Panel: Exempt IITs from reservation in faculty recruitment

Ministry of Education (MoE) panel has recommended to exempt Indian Institutes of Technology (IITs) from reservations in faculty appointments and rather than specific quotas, diversity issues should be addressed through outreach campaigns and targeted recruitment of faculty.

The eight-member committee comprising IIT directors was asked to suggest measures on effective implementation of reservation policies not only in recruitment, but also for admissions.

“Being established and recognised as institutions of national importance under an Act of Parliament, IITs have ought to be listed under (clause 4) of the CEI (Reservation in Teacher’s Cadre) Act 2019, for exemption from reservations. This must be immediately reconsidered for inclusion of IITs in the Schedule taking into account the nature of these institutions, duties and their activities,” the report sought through RTI by a Lucknow based activist said.

“In order to compete with other top institutions in the world in terms of excellence, output, research and teaching, a system emphasising targeted goals over a period of time, rather than specific quotas, to address diversity issues through outreach campaigns,” it added.

At present, eight institutions are listed under the clause ? the Tata Institute of Fundamental Research in Mumbai, National Brain Research Centre in Gurgaon, North-Eastern Indira Gandhi Regional Institute of Health and Medical Science in Shillong, Jawaharlal Nehru Centre for Advanced Scientific Research in Bengaluru, Physical Research Laboratory in Ahmedabad, Space Physics Laboratory in Thiruvananthapuram, Indian Institute of Remote Sensing in Dehradun and Homi Bhabha National Institute and all its 10 constituent units in Mumbai.

Kasturirangan: NEP aims to touch every citizen’s life

Chairman of the committee that drafted the National Education Policy (NEP) 2020, K Kasturirangan said the vision of India’s new education system is to ensure that it touches each and every citizen’s life and creates a just and equitable society. He was speaking at the 17th convocation ceremony of the Symbiosis International University (SIU).

Kasturirangan said the NEP provides an integrated yet flexible approach towards education and emphasis is given in the policy to the aspect of holistic, multi-disciplinary education as a foundational component at all levels of education. “The vision of India’s new educational system has been crafted to ensure that it touches the life of each and every citizen consistent with their needs and necessities, besides creating a just and equitable society,” he said.

“The approach is to realise a new system aligned with the aspirational goals of the 21st-century education while remaining rooted to India’s value systems and ethos,” said Kasturirangan.

He added that “liberal education” in the contemporary discussion has its origins in India’s age-old idea of liberal arts dating back to almost 1,400 years. “In the modern-day social and economic landscape, this age-old Indian concept is now finding recognition in a new form.

Liberal education explores the remarkable relationships that exist among the sciences and humanities, mathematics and arts, medicine and physics, etc, and more generally, the surprising unity of all fields of human endeavour,” he added.

DU to introduce four-year UG course

As a part of the implementation of the new National Education Policy, Delhi University will be introducing a four-year undergraduate course. The move is however being opposed by the teachers association. In September 2020 the university formed a committee to formulate the guidelines for implementing the new NEP which was announced in June.

According to an official of the university the committee members last week received an email regarding the curses to add to their guidelines which include four-year undergraduate courses.

The university had earlier introduced the four-year undergraduate programmes in 2014 which was however scrapped by the government after huge protests by students and teachers in 2014.

Officials have further added that according to the proposed plan honours courses will be recast into majors in four years and the students will not get an honours degree in three years. The language courses and smaller departments are not offering honours courses will close down and the students can choose to exit from the courses after the first and second year and they will get a certificate and diploma respectively. No official decision has however been taken on the matter yet.

Academic Council member – Seema Das while speaking about the four year programme stated that the suggestions are not to reduce the number of core papers up to the third year, considering that in the fourth year and if a student is expected to do research the knowledge of core papers will provide the foundation necessary for conducting the said research.

Kerala to conduct SSLC, HSC exams from March 17

Kerala Chief Minister Pinarayi Vijayan said the Secondary School Leaving Certificate (SSLC) examination, Higher Secondary and Vocational Higher Secondary second year examinations will be conducted from March 17 to 30, 2021 in strict compliance with the COVID-19 norms.

According to the statement issued by Chief Minister’s Office (CMO), during a high level meeting it was decided that the Department of Education will also make arrangements for public examinations in Classes X and XII soon.

“Classes for those preparing for the practical exam as part of the general exam will start from January 1. All classes at the school and higher secondary level will be continued to be conducted online from June 1,” said the release.

Sample tests and counseling for students to avoid stress will be conducted at the school level.

The statement said for this, students of 10th and 12th classes can go to school with the consent of their parents.

“These will be done by utilising the services of existing teachers. At the college level, final year undergraduate and postgraduate classes will begin in early January with 50 per cent strength of the class. Classes will be arranged on a shift basis in the morning and afternoon if required,” it said.

Classes at the University of Agriculture and the University of Fisheries will begin in early January, with a limited number of students. The decision was made to start classes in medical colleges from the second year, it added.

