Centre to Hold Special Meeting of IIT Council Next Week

To address the IIT admission related concerns the government has called a special meeting of the IIT Council next week after IIT Delhi and Kanpur rejected the proposed single entrance test.

The special meeting has been convened on June 27 after the developments on Thursday in IIT Delhi, where the Senate adopted a resolution rejecting the proposed test and deciding to conduct its own entrance exam.

IIT Kanpur had earlier in June also rejected the proposed exam on the grounds that it was “academically and methodically unsound”.

There are indications that IIT Bombay and IIT Kharagpur may follow the stand of their Delhi and Kanpur counterparts.

The government had on May 28 announced the new test from 2013, under which aspiring candidates for IITs and other central institutes like NITs and IIITs will have to sit under a new format of common entrance test which will also take plus two board results into consideration.

The IITs oppose the new format contending that the proposed test will increase stress of students instead of decreasing it. They feel students aspiring to join institutes other than the IITs need not sit for two tests – main and advance – as proposed.

They have also insisted that board examination results should not be taken into consideration while preparing the merit list.

MP to Assess Educational Tribunal Draft Bill from June 26th

The provisions of the draft of educational tribunal bill have been asked to go for review by the subcommittee of the fee and regulatory authority of Madhya Pradesh. The committee will start reviewing the same from June 26^th, 2012.

The union ministry of human resources development has asked the states to review the provisions of the bill and file a report.

The draft bill is likely to be re-introduced in the Rajya Sabha after the feedback from the states.

Officer on special duty, fee and admission regulatory committee, Sunil Kumar said the priority would be to discuss the pros and cons of the draft bill in MP.

“Every state has its own issues. MP is becoming an educational hub but it still needs lot of development. We can’t compare our state with any other state. The sub-committee will debate about the consequences of implementing the bill in MP,” Kumar said.

The draft bill if passed by the Upper House would pave the way for establishing educational tribunals at the national and state levels to expedite adjudication of disputes in the education sector. These include disputes involving teachers and employees of higher education and other stakeholders such as students, universities (including foreign education providers) and statutory regulatory authorities.

Presently, the only option available with the teachers and students for seeking justice is the court. It is expected that the establishment of the tribunals at national and state level would help victim get justice in quick time.

Kumar said the order of the tribunal shall be treated as decree of a civil court. “If orders of the national or state tribunal are not complied with, the person shall be liable to imprisonment for a maximum of three years or with fine of upto Rs 10 lakh or with both,” Kumar said.

Few Central Universities Yet to Go For Accreditation

The government has asked top central universities to complete the accreditation process.

The issue came up at a conference of the vice chancellors of central universities chaired by HRD minister Kapil Sibal where there was “unanimous agreement regarding the need for accreditation of the varsities to advance academic quality and act as examples for the higher education sector in India,” said a HRD Ministry statement.

The development assumes significance given the fact that National Accreditation Regulatory Authority Bill, which mandates all institutes to seek accreditation, is stuck in Parliament, hampering government’s aim to ensure quality.

Central universities like Delhi University, Jawaharlal Nehru University, Jamila Milia Islamia are some of the prestigious universities among others who are not accredited so far.

Providing benefit to the students, the meet also agreed to collaborate on student mobility by way of credit sharing, as well as sharing of courses between universities, faculty etc.

The problems faced by the Central Universities especially with regard to filling up the vacant faculty positions and autonomy regarding allocation of faculty posts was deliberated upon.

According to the statement, it was agreed that while individual problems could be settled through internal mechanisms, common problems like absence of pension portability under the national pension scheme in the central universities set up after 2004 could be taken up at the level of Government.

The central universities agreed to implement uniform accounting standard as recommended by the Institute of Chartered Accountants of India (ICAI).

Muslim Law Board Asks Amendment to RTE

All India Muslim Personal Law Board of Assam demanded immediate amendment to the Right to Education Act, Wakf Bill and Direct Taxes Code Bill among others.

The Board has launched a campaign throughout the country to spread awareness among the people regarding these laws and the need to get it amended, Boards’ All India Executive Members Maulana Taibur Rahman Barbhuiya and Maulana Ataur Rahman Mazarbhuiya, who is also the Katigorah MLA told.

The Right to Education Act was not suited for Madrassa and other educational systems which will end up as losers in the field of education, they claimed.

They also demanded amendment of some clauses of the Wakf Bill, 2010 or its replacement with a more effective Act while under the Direct Taxes Code Bill, income tax has been imposed on mosques, temples and other places of religious worship and social organisations which should be changed immediately.

The Board has launched a similar campaign in Assam and four meetings have been organised from July three to seven at Badarpur, Hailakandi, Silchar and Achimganj and if no step was taken to amend these, the Board would launch a movement across the country, the duo added.

NCERT Publishes Answer Key of NTSE-2012

The National Council of Educational Research and Training (NCERT) has published the key of National Talent Search Examination (NTSE) 2012 recently.

For the two sections of the NTSE question paper, the Mental Ability Test (MAT) and the Scholastic Ability Test (SAT), the key has been uploaded on the Council’s website which will benefit the candidates who took the exam this year. The candidates can go through this key to self-assess their performance and also mail their feedback by July 15, 2012 to NCERT to ntse.ncert@yahoo.in.

Around 5 lakh aspirants took the test this year.

NCERT has been conducting the NTS examination for last five decades. It is the oldest continuing national scholarship programme for identifying and nurturing the talent from across the country. The examination is conducted for students studying in Class VIII.

