Cambridge Univ. announces Dr. Manmohan Singh Scholarships

St. John's College of the University of Cambridge has announced the Dr. Manmohan Singh Scholarships. The Scholarship programme has been set up exclusively for Indian students to study M.Phil. and Ph.D degrees in science, technology and social sciences.

The Indian Prime Minister on the occasion offered his gratitude to the University and said scholarships are important for making education available to all sections of society. He also added that the Indian government has paid special attention to increasing scholarships, especially for children and youth from the less privileged sections of society. He also expressed his hope that institutions and corporations would step forward to fund educational scholarships for students, both at home and abroad. Dr. Singh is a former student of the prestigious university.

Pakistan to invest billions to establish universities

The Central Development Working Party (CWDP) of Pakistan is likely to recommend and take up 40 developmental projects worth billions of rupees in 10 sectors at a meeting including education, governance, physical planning and housing, information technology, transport and communication, nutrition, water resources, higher education commission, science and technology and energy.

The Higher Education Commission (HEC) is working on four projects relating to the establishment of engineering universities. The first project is the establishment of a university of engineering science and technology Pakistan (UEST) in collaboration with China, worth Rs 49.120 billion. The second project is the establishment of a UEST in collaboration with Germany worth Rs 51.024 billion. Two other universities are to be established in collaboration with Austria and Italy. The costs of these projects are Rs 49.894 billion and Rs 47.648 billion respectively. Other projects in this sector include upgrading and extending the PINSTECH Laboratories (Phase-II), worth Rs 1.862 billion.

e-Learning programme launched in Nigeria

A programme aimed at training young people in Nigeria using new, interactive electronic means has been launched in Abuja. Now, Nigerians can inform themselves with computers and mobile phones about issues on sexual health, relationships and HIV/AIDS.

The mobile service, called MyQuestion will enable young people to ask their personal questions through text messages, the website or through a free hotline. Mobile service My Question is part of the e-learning programme Learning about Living, an e-learning tool based on the Nigerian Family Life and HIV/AIDS Education (FLHE) curriculum. It will run on computers in schools in Nigeria and will introduce the students to creative computer skills. Learning about Living is made compatible for One Laptop Per Child and the Intel's Classmate PC project. The highly interactive tool is developed by Butterfly Works, Netherlands, together with several Nigerian NGO's, the Ministry of Education in Nigeria and Oneworld UK. The project aims to enhance ICT skills in order to educate young people on issues about sexual health, prevent HIV/AIDS and maternal mortality and morbidity, and gender violence. Secondly, the project aims to improve the information available on sex education to young people, and encourage them to be more open about these issues and forthcoming about their questions. The project is piloted in three locations, including Lagos, Cross Rivers State and the Federal Capital Territory Abuja in collaboration with local NGOs and State Ministries of Education.

UNESCO to offer video encyclopaedia on India

The United Nations Educational, Scientific and Cultural Organization(UNESCO) has strengthened its web portal with a rich video-based encyclopaedia on Indian heritage and culture. The collection will soon cover all States and Union Territories, highlighting the cultural diversity, craft and traditional knowledge of each region.

UNESCO has entered into a partnership with the Thiruvananthapuram-based content provider, Invis Multimedia, known as the agency behind the critically acclaimed series of DVDs on Indian dance and the Kerala State tourism portal. Minja Yang, Director of UNESCO's New Delhi office, explained that the objective was to develop an atlas of India that combined geographical features with cultural highlights. The site that went live on November 26, 2007 can be accessed through the UNESCO portal (www.unesco.org), or directly at IndiaVideo (www.indiavideo.org). The collection contains a strong section of nearly 1000 videos on Kerala, as well as on yoga, ayurveda and Indian classical dance forms. There are plans to offer videos on all 28 World Heritage sites in India designated by UNESCO.

ADB to assist Sri Lanka’s knowledge society project

The government of Sri Lanka has conclude negotiation with the Asian Development Bank (ADB) to obtain a grant of USD15 million and a loan of about USD 65million for the implementation of Education for Knowledge Society project.

