Schools in Kolhapur violates education department norms

DY PatilThe recent advertisement for teachers’ vacancy in Kolhapur by high schools and junior colleges in the division created a rift in the education department. The deputy education director and the secondary education department officials from the state have emphasised on the fact that prior permission was necessary to validate a teacher’s vacancy.

Schools have been advertising vacancy posts and interviewing teachers without taking permission from the four-member committee of the district education department. The secondary education department had formed the committee headed by the Zilla Parishad and is seeing the issue of non-compliance by the junior schools and high schools.

It is important to note that without the approval of the ads by the committee, the recruitment of teachers cannot be done. Also for any appointment of teachers the committee reviews the requirement of teachers and then the finalised candidate is again approved by the education officer for final recruitment.

Deputy Education Director M.K. Gondhali has asked the school education officers in the state to take necessary actions against the schools who are violating the norms.

Union Cabinet gives nod for setting up of 6 IIMs

narendra modiThe Union Cabinet chaired by Prime Minister Narendra Modi gave its approval for setting up of six new Indian Institutes of Management (IIMs) in the country. The new IIMs will be located at Vishakhapatnam (Andhra Pradesh), Sirmaur (Himachal Pradesh), Nagpur (Maharashtra), Sambalpur (Odisha), and Amritsar (Punjab).

These IIMs will begin functioning from assigned temporary campuses and shift to their permanent site after construction of their campuses. It is intended that these six new IIMs will commence their first academic session from 2015-16. Each institute will start with an intake of 140 students in the Post Graduate programme (PGP) courses. It is expected that the annual intake will increase to reach a level of 560 students each year by the end of seven years.

The PGP in management would be the flagship programme of these institutions. Admission to the PGP will be through the open and competitive Common Admission Test (CAT) being conducted by the IIMs. The institutes would train young graduates to undertake management responsibilities and carry out research and consultancy in the field of management and allied areas. Their programme will provide the country, potential leaders in diverse fields of endeavour and enterprise.

A commitment was made by the Government of India in the Budget speech of the Finance Minister in July 2014 to establish five new IIMs in Bihar, Himachal Pradesh, Maharashtra, Odisha and Punjab. In addition, the reorganisation of the State of Andhra Pradesh into the two States of Andhra Pradesh and Telangana has necessitated the setting up of an IIM in Andhra Pradesh, consequent to and in pursuance of the Andhra Pradesh Re-organisation Act, 2014.

Draft bill for Delhi School Education Act under progress

Delhi School Education Act and Rules 1973 Work on the draft bill for amending Delhi School Education Act and Rules 1973 (DSEAR) is still in progress. The government is considering changes that will introduce ‘checks and balances’ requiring private, unaided schools to post their financial statements on their websites. The Directorate of Education (DoE) will also publish the returns schools file with it every year.

However, it is unlikely that the bill will be tabled in the budget session.

This provision is meant to create checks and balances for transparency in the financial dealings of schools, but it will raise the hackles of schools.

In 2010, Central Information Commission had directed DoE to “upload on its website all the information contained in Annexure-II of the annual returns filed till date by private, unaided schools along with the list of schools which have defaulted in filing the said returns.” DoE was also directed to ensure that such information was posted by August 31 every year from 2011 onwards. With regard to aided schools, the order said DoE should upload details of their budgetary allocation and management. However, public schools managed to get a stay in January 2011 by Delhi high court against this order.

The draft, as it appears on the DoE website, has already been rejected by school associations. A document by the Action Committee for Unaided Recognized Private Schools, states, “The autonomy and constitutional rights of unaided recognized schools will be fully compromised and destroyed resulting in complete demoralization in the school education system.” Quoting from Supreme Court judgments from 2002, they state, “The SC has recognized the right of the private schools to have maximum autonomy in the admissions as also to fix fee structure.”

“Punishing members of the school management with imprisonment up to seven years for violations is too harsh a step that will “expose private schools to continuous harassment and unwarranted scrutiny. The provision for a minimum punishment of three years in all cases bears no logical relation to the purpose of the Act, except to achieve the purpose of intimidating or coercing the schools to toe the directions of the government”, the document says further.

It may be mentioned that the Delhi government has been thinking of introducing changes into DSEAR. The new changes in this act may bring down the high fee amounts which are charged by the private schools. The DoE encouraged the people to give their comments over the amendments in the Delhi Education Act and Rules, 1973. A circular was posted on the department’s website regarding this issue. June 15 was the last date for sending in comments and suggestions.

