UGC to scrutinise legislations for maintaining education quality

The Ministry of Human Resource Development (MHRD) through its higher education regulator University Grants Commission (UGC) is going to tighten the norms for higher education institutes for ensuring quality education is imparted to students.

MHRD has initiated a massive exercise to scrutinise hundreds of legislations so that the mushrooming of private universities across the country does not lead to a decline in the standard of education, according to a senior official familiar with the developments.

The exercise is expected to begin mid-November and being led by the UGC, which has already collected at least 300 state acts. A team of legal consultants working with Niti Aayog will study these acts to give a holistic picture, the official added.

UGC is already working on revising parameters for the setting up of universities. “There have been concerns about the standard of education in the hundreds of private universities spread across the country, and also about to maintaining quality. There have been reports of varsities with insufficient infrastructure, including some functioning from just a few rooms,” said the ministry official on condition of anonymity.

The hundreds of acts under which private universities are set up in different states will be examined in light of the latest parameters that the regulator will soon come up with, said the official. “The idea is to identify any lacunae or gaps that lead to a laxity in the maintenance of educational standards, and ways to address them.”

 “The government is in favour of granting more funds and more autonomy to institutions that provide quality education, but ensuring that standards are not diluted is a key premise. Therefore, it is believed this exercise would go a long way in addressing quality concerns,” the official said.

NITI Aayog partners Microsoft to deploy AI-based solutions

microsoftAccording to the partnership, Microsoft India will support Niti Aayog by combining the cloud, AI, research and its expertise for various initiatives and solutions across core areas including agriculture, healthcare and the environment. Microsoft will also accelerate the use of AI for the development and adoption of local language computing, in addition to building capacity for AI among the workforce through education.

NITI Aayog CEO Amitabh Kant said, “For our country, the power of Artificial Intelligence needs to be brought to bear in sectors like healthcare, education, environment and agriculture, which are important for the inclusive development of India.”

“Simultaneously, we should utilize the power of AI to build understanding of the different regional languages prevalent in India.” The partnership will help Niti Aayog move beyond pilots and understand how to scale AI implementation in sector characterized by a preponderance of public goods,” he added.

Modi Govt okays setting up 2 new IISERs, sanctions Rs 3,074 cr

 The Narendra Modi Government has sanctioned Rs 3,074 crore for setting up permanent campuses of two new Indian Institutes of Science Education and Research (IISERs) in Tirupati and Berhampur cities in Andhra Pradesh and Odisha respectively.

A decision was taken in this regard during a cabinet meeting presided over by Prime Minister Narendra Modi, Union Law Minister Ravi Shankar Prasad said it on Tuesday following the Cabinet meet.

Stating that the Tirupati centre was part of Andhra Pradesh package while Berhampur centre was a budget announcement, Prasad said: “A total of 1,855 students will study in both the institutions that will be operational from December 21. Both the states have given land for the construction of these campuses and the total cost is Rs 3,070.12 crore.”

Cosmetology & Aesthetic Medicine awareness workshop held in Chandigarh

A unique workshop on Cosmetology & Aesthetic Medicine was recently held in Chandigarh, also described as the City Beautiful. It was organised by the Institute of Laser and Aesthetic Medicine (ILAMED) one of the few professional educational institutions providing training and hands-on courses in Cosmetology & Aesthetic Medicine.

Just self-attested documents to be needed with higher education admission forms: Javadekar

Students will now be able to get admission in higher institutions without submitting original academic and personal certificate at the time of submission of admission forms. A notification is being issued by UGC in this regard, Union Human Resource Development Minister Prakash Javadekar said on Wednesday.

Prakash Javadekar“From the next academic session, it will become mandatory for students to submit self-attested academic credentials along with admission form,” Javadekar said while briefing media about the new notification to be applicable to undergraduate, postgraduate and research programmes run by universities and deemed universities.

The Minister said the students would also be able to have their fees refunded if they opted out of the programme.

The college, at the time of admission, will verify the original marksheet but will return the original document to the student. As per the new notification, 100 percent fees would be returned in case a student decides to withdraw within 15 days of the notified last date of admission.

“Not more than 5 per cent of the fees paid by the student, subject to a maximum of Rs 5,000 would be deducted as processing fee,” Javadekar said.

Within 15 days before the last date, the refund would be 90 percent, within 15 days after the last date of admission it would be 80 percent and between 16 and 30 days after the due date, the refund would be 50 percent.

The minister added that no fees would be returned if a student withdraws after 30 days of the notified last date of admission. The refund has to be made within 15 days of receipt of written application from the student.

Railway Recruitment Board Exams: Date Released For Computer Based Test

The Railway Recruitment Board (RRB) has issued a notification saying that exam city and date details of candidates scheduled to take their computer based test (CBT) for Group D, Level 1 posts (CEN 02/2018) by 26 October has been released.

It was in February that the registration process had been commenced.  The exam city and date details of candidates will be out on October 18, says the notification, adding it is related to the examinations to commence from October 29.

The Railway Recruitment Board had invited online applications from eligible candidates for Group D posts in level 1 of 7th Central Pay Commission (CPC) pay matrix in various units of the Indian railways.

It is to be noted that the tentative number of vacancies to be filled through this recruitment is 62,907.

Various posts to be filled are: Track maintainer Grade IV (Trackman), Gateman, Pointsman, Switchman, Helpers in electrical/engineering/mechanical/signal and telecommunication department, porter etc.

Around 15 million people have registered for Group C and D jobs advertised by the Indian Railways. The railway board is presently conducting the CBT of candidates who have applied for the Group C posts of assistant loco pilot (ALP) and technicians under CEN 01/2018.

UPTET 2018: Last date to apply extended to Oct 7

Candidates seeking to appear for the Uttar Pradesh Teacher Eligibility Test (UPTET) 2018 can now apply till October 7 evening, as the deadline to register for the test has been extended.

Considering the difficulty faced by the candidates in applying for the examination, The UP Basic Education Board has extended the date.

Also, the last date to pay the application fees has been according moved further to October 8. The last date to print the filled application form has been extended to October 9 (Until 6pm).

It may be noted that earlier the last date to apply for the UPTET exam was October 4 (6pm), while the last date to print the filled application form was October 6 (6pm). The last date to pay the application fees was October 5.