The main objective of the project is to improve quality, relevance, effectiveness and equity of access to secondary and tertiary education through upgrading selected 150 secondary schools in the poorest administrative districts to full pledged schools, providing 15000 scholarships for secondary education and non-university tertiary education, development of Competency Based Education Curriculum by the NIE, upgrading facilities of educational institutions such as Centre for Excellence in English Education etc, expansion of ICT education, providing computer and internet facilities for 2125 schools, integration of HIV/AIDS and Health Education into the curriculum of the secondary schools and establishing a high level policy coordination regime and partnership mechanism in the sector and setting up a Management Information System for the Ministry of Education.

Non-Profit to grant $25 Million for teacher skill enhancement

The non-profit National Math and Science Initiative (NMSI) will award $25 million to 12 universities in the United States in an effort to boost the number of teachers with enhanced math and science teaching skills.

The grants will be awarded to universities whose teacher preparation programs are modeled after the UTeach program at the University of Texas at Austin-a program that has doubled the number of math and science majors being certified at the university. Four recipients for the awards were selected last week that includes Florida State University, University of Florida, University of Colorado at Boulder, and Western Kentucky University. Through the grant program, eight additional universities will receive funding for such programs, with awards of up to $2.4 million each. NMSI said it expects to expand UTeach-style programs to more than 50 universities within the next five years.

ICT Children Centre launched in Uganda

The first of four ICT regional centres to help disadvantage children has been launched in Uganda. These regional centres will enable children to access education information online.

The Commonwealth Secretariat and the Uganda and Indian governments are sponsoring the project. The project called “Hole in the Wall” is part of the ICT transfer and sharing among the Commonwealth member states. Under this project, the centre will provide unconditional and unsupervised access of computers to disadvantaged children. The project will connect 12 universities, seven in India and five in Africa. There would be 53 tele-medicine centres in Africa connected to 17 super specialty hospitals, 12 in India and five in Africa.

India to invest $1bn in Africa for satellite project

A group of African countries have entered into a partnership with India to invest $1bn in the Pan-African e-Network satellite project, a joint initiative with the Africa Union aimed at developing the region's ICT infrastructure.

The African Union last year entered into an agreement that calls for the Indian government to supply funds for the project. The Indian government will finance the project over a period of five years through a grant to the African Union. Ethiopia for example, has been given a grant of $213 Million from India for the project. So far, 27 African countries have signed agreements for the project, designed to connect African countries by satellite and fibre-optic network. The project will include installation of Very Small Aperture Technologies (VSATs) to carry VoIP communication. The VSATs will be used for online education and telemedicine programmes expected to extend ICT infrastructure to rural areas and other underserved communities. In order to participate in the e-network project, African countries must sign agreements with Telecommunications Consultants India, a government enterprise. The Pan-African e-Network project was first announced by former Indian president Abdul Kalam in 2004.

IBM designs video game for university students

IBM has designed a new video game to help university students and young professionals in order to develop a combination of business and IT skills in students. The video game, called Innov8 interactive 3D is specifically designed to bridge the gap in understanding between IT teams and business leaders.

More than 2000 universities around the world can download the game from IBM's website and use in their classrooms without paying any charge. More than 30 colleges and universities have already incorporated the game into their programme plans.

Manchester Business School (MBS) of UK is one of the first universities to use the game. Brandeis International Business School has become the first schools to test the game. The school has developed several courses based on Innov8 to teach technology concepts and business strategies, so that students can apply when they enter the workforce.

With the Innov8, professors can teach students the basic skills required to manage processes with Service Oriented Architecture (SOA), a technology draws on functions from multiple applications to support a specific process in a company's IT network. The game comes in three levels. Students can start, stop and save the work, so that professors can hold discussions around the events, highlighting the key-points and strategies. IBM is planning to translate the game into another five languages.

Indian special children get mobile educators

Parents of children with special needs need not despair anymore as now they have special educators for them. The Indian Government has launched a special scheme where special educators would be able to reach the doorstep of these children in need.

The government has launched special scheme under its Inclusive Education for Children with special needs (IED) programme. All that the parents of such children need to do is to register with the nearest office of the education officer to seek help. In villages and talukas, parents can approach the sarpanch or local health officer respectively. Besides this, all the 35 districts of the state would have a district-level disability commissioner who too can help the parents. The Maharashtra Government has already begun registration of those students who have just cleared the two-year diploma course for special educators. The programme will cover children with disabilities that include orthopedic, visually impaired, hearing impaired, mentally retarded, learning disabled, speech impaired, autism, cerebral palsy and multiple disabilities.
