Rationalising Academic Research in the Country

In a recent development, MHRD has decided to constitute a committee to drive up the research performance of academic Institutions. This is a welcome step, because as India moves in the global knowledge economy, the country will have to improve its research capacity and performance, and this can only be done by targeted and competitive research. This initiative of the MHRD will bring an end to the random disbursement and we can expect a rather selective and efficient approach in allocation of research support for academic institutions.

Chairman of the Centre’s Department of Biotechnology will head the 18-member committee that has been proposed by MHRD for this purpose. The committee will also have former heads of UGC, AICTE, and NCL. The heads of NAAC, NBA, IISc Bangalore and JNU are among other educational establishments that will be part of the committee. Some of the key objectives before the committee will be to review existing arrangement for funding of research, both core funding of research–facilities, infrastructure and project funding in academic institutions–to identify gaps and create a framework to evaluate research and rankings.

As education is a universal subject, the outcomes of the conclave will be applicable to all parts of the country.

India to have 50 New Educational DTH Channels Soon

The HRD Ministry will be launching 50 DTH educational channels. Secretary (HE) Ashok Thakur said that these channels will be different from the existing programmes on air including Gyan Darshan as new one will be more interactive. He said these channels will air programmes which will be live and not pre recorded. Saying that the new initiatives will be one of the largest anywhere in the world of its kind, Thakur said later on the number of the channels will be increased to one thousand. He further said that the Ministry has spent more than one billion dollars for ICT. Over 400 universities and twenty thousand colleges have been linked with bandwidth. He said there is a great potential to increase its usage. Highlighting the potential of the National Programme on National Mission on Education through Information and Communication Technology (NMEICT), the Secretary said that the entire country can be made into a big classroom which will help improve quality of instructions in engineering colleges particularly belonging to the remote areas. He said that the Ministry may approach AICTE to make on-line education mandatory and integral part of education system. Asking to promote virtual lab, Thakur said it should be possible to share classes from IITs to other engineering colleges by making the system more user friendly.

Dr SS Mantha, chairman, AICTE focused on promoting quality initiatives in the country. He said that rapid expansion in institutions has led to the decline in quality. The need of the hour therefore is to nurture quality in the institutions.

The one day workshop was organised by the HRD Ministry with AICTE. More than 150 engineering colleges from the National Capital Region of Delhi participated in the programme.
