Asia Pacific Parliamentarians to join forces with UNESCO

Parliamentarians from across the Asia-Pacific region will join forces with UNESCO to strengthen political commitment towards 'Education for All' when they meet at a conference organized by UNESCO and the Government of Indonesia in Jakarta during UN Week, from 24 to 25 October 2008.

The participants at the meeting will launch the Forum of Asia Pacific Parliamentarians for Education (FASPPED), which aims to raise awareness among parliamentarians about educational challenges in their region, highlight strategies to improve the quality of education, and associate them more closely in the planning and implementation of educational policies in the context of the Education for All (EFA) and Millennium Development Goals to achieve universal access to education.

Cebu DepEd in tough times

The Cebu City Department of Education faces a tough challenge in implementing its information and communications technology (ICT) road map. The plan, Education Secretary Jesli Lapus said, would build on earlier ICT strategies developed by the department with assistance from other stakeholders such as the Foundation for Information Technology Education and Development (Fit-Ed). Fit-Ed is a private, nonprofit organization advocating sustainable and responsible integration of ICT in local education. Lapus also recognized the role of the private sector, which has helped in efforts in promoting ICT in the country's educational system. He said companies such as Oracle, Microsoft, Intel, Cisco, Philippine Long Distance Telephone Company, Smart Communications Inc. and Gilas, has helped promote ICT in the country's public schools.

The road map, which is expected to be completed by October, aims to provide '21st Century Education for All Filipinos, Anytime, Anywhere,' Lapus said. The program calls for the use of ICT to revitalize the public schools, link learners to global resources, enable learners to seek and analyze information, create new knowledge and products and develop habits of self-learning.

ICT Agreement for schools between Oracle and DepED

The Department of Education and business software company Oracle signed an agreement through Oracle Education Foundation to expand an existing online learning program to 500 public high schools nationwide. Oracle introduced the expanded ThinkQuest program that intends to benefit 50,000 teachers and students nationwide. ThinkQuest was introduced in 2006. Oracle said schools were selected based on their information and communications technology readiness, which is measured in terms of infrastructure, alignment of student learning competency with ThinkQuest's program and availability of program coordinator.

Education Secretary Jesli Lapus said the Philippines cannot afford not to have ICT integrated in its education curriculum. 'Based on the DepEd's five-year plan, we aim to provide 21st century ICT education to all Filipino students,' the government executive said. Lapus stressed that information and communications technology can enhance teaching and learning as well as governance and management of schools. By embracing ICT literacy, students in the country will be able to engage with other learners worldwide, he said. Oracle Philippines will also support DepEd's objective to deliver ICT education to Filipino students by providing IT infrastructure, knowledge training and resource content.

Intel launches a programme in Uttar Pradesh (India)

Intel launched its 'World Ahead Program' in Uttar Pradesh. Aimed at training teachers of secondary schools in UP on applying technology in education, Intel rolled out its teacher training programme called Intel Teach. Intel also donated 50 PCs to schools of Uttar Pradesh. The 50 PCs will be supported with Internet connectivity and basic software applications and digital educational resources. Intel's PC Donation Program in India envisages a donation of 10,000 PCs, covering 3,000 schools and impacting over a million students.

The Intel World Ahead Program brings alive the advantages of organised ICT (information and communication technologies) adoption, by providing access to PCs, enabling broadband Internet connectivity, educating teachers and students on the application of technology in day-to-day life, empowering citizens to employment and entrepreneurship opportunities, and access to better healthcare.

Promotion of Higher Education in Africa

The summit will bring together representatives from universities around the United States and Africa. The focus is on partnerships in higher education, food security, economic growth & health. Current projects are driving economic development in Nigeria and public health in Rwanda. Also attending the summit are high-profile donors from around the world.

AICTE gives green signal for Second Shift Polytechnics

All India Council of Technical Education (AICTE), high-power committee has given green signal for 'second shift polytechnics' (SSPs) across the nation to address the growing demand for technical education.

These will bring in a 'synergy effect' with optimum utilisation of human and capital resources and might help in reducing costs for students.AICTE is planning to implement the SSP model in engineering colleges to have engineering-to-engineering (E2E) courses in the same campus for more students so that the state-run and private institutions could discharge some of their corporate social responsibilities.

ADB to spport Public Private Partnerships in India with $2 million funds

Asian Development Bank (ADB) will provide India a $2 million technical assistance grant to help develop public-private partnership (PPP) projects including education projects. The assistance comes in partnership with Infrastructure Project Development Fund (IIPDF), a facility of the Indian government.


The assistance will cover all aspects of project structuring – including institutional, financial, commercial, legal, social, environmental and technical structuring – leading to a competitive bid process to attract private sector participation.
