Last chance for institutes to retain their licenses to receive foreign funding

The Union Home Ministry has given the last chance to the 4,842 institutes and organisations to retain their licences to receive foreign funding.

In a notification issued by the ministry, it is stated that to retain their registration under the Foreign Contribution Regulation Act (FCRA), the institutes have to disclose their annual income and expenditure statements to the government by October 18, after paying penalty. 

The institutes which are given final chance to continue their FCRA registration include IGNOU, Mumbai University, ICMR, Punjabi University, North Eastern Hill University, Pondicherry University, Sri Guru Tegh Bahadur Khalsa College and Indian Institute of Rural Development besides others.

It is mandatory for every organisation to be registered under FCRA to receive funds from abroad. Under the law, it is also compulsory for the organisations to submit their details regarding income and expenditure to the government annually else their registration will be cancelled.

According to the home ministry, FCRA registration of over 18,600 organisations and institutes were cancelled for not filing the returns during 2010-11 to 2014-15, despite serving repeated notices. The ministry had given the organisations a month’s time between May 15 and June 17 of this year to file their returns. As many as 13,681 of them responded to the ministry’s notices or filed their returns. However, 4,842 of these institutes and organisations did not respond despite repeated notices.

Now, for these 4,842 institutes and organisations, its the final opportunity to file the returns by October 18, the home ministry said.

Haryana government to recruit over 5,000 computer teachers

Haryana government plans to recruit over 5,000 regular computer teacher next year, said Chief Minister Manohar Lal Khattar.

Computer education will also be included in the regular state course.

He revealed that the state government has been working continuously to promote higher education as it acts as a mirror to the society and thus the progress of any society could be measured from its level of education.

“At this two-day conference, academicians, including those from abroad, have given us various ideas to increase the standard of education and higher education in the state, ” he said.

“In order to increase the education standard, we have the basic infrastructure in place and will work on the suggestions,” Khattar said. He added that the quality of research and courses within the universities should be in accordance with the industry needs.

To facilitate the same, At every 20 kilometers, one new college has been set up. On these lines a total of 21 new colleges has been opened in the state recently and 27 new places have also been identified to open more colleges in the state, the chief minister announced.

The “Haryana Kaushal Vikas Mission” has been formulated on the pattern of “Pradhan Mantri Kaushal Vikas Yojana” to provide employment opportunities to five lakh unemployed youth of the state through skill development training, Khattar added.

Singapore to set up Skill Center in Northeast: Minister

The Government of Singapore will set up a Skill Center at Guwahati, Assam which will cater to the entire North-Eastern region.  

Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh announced this after a meeting with a high-level delegation represented by the High Commissioner of Singapore, Lim Thuan Kuan. T

An MoU has already been formalised between Singapore and the State Government in this regard.

“A Skill Center is proposed to be set up at Guwahati by the year 2019,” the Ministry for Development of North-East Region said in an official statement, adding that the Ministry will coordinate in this initiative.

The Indian delegate led by Dr Jitendra Singh, consisted of senior officers from the Ministry of DoNER, Department of Space and Ministry of Personnel, Public Grievances & Pensions.

Now, a government panel to monitor safety in schools

The Central Government has formed an inter-ministerial committee to review and monitor the safety measures in its schools across the country.

The decision was taken during a meeting between Union Human Resource Development Minister Prakash Javadekar and Women & Child Development Minister Maneka Gandhi in wake of the brutal killing of a seven-year-old child in a Gurugram school student and rape of minor in Delhi school.

“The existing measures for school safety were reviewed and new suggestions were discussed during the meeting.  A  committee of six secretaries will be constituted to monitor the implementation and progress of the guidelines,” Maneka said.

The committee members will include secretaries from Ministry of Human Resource Development (MHRD), Women and Child Development Ministry, Tribal Affairs, Minority Affairs, Social Justice and Empowerment, and Drinking Water and Sanitation. WCD minister secretaries will prepare a roadmap and a timeline to implement the suggestions by a panel after conducting a series of meetings.

