The Indian education sector needs to rise to the occasion to cater to the requirements of the knowledge society of the twenty-first century. Making school curriculum relevant and appealing for the students, dealing with the problem of access in remote areas and for the socio-economically backward sections, bringing about gender equality and reducing drop-out rates are critical issues that are required to be addressed through innovative ideas and persistent efforts. The Eleventh Five Year Plan of the government reflects this commitment to provide quality education. While the newly enacted legislation on the Right to Education will universalize elementary education, there are ambitious plans to enhance the enrolment ratios in the secondary and higher education stages while ensuring improvement of quality. The role of technology is crucial to achieve this.

The government's efforts in leveraging  technology is not restricted to equipping computers or providing connectivity in educational institutions or classrooms, but also include provision of required training to all teachers to enable effective integration of ICT in the teaching learning process, and ensuring availability of quality e-content. ICT-enabled learning is especially relevant for the children with special needs studying in an inclusive environment. Incorporating innovative technologies in the class room is expected to bring about positive changes in the education system and help in reaching the global competitive standards.

I congratulate digitalLEARNING for their effort in compiling the Education Resource Guide and hope that this will help the users in the education sector to find technology solutions for their curriculum needs from among a range of choices, and will fulfill the need of the community of practitioners in the teaching and learning community.

ICT in Education: Resource Guide 2009-2010

The collective efforts of the technological community have brought forth innovations which can have a significant and everlasting effect on the education scene in India. The myriad resources that are available and still being churned out have positioned the country’s educational sector on par with global technological standards. While increase in the number of educational services have meant that the resources exist, concerted efforts in bringing them together into one channel still needs to be addressed.

The academic community of today is flooded with a maze of information. However, the end users are not able to make adequate use of the vast resource base since these are scattered and quite often not available when they are most needed.  Exciting new developments have left the community in want of a guide to direct them through the jumble and provide them with a one-stop-solution to their requirements. The need of the hour is to untangle  and simplify the massive maze  and bring to the users a demystified version of the great technology and education mammoth.

With the dawn of the digital age, we bring our readers and other end users with a resource that will serve the very purpose that these technologies have been seeking to address – reaching out to the education community.

The Information and Communication Technology Resource Guide 2009-10 is our first attempt to bring a handy Users Guide for all their requirements in technology and education.  From administrative management solutions to 3D content modules for interactive classroom needs, the Resource Guide breaks the contact and information barriers, and takes our readers through a wide array of resources and services.

If you’ve been on a wild goose chase, digitalLEARNING provides you a collation of various service providers in the field of Information and Communication Technology in Education.

With this resource guide, we kick start our endeavour of making an assortment of ready to use education database for all major regions in India. We begin the process of scanning through the resources available in different states, thereby bringing ICT closer to the teeming population in smaller towns and metros, offering them the familiarity of education technology.

The Resource Guide celebrates the efforts, the success and the innovations of the educational entrepreneurs in India and brings a compilation for the benefit of the diverse user groups

Technology has the power of revolutionising learning in classrooms. Schools are now absorbing the myriad technological advances made in the teaching-learning fields. Higher education sector has seen the expansive use of Technology Enhanced Learning, making information and knowledge dissemination accessible to the huge student populace. eGyankosh is IGNOU's digital repository of leaning programmes and content for the learning community. Vocational and technical  skills, powered through technology, has tremendous potential and has made a grand entry into the Indian skills training segment.

Several civil society organisations have experimented with low-cost technology, which have helped in drawing school dropouts back to school, enabled girl child education and made the process of non-formal education invigorating and exciting.

Today we are at the throes of technology powered development, with India having built up valuable brand equity in the IT global markets. With such phenomenal growth and expansion of technology and resources, the need of the hour is to bring the education community closer to the available tech-resources, make the community digitally aware and provide them with a handy resource book for all their requirements.

The ICT in Education Resource Guide is one step towards bringing technology closer to the education community. I congratulate digital LEARNING for their efforts in bringing out this Resource Guide specifically for the education community.  With technological innovations scaling new heights, a reference resource book will prove to be valuable and informative for all seeking support and assistance in gathering information on the same. Technologically integrated education is the future course of action for all in the education sector, and we at IGNOU will find the Resource Guide tremendously useful. I propose digital LEARNING to come up with many more of these innovative ideas for the benefit of the education community. All the Best!

    Labour and  Employment

    Government of India
    New Delhi

We are living in the age of Technology. Technological advances are necessary for students, professionals, academicians, etc. to move towards growth and development of our country. We, at the Ministry of Labour and Employment, have launched Skill Development Initiative (SDI) Scheme based on Modular Employable Skills to meet the demand for specific skills of higher order. For this purpose, a Public Private Partnership between Government, State Government and Industry is proposed to promote the skills development programme. The training under SDI Scheme will be provided by various credible VTPs under Central Government, State Government, Public and Private Sector and Industrial establishments. VTPs will provide counselling and vocational guidance, training facilities as per norms, impart good quality training, post training support to trainees in getting employment, maintain database on trainees trained and the outcome of the training. Benchmarking our skills in accordance  with world standards is the aim of our policies.

One of the major hurdles that all stakeholders face is to locate resource people across diverse demographic regions. In such a scenario, the efforts of Centre for Science, Development and Media Studies in bringing out a resource guide in the specialised field of “ICT in Education” is commendable. The ICT in Education Resource Guide 2009-10 will prove to be useful to all the stakeholders in the field.

    I wish them all success.

Grading system by CBSE termed as ‘baseless’ by CISCE

Though the Central Board of Secondary Education (CBSE) has religiously followed Human Resource Development (HRD) Minister Kapil Sibal's direction of introducing a nine-point grading system, the Council of Indian School Certificate Examinations (CISCE) has however openly condemned the new system, claiming it to be 'baseless'. Today, approximately 1,600 schools are affiliated with CISCE while the majority lies with the CBSE with more than 9,000 schools under its affiliation. The brouhaha over awarding marks instead of grades is also supported by the principals of ICSE schools in the NCR region.
