HRD Ministry to Grade States on Quality of School Education

School Education

Aimed at bringing uniformity in educational standards across Indian States, the HRD Ministry has introduced a 70-point grading index to assess the quality of school education offered by states.

Elaborating on why a grading mechanism was preferred this time instead of previously-used ranking model, a source in the ministry said, “The idea is not to rank the states but grade their performance as ranking may bring unhealthy competition. Grading will help motivate more states to adopt structural reforms in school education.”

According to sources, the grading parameters will include school infrastructure, number of teaching posts and vacancies against them, transparency in recruitment and promotion of teachers.

Further, the ministry is also planning to set up a Central Institute of Assessment (CIA) which will work with NCERT and the states on pedagogical interventions to improve the learning outcomes.

Universities not mere degree factories: President Ram Nath Kovind

Ram Nath Kovind

The President of India, Ram Nath Kovind, on Sunday said that the best scientific universities and institutions of learning are not just teaching shops or degree factories but increasingly they are sources of innovation and incubators of technology and technology-driven start-ups.

“The knowledge ecosystem of public investments in science, academic institutions and universities, research laboratories, commercial applications and private enterprise has an almost magical potential. Its best example is, of course, Silicon Valley in the United States. At the core of Silicon Valley are basic science and technology campuses and their talented faculty and students, The President said while addressing the seventh convocation of the Indian Institute of Technology (IIT) Hyderabad.

Lauding the individual accomplishments being achieved by research institutions in the country, he added that there is a need for more inter-universities collaborations. “IIT Hyderabad is not envisaged as just an add-on to this ecosystem. Rather, it needs to be the hub of this ecosystem. It must be the connecting tissue and the catalyst for a greater synergy”, he added.

Further, he urged IIT Hyderabad to break out of silos and to assist others in breaking out of silos. He said that India will judge the success of IIT Hyderabad by the vitality and the output it can ensure for not just itself but for the entire Hyderabad knowledge ecosystem.

UGC Recommends Deemed University Status for IIMC

IIMC

Aimed at furthering the status of Indian Institute of Mass Communication (IIMC) as one of the prestigious journalism schools in the country, the University Grants Commission (UGC) has recommended the HRD Ministry to grant deemed university status to the prestigious mass communication school.

Worth noting is, the UGC had last year formed a four-member committee headed by B K Kuthiala, the vice-chancellor of Makhanlal Chaturvedi University, Bhopal, to analyse the proposal by the IIMC, which functions under the Ministry of Information and Broadcasting, and offers diploma courses in journalism, advertising and public relations.

“Based on the committee’s recommendation and inspection team’s feedback the UGC has recommended that the ministry should issue a Letter of Intent (LoI) to the journalism school under the ‘De Novo’ category. The status will enable the institute to grant degrees instead of diplomas,” a senior UGC official said.

‘De Novo’ refers to an institution which focuses on teaching and research in emerging areas of knowledge.

The development comes in the backdrop of a review of higher education institutes by the Niti Aayog in June, wherein, it was recommended that the IIMC be merged with either Jawaharlal Nehru University’s Centre for Media Studies or Jamia Millia Islamia’s AJK Mass Communication Research Centre. However, the institute as well as the information and broadcasting and the HRD ministry, had rejected the idea.

The idea to grant deemed university status to the IIMC is not a new one. The Information and Broadcasting Ministry had also approved such a plan in 2016. Over the last five years, the IIMC has expanded from two campuses in Delhi and Dhenkanal to six campuses across the country – Jammu, Amravati, Kottayam and Aizawl.