This year NCERT decided to put the key on its website to facilitate the candidates in evaluating their performance themselves. Since 2010 NCERT has been allowing the examinees to take the question papers home.

Tamil Nadu Tops in Offering Free Education: Says TS Sridhar

Sridhar, Additional Chief Secretary, Higher Education Department, Government of Tamil Nadu has said Tamil Nadu is a front-runner in providing free education at the launch of the counseling for 2012-13 B. Tech admission at SASTRA University. He further said, in Tamil Nadu free education is offered at the school level and now being extended to higher education

The government is committed to providing access, equity and excellence in the field of higher education, said T.S. Sridhar.

Mr. Sridhar said that access was provided in higher education by increasing the number of centers of education in the State.

There are 560 engineering colleges, 500 polytechnics, and 620 colleges in the State. Scholarship and hostel facilities are provided for poor. Excellence is achieved through various facilities, including IT-enabled services. Provision of laptops to students of higher education is a pioneering effort by the government that revolutionises rural education.

The aim of the government is to make the State first in the country in innovation and excellence in higher education.

He appreciated SASTRA University for its innovative and transparent admission policy. “SASTRA has made a mark not only in Tamil Nadu but also in the country.” Merit can be achieved by students through hard work, commitment, sincerity, and honesty.

NTPC Signs MoU with IIT Delhi

NTPC Limited has recently signed MoU with IIT Delhi. The Maharatna Company aims to encourage its employees to acquire higher qualification; develop research skills and accomplish scientific studies for the development in energy sector.

The MoU was signed by Shri S P Singh, Director (HR), NTPC and Prof R K Shevgaonkar, Director, IIT Delhi in presence of Shri D K Agrawal, ED (NETRA), NTPC and other senior officials of both the organisations. With this, NTPC plans to give prestigious M Tech program in selected domains to two more batches of 10 Engineers each.

Power Management Institute, the apex learning centre of NTPC has been playing a pivotal role in successful conduct of M Tech course at IIT Delhi. Since its launch in 1998, 255 NTPC engineers have already been awarded M Tech from IITD through this initiative. This is one of the initiatives of the HR policy of NTPC towards the organisational competence building and has been instrumental in building a talent pipeline for the organisation.

NTPC is the largest power utility of the country having total installed capacity of 39174 MW, with 16 coal-based, seven gas-based power stations and seven joint venture/subsidiary power projects across India. NTPC is currently working on over 14000 MW new capacity and plans to become 128,000 MW plus company by 2032.

AICTE Documents Petition in Madras High Court Bench

All India Council for Technical Education has filed a plea in the Madras High court, seeking to stay a single judge’s order directing it to consider a request of a private college for grant of extension of approval despite the CBI filing cases against it.

Counsel for AICTE submitted before the Madurai bench comprising Justices R Banumathi and B Rajendran that the judgment was contrary to AICTE policy that any institution, society, trust, company or member belonging to these if charge-sheeted shall not be considered for extension of approval unless they are acquitted.

Disposing of a plea filed by Sun College of Engineering and Technology, Erachakulam, Kanyakumari, seeking extension of AICTE approval for 420 engineering seats besides some MBA, MCA and ME seats for 2012-13, Justice K B K Vasuki had directed the AICTE to consider the request.

The college had applied to the AICTE on January 11 this year followed by two representations in April but without reference to the CBI proceedings.

Counsel argued the college had challenged the clause which was still pending before the court and adjourned to June 14. “The May judgement that does not refer to the clause is erroneous and liable to be set aside.”

Counsel for the college said expeditious approval for the college was important in view of admission for seats for academic year 2012-13. After hearing the arguments, the judges adjourned the case to June 25.

In a related development, hearing on the criminal original petitions filed by chairman of the college C Thayaparan and a former AICTE official B G Sangameshwara, to quash the criminal case filed against them by CBI in 2009, was adjourned to June 20 by Justice R S Ramanathan.

Sangameshwara was chargesheeted for abuse of official position (in granting approval to the college) and booked under IPC section 420 (cheating) and provisions of Prevention of Corruption Act. Thayaparan faced charges under various IPC sections that include submission of forged fixed deposits, purportedly issued by Tamilnad Mercantile Bank, along with his wife for Rs 1.10 crore to AICTE.

AICTE to Hold Management Entrance Test Abroad

For non-resident children Indian the All India Council for Technical Education (AICTE) plans to hold a common management admission test (CMAT) abroad. AICTE chairman Dr SS Mantha said since the first CMAT in February 2012, many prospective students abroad have been enquiring about it. “We have 3,800 management schools across the country. We will target the Gulf countries which have a good strength of Indians. Eventually, we will focus on US and Europe also,” he said.

At present, Mantha said, AICTE was working on logistics. “Once that is through, we will go ahead with our plan. I’m not sure if we will be able to make this arrangement when we conduct the next CMAT in September. But by next February, we will be able to conduct the exam abroad.”

The CMAT, he said, would become an alternative option to the GMAT for NRI students over the years. “Eventually, every AICTE-affiliated institute will have to switch over to the CMAT.”

As many as 50,000 students appeared for the first CMAT against a projected figure of two lakh.

Mantha said there were plans to increase the number of centres in India and ensure that candidates get centres close to their preferred locations. “ I will also persuade state universities also to consider the CMAT for admission to their institutes. This will further broaden the reach of CMAT,” he added.