The Union Public Service Commission (UPSC) has declared the written results of the Combined Defense Services 2 2020. The result is declared in online mode, PDF format. Candidates who appeared for the UPSC CDS 2 exam conducted on November 08, 2020, are now eligible to appear for the interview round. A total of 6727 candidates have been shortlisted from the written test to appear in the interview round conducted by the Service Selection Board of the Ministry of Defence.

Candidates selected in the interview will be shortlisted for the course of Indian Military Academy, Dehradun, Indian Naval Academy, Ezhimala, Kerala, Air Force Academy, Hyderabad (Pre-Flying) Training Course, Officers Training Academy, Chennai 114th SSC (Men) and Officers Training Academy, Chennai, 28th SSC Women (Non-Technical).

UPSC will release the marks-sheet of the candidates who have not qualified, on the official website within 15 days from date of publication of the final result of OTA.

Govt to set up center for animation, visual effects, gaming

Asserting that ‘Animation, Visual Effects, Gaming and Comics’ is a sunrise sector, Union Information and Broadcasting Minister Prakash Javadekar announced the government will set up a ‘Centre of Excellence’ in cooperation with IIT-Bombay which will offer courses in AVGC.

Addressing the CII Big Picture Summit virtually, the minister said this centre will undertake initiatives to promote entrepreneurship and encourage start-ups in the sector.

“We are a country where the growth of communication technology is phenomenal. This presents a tremendous scope for the entertainment and media industry,” Javadekar said.

“Animation, Visual Effects, Gaming and Comics (AVGC) is a sunrise sector and our experts are providing back-end support to top filmmakers of the world,” he said.

It was time that these professionals started doing more of this for our own films so that the use of animation and graphics in Indian films grows manifolds, he added.

Javadekar said the government is setting up a ‘Centre of Excellence’ in cooperation with the Indian Institute of Technology (IIT), Bombay where courses in AVGC will be offered.

The minister also invited the attendees to participate in the 51st International Film Festival of India (IFFI) in Goa in January 2021.

He announced that India will set up a special pavilion at Cannes in 2022 as the Cannes Film Festival celebrates 75 years.

He also announced that India will host a Global Media and Film Summit next year.

upGrad acquires staffing solutions firm Rekrut India

upGrad, an online higher education company, has acquired recruitment and staffing solutions company Rekrut India.

While the company did not disclose details of the transaction, upGrad said it has acquired 100 per cent stake in Rekrut India.

Given the massive potential of the recruitment sector, which is a Rs 15,000-crore market, upGrad firmly believes an independent business in this sector will provide strong non-linear growth opportunities for the company, it added.

Mumbai-based Rekrut India has a network of over 100 recruiting experts and works closely with many start-ups, MSMEs, and large enterprises.

JEE Main 2021 registration commence at jeemain.nic.in

The National Testing Agency (NTA) has commenced the registration process for the Joint Entrance Examinations 2021 from December 16, 2020. Candidates who wish to apply for the JEE Main 2021 entrance examinations can visit the official website of NTA jeemain.nta.nic.in. to complete the online registrations.

According to the dates provided on the official website, the last date for students to complete the JEE Main 2021 registrations is January 17, 2021. The last date to submit the online application fee, however, is January 17, 2020. Candidates applying are first required to complete the registrations by entering the details in the online registration link following which they will be able to complete the JEE Main online application form and submit the application fee.

The JEE Main examinations will be conducted 4 times a year as per the new notification released by the NTA keeping in mind the COVID-19 pandemic.

According to the dates provided in the official notification the JEE Main 2021 Session 1 of the examination will be conducted on February 23,24,25 and 26, 2021. The examination will be conducted in two shifts for the B.E./B.Tech. (Paper 1), B.rch (Paper 2A), and B. Planning (Paper 2B).

Pokhriyal: India, UK to setup task force for mutual recognition of degrees

Union Education Minister Ramesh Pokhriyal said India and the UK agreed to set up a joint task force consisting of designated higher education organisations from both the countries to work towards mutual recognition of academic qualifications.

A decision in this regard was taken in a bilateral meeting between Pokhriyal and UK Foreign Secretary Dominic Raab.

“India and the United Kingdom have agreed to set up a joint task force consisting of designated higher education organisations from both the countries to work towards mutual recognition of academic qualifications. This will support India’s agenda for internationalisation of higher education.

“The agreement to work towards mutual recognition of academic qualifications aligns with the vision of Prime Minister Narendra Modi for creating a globally mobile workforce and internationalisation of Indian higher education, as proposed in the National Education Policy (NEP) 2020 rolled out in July this year,” Pokhriyal said.

Raab hailed India’s National Education Policy 2020 as visionary and said the proposed reforms will open up opportunities for students, the economy and for deeper engagement and collaboration between the two countries.

“This policy will help make the bridge of education between India and the UK stronger. The UK has a lot of respect for the academic rigour coming out of India, and the contribution of the Indian student community is highly valued by our country. The UK has made several changes in its visa and immigration rules to facilitate student mobility,” he said.