During the meeting, it was also suggested to utilise the Nirbhaya funds for various school safety measures. In order to make students aware, it was suggested to show a short film about child abuse in schools, along with setup of Protection of Children from Sexual Offences (POCSO) awareness booths and to employ women drivers.

“Setting of POCSO booths, where students can be made aware of the mechanism to file complaints, screening of ‘Komal’ — a short film on the concept of good touch, bad touch — were among the measures discussed. We also suggested that Nirbhaya fund can be utilised for the purpose,” Maneka said.

The meeting was also attended by representatives of the National Commission of Protection of Child Rights (NCPCR), CBSE, NCERT and Kendriya Vidyalaya Sangathan.

During the meeting, the measures suggested by the participants is to enhance the role of parents and teachers in safety and security aspects of school operations, to expand the scope of School Management Committee (SMCs) in private schools and to implement Gender Champions programme in schools were among the existing measures reviewed during the meeting.

UK universities witnesses rise in student applications from South India

UK Universities has witnessed a growth of nine per cent last year in number of student application from South India compared to previous years, a top British envoy said.

British Deputy High Commissioner in Chennai, Bharat Joshi said. “Last year, it went up by 9 per cent. Students have started to understand much better what the UK system is.”

Explaining further about it, he said, applications were processed from five states — Kerala, Tamil Nadu, Andhra Pradesh, Telangana and Karnataka.

Informing about the constant increase in the visit visas issued to Indians, he said, “What we have seen is that quality of students applying to United Kingdom universities has improved.”

In response to a question, Joshi revealed that 80 per cent of applications comprise “visit visas”. He also said that this the second highest number of people who travel to UK for work.

According to a press release, for the year ending March 2017, 4.14 lakh visitor visas were issued, of which 11,700 comprise student visas and 5,000 short term study visas. During the same period, 60,000 work visas were issued, it said.

Explaining the reasons for increase in number of student applications, the high commissioner said, “Students are starting to understand much better.”.

In response to a question on the impact of Britain exiting the European Union, Joshi said, ” The (UK) government is clear that once we leave the European Union, United Kingdom will become a ‘beacon’ for a fair rules based trade system.”

“We want to see more global trade and more investments and we will be looking for more partners to support that.. I think, the relationship with India is no secret.. India is one of the key destinations.. About two-thirds of all work visas globally issued are to Indians.. That is a huge statistic,” he added.

IIM Bangalore’s NSRCEL incubates eight startups

IIM Bangalore’s N S Raghavan Centre for Entrepreneurial Learning (NSRCEL) has selected eight startups under the social ventures programme for incubation over the next 18 months.

The early-stage organisations were inducted on September 15, 2017, in the presence of IIMB faculty, mentors and NSRCEL members. The premier management institute has launched the social ventures incubator – NSRCEL – in April this year, to nurture early stage non-profit organizations.

“A review system will be in place for periodic intervention to monitor your progress. We need to get into a far more frequent Q&A mode. There will be many speaker sessions and workshops to engage you in high gear. Access to online platforms will help boost interaction with a larger community. To make you successful is our own test as well,” said Rajiv Sawhney, Chief Operating Officer, NSRCEL.

To support early stage NGOs that are offered little or no technical assistance for fund raising, legal issues and operational challenges, the NSRCEL Social was set up at IIM Bangalore, said a statement from the management institute.

NSRCEL Social is among the first social incubators of the country established exclusively for non-profit organisations. The centre aims to help in creating a pool of high-performing organisations that can create large-scale social impact.

Michael & Susan Dell Foundation supports the social ventures incubation programme. The selected ventures will also be provided financial support of Rs 18 lakh along with incubation period of 18 months.

How the technology has a positive impact on education and how it can enhance the level of education in rural areas?