Sports trial start for DU admissions today

sports Delhi University (DU) colleges have started conducting sports trials from today, right after the fitness test results came out. College authorities promised to help out the students in the few cases where there are clashes. Most colleges will be completing their sports trials by June-end.

However, many students who appeared for trials were of the view the fitness test is a futile exercise. According to them, trials were testing their strength and endurance anyway.

Meanwhile, DU decided that there will be no penalty of 2.5 percentage points for legal studies and mass media for aspirants of BA political science (honours) and BA journalism (honours), respectively. Furthermore, the admission to the undergraduate courses under Delhi University’s School of Open Learning (SOL) is delayed as the university is waiting for the UGC’s go-ahead for launching the process.

While DU has already completed the registrations for the 54,000 regular UG seats in its colleges, the admissions to SOL, which enrolls over 1.4 lakh students, faced the delay for the second consecutive year.

Verdict on Smriti Irani qualificational degree case today

Smriti Irani The verdict on a complaint against Union HRD Minister Smriti Irani for allegedly giving false information about her educational qualifications in affidavits filed with the Election Commission (EC) is likely to pronounced today.

Metropolitan Magistrate Akash Jain had on June 1 reserved the order on the plea after hearing arguments on the aspect of limitation and whether cognizance can be taken or not.  Freelance writer Ahmer Khan, who had filed the complaint, had said that there were several discrepancies in Irani’s affidavits filed before the EC.

In the affidavit filed for nomination of April 16, 2014 Lok Sabha elections from Amethi constituency in Uttar Pradesh, Irani said she had completed Bachelor of Commerce first year from School of Open Learning, DU. The complaint also said that Irani not only lied on oath about her educational qualifications but also lied about other facts such as her assets when she filed her nomination papers for contesting elections.

It may be mentioned that after the raging controversy over her educational degree, Irani has also made an assertion that she has a degree from the prestigious Yale University in the US.

The educational qualification of ministers has been a matter of controversy for the past some time. Former Delhi Law Minister Jitender Singh Tomar has been sent to Tihar jail after a Delhi court refused him bail in connection with the fake degree case. Tomar was arrested on June 9 on charges of fabricating documents and submitting fake degrees while filing nomination for the Delhi Assembly polls held in February this year. He will be produced before the chief judicial magistrate on Monday for a hearing on his bail application.

Japanese help for India to enhance Maths, Science education

Japan n India Japan will soon start helping India to improve the quality of mathematics and science education in the country. The training will be held in Japan and with the aim of enabling participants to learn skills to formulate lesson plans that stimulate students’ learning and thus contribute to improving the quality of maths and science education.

The Japan International Cooperation Agency (JICA) will train bureaucrats from the HRD ministry, experts from schools boards and primary school teachers of these subjects.

The department of personnel and training has invited applications from organizations to nominate educational administrators responsible for improving school education or senior teachers of primary school or teachers at teacher training institutions with five years of experience in teaching science and maths. The training duration will be from September 30 to November 14. The last date for submitting applications is July 20. The training will be conducted under the JICA Knowledge Co-Creation Programme as part of the Official Development Assistance of the Government of Japan based on a bilateral agreement between the governments.

In addition to opportunities to identify approaches and strategies to construct lesson plans about maths and science through lectures, practices and observations, the participants shall also propose an action plan describing what they are expected to do after returning.

This initiative comes in a backdrop where a number of surveys have highlighted the need to improve maths and science performances at the school level in India.

It may be mentioned that India and Japan have for the past some time been working to advance bilateral academic cooperation. Two Letters of Intent towards establishing academic cooperation between the Indian Council of Social Science Research (ICSSR) and the Indian Council of Historical Research (ICHR) with the Japan Society for Promotion of Science (JSPS) have been signed for the advancement of academic cooperation in humanities and social sciences between Indian and Japanese researchers. The letters were signed last year during a meeting between HRD Minister Smriti Irani and Hakubun Shimomura, Japan’s minister of education, culture, sports, science and technology.

Smriti Irani attends 19th conference of Commonwealth Education Ministers

Smriti Irani MM AnsariMinister of Human Resource and Development Smriti Irani will be on a three-day visit to The Bahamas, to attend the 19th Conference of Commonwealth Education Ministers. In the plenary session on 24th June, 2015, a report will be presented by the Commonwealth Secretariat on “Quality Education for Equitable Development: Performance, Paths and Productivity”. Irani will be addressing the main Plenary Session and delivering her remarks with reference to the report presented by the Commonwealth Secretariat.

