colleges.

Technical Education in Mizoram is in a fledgling stage. There are now two polytechnic institutes of diploma standard. Of which one is a Women Polytechnic. There is also one Veterinary College financed by the North-Eastern Council (NEC). The growth is visible with the fact that only six colleges existed before 1975 and all others were established after 1980. There are 14 colleges recognised by the UGC eligible to receive development grants.

The Government of Mizoram adopted UGC norms of pay and other facilities for teachers of colleges and other institutes of higher education, since 1986. However, full implementation of the norms are still awaited due to few technical snags in the administrative procedures.

Technical Education is where Mizoram is lagging behind from other states. The State does not have even a single Technical College. This is the area where a  thrust is given by the State Government ICFAI University has taken initiatives in Mizoram in the field of management. Now a BBA Programme has been started. To promote Technical Education, the Mizoram State Council for Technical Education was established in 1998 under the chairmanship of Minister of State, Higher & Technical Education and Director, Higher & Technical Education as the Member Secretary. The Technical Cell of the Directorate of Higher & Technical Education functions as the administrative unit of the Council. AICTE Norms and pay scales have been adopted for Technical Education in Mizoram. The Govternment has proposed to establish one Engineering College during the 11th Plan.

In all district headquarters one or more colleges are established to ensure higher education  tenable from the rural folk and to build inclusive society. The State Government has made all-out effort to promote higher education to ensure progress and development of the State and has  taken pro-active measures in this direction. State Level Quality Assurance Coordination Committee (SCQACC) and Quality Assurance Cell (QAC) at the Directorate of Higher Education were constituted in 2004. Quality sensitisation programme was conducted in the state-wide colleges. High level of motivation for quality promotion was generated in the higher education sector by the sensitising programme. As a result, colleges have taken quality initiatives and quality promotional measures and this movement has substantially raised the quality standard of higher education. There are nine colleges out of 25 which have been awarded NAAC accreditation. For quality measures, the Government has set the target for all colleges in the state to be accredited by the 11th Plan period.

ICTQATAR partners with QU to establish new Professional Chair

The Supreme Council of Information & Communication Technology (ictQATAR) has partnered with Qatar University (QU) to establish a new Professorial Chair at QU.

ictQATAR has granted QR500,000 fund to QU through a three-year renewable agreement. This joint venture will emphasis on research in e-Services, data management, e-Learning, and wireless communication. An international academic would be selected to take up the new position within QU's Computer Science and Engineering Department. The selected academic will work simultaneously with ictQATAR and QU's students to conduct research into ICT areas of mutual interest. Currently, ICT represents around 2.4% of Qatar's GDP. ictQATAR is hoping to significantly increase this figure over the coming years through a range of various initiatives in the areas of e-Government, e-Business, e-Education and e-Health.