Though EdTech has only 1.8 per cent contribution in $100 billion worth of education sector in India, it is gradually expanding its wings and students are gradually adopting the trend. One of the major advantages of adoption of technology in education is that knowledge can be acquired on just a click of mouse even for a student belonging to remote areas of the country. e-learning creates extended classroom communities for discussions and virtual classrooms for interaction between students and teachers. The evolution of Very Small Aperture Terminal (VSAT) technology with its benefits such as competitive cost, multicast capability, universal coverage and low cost and simple installation, can play an instrumental role in bridging the education gap in rural areas. Technology can be used to enable e-learning which also ensures a unique personalised experience to all students. In a conventional education model, this is only possible when a highly skilled tutor offers one-to-one tutorials. Thus technology offers tremendous scope especially in underdeveloped and developing countries, as it has the potential to raise a level of education, literacy and economic development.

What are the challenges that EduGorilla faces when it comes to aligning modern day technology and meeting student expectations?

One of the major challenges faced by EduGorilla is the slow adaptability of technology by stakeholders in the education sector. Though stakeholders in the education sector are technology literate yet they are reluctant to adopt technology. JEE Advanced 2018 likely to be conducted online on May 20

The Indian Institute of Technology – Kanpur will conduct the Joint Entrance Exam (Advanced) 2018 on May 20.   

Till last year, the JEE Advanced was conducted in Pen and Paper based mode but from this year, the exam is likely to to be held through online mode or Computer Based test (CBT) from next year onwards.

Last month IIT-Madras Director and Chairman Joint Admission Board 2017, Professor Bhaskar Ramamurthi said, “It has been decided that the JEE (Advanced) will be conducted in online mode from 2018 onwards.”

In order to avoid the confusion among students about JEE Advanced 2018, the board revealed that the final decision may come soon for the mode of the exam.  

JEE (Advanced) is the second stage of the exam conducted for admission to undergraduate courses (BTech/BE) at IITs across the country. It is conducted by any zonal IIT in rotation each year. JEE Main is the preliminary stage of it, which is conducted for the admission to NITs, IIITs, and Central and State government funded institutions. JEE (Mains) is conducted by the Central Board of Secondary Education (CBSE).

IIT Kharagpur students received over 200 pre-placements offers

IIT Kharagpur students have received over 200 Pre-Placement Offers (PPOs) by top notch MNCs. The placement season at the institute will begin on 1 December, 2017.

Renowned MNCs like Goldman Sachs, Samsung, Qualcomm, Texas Instruments, Adobe Systems, Wipro, each of them has offered more than 10 PPOs to students, stated IIT Kharagpur spokesperson. The large number of placement offerings are being received by students as a result of summer internships taken up by the students.

“This is an encouraging sign for us that companies recognise our students’ hard work and motivation during the internship”, Professor in-charge of the IIT-KGP Career Development Centre Prof Debasis Deb said.

According to Deb, factors such as wide choices in course curriculum available through flexible academic programmes, dedicated and experienced faculty members and a strong network of alumni is the reason of high demand of students among the MNCs.

Also, pre-final year students of the IIT-KGP has received more than 200 internship offers for the summer of 2018, the spokesperson said.

Swachhta Rankings 2017: Javadekar to announce for higher education institutions

Union Minister of Human Resource Development Prakash Javadekar has announced the Swachhta Ranking 2017 for Higher Education Institutes.

Minister of State for Human Resource Development (Higher Education) Dr Satyapal Singh also attended the programme. Around 3500 institutes participated in the rankings of which 174 were shortlisted. 25 out of the 174 shortlisted higher education institutes have been selected for the top rankings.

The ranking are assigned to the institute under the categories such as cleanliness standards, cleaning systems, waste disposal methods, greenery in the institute campus, and campus accessibility.

Other than institute, The Ministry of Human Resource Development has also released a list of top 5 districts for outstanding co-ordination with the higher education institutes in the district under the Clean India Movement. These five districts are: Medak, Telangana; Jhabua, Madhya Pradesh; Ajmer, Rajasthan; Warangal (Urban), Telangana; Indore, Madhya Pradesh

Earlier in September, MHRD had announced “Swachh Vidyalaya Puraskar” earlier in September. Over 2,60,000 schools from across the country had voluntarily participated in the competition.