Other Sessions include ministerial roundtables on “Quality in Education: Enhancing the Performance of Teachers:”, “ICT Integration in Education Systems and Across Sectors”, “Quality in Education”, “Post 2015 Goals for Education”, etc. Towards the end of the Session, on 26th June, 2015, a Bahamas Communique will be issued.

Irani is accompanied by Ved Prakash, Chairman, UGC, Satbir Bedi, Joint Secretary, Ministry of Human Resource Development and Chandra Bhushan Sharma, Chairman, National Institute of Open Schooling (NIOS).

Smriti Irani releases syllabus for secondary classes

smriti_iraniUnion Minister of Human Resource and Development Smriti Irani released the syllabus and course material for class VIth to Xth prepared by NCERT and training modules for teacher education programmes at the level of Diploma, Bed or MEd degrees prepared by NCTE on yoga. Inaugurating the two-day national conference for yoga teachers at New Delhi, Smriti said that marking system for yoga should contain 80 per cent practical and 20 per cent theory component. The Deputy Chief Minister of Delhi, Manish Sisodia, present on the occasion said that Government of NCT of Delhi would extend its fullest cooperation in implementing the programme.

Swami Atmapriyananda, Vice Chancellor of Ramakrishna Mission Vivekananda University in his keynote address on the occasion said that yoga is meant for holistic development – a complete approach to personality development. Secretary, School Education and Literacy, Dr. S. C. Khuntia in his address spoke of equanimity which means to be able to maintain a balance under any adversities in life.

The conference is being organised as a part of the brand celebration of International Yoga Day which was observed world over on 21st June, 2015. The conference will discuss yoga for holistic development, the need of yoga for specially abled children and best practices in yoga.

No ECA Quota at Hindu College this year

hindu college In what is bad news for students who seek admission to Delhi University’s (DU) Hindu college through Extra Curricular Activities (ECA), the administration has decided not to enroll any student through ECA quota. DU reserves 5 per cent seats in all its colleges under the sports and extra-curricular activities quota. However, this year the college has decided to enroll students only through the sports quota.

Last year, the college had scrapped the admissions through these quotas following complaints of alleged irregularities in the selection process. However, the college has not decided whether it will admit students under the quota next year onwards.

The first cut-off list of DU will come out on June 25.

It may be mentioned that DU has this year revamped its policy for sports quota admissions. While the preliminary fitness test has been centralised, the varsity is conducting videography of the entire process and has set up a three-tier grievance committee to deal with complaints, if any. But, the admissions through ECA quota across other DU colleges are being conducted on the previous pattern.

Smriti Irani recommends introducing yoga as subject in schools

Yoga in schools Introduction of yoga as a subject in schools from classes VI to X for central government run school has been proposed by Minister for Human Resource Development, Smriti Irani. This recommendation has found support from the Delhi Government.

Irani said that schools boards can work towards opting yoga as a subject with 80 percentage practicals during which students have to perform various asanas. She was inaugurating the first yoga conference organised by the Central Board of Secondary Education and releasing the NCERT prepared syllabus and course material for students.

Over a 1,000 people attended the conference, including teachers, students, participants and other guests. As per the MHRD’s proposal, which according to Irani, has to be worked by the education boards like CBSE, all central government run schools like Kendriya Vidyalayas and Jawahar Navodaya Vidyalayas can introduce yoga as a subject from classes VI to X.

Over a 1,000 people attended the conference, including teachers, students, participants and other guests. As per the MHRD’s proposal, which according to Irani, has to be worked by the education boards like CBSE, all central government run schools like Kendriya Vidyalayas and Jawahar Navodaya Vidyalayas can introduce yoga as a subject from classes VI to X.

The minister also informed that a training module on yoga would be established for teacher education programme as well. The aim is to produce a pool of trained teachers in yoga to meet the growing demand for them, she said, adding that a syllabus has been prepared for teachers -diploma, bachelors and masters in yoga education. Irani also said that a mobile app will be launched on July 17 where NCERT books from class I to XII can be downloaded free.

It may be mentioned that Madhya Pradesh, Maharashtra, Haryana, Rajasthan and Chhattisgarh had already introduced Yoga in their schools from this academic year.
