UGC: Releasing scholarships without institutes’ confirmation

The University Grants Commission (UGC) stated that it has been releasing various grants under various fellowships and scholarships on monthly basis, instead of quarterly, and without waiting for confirmation from the educational institutions. The Commission has also stated that grants have been released till October 2020.

Education minister Ramesh Pokhriyal ‘Nishank’ directed the UGC to ensure all scholarships, fellowships are disbursed in time and to start a helpline for the same. Pokhriyal also directed that all the grievances of the students be redressed immediately, after reports of grants getting delayed emerged from different institutions. UGC issuing a public notice has stated that earlier research fellowships were disbursed on a quarterly basis but keeping in view the financial needs of research scholars, the system of monthly payment was introduced and it is being released through Direct Benefit Transfer (DBT) mode i.e. directly to the bank accounts of research scholars.

“Since April 2020, payments are being generated without insisting on the requirement of monthly confirmation from institutions, for all eligible research scholars, whose monthly confirmation was received on the portal during any or all months of January, February and March 2020 i.e. before lockdown period. Besides, the payment is also released for those beneficiaries who are able to mark their monthly confirmation on the Portal,” UGC notice reads.

The payments of research fellowships for the month of November 2020 are under process and will be released shortly.

CBSE extends dates for classes 10, 12 private candidates’ application

The CBSE has extended the application date for private candidates to register for CBSE 10th and 12th Board Exam 2021. Private Candidates who are yet to register for the CBSE Board Exam 2021 can now register themselves until 9th December via official website cbse.nic.in.

As per the earlier notification, the application process for CBSE Board Exam 2021 for private candidates ended in November. The last date to register for CBSE 10th and 12th Exam 2021 for private candidates was 25th November. However, upon request of several students, the application window has been reopened again for 4 day i.e. from 5th to 9th December 2020. Following the completion of the application window, the board will open the application correction window from 10th to 14th December 2020.

With just four days left to register for the CBSE Board Exam 2021, Class 10 and Class 12 students will be rushing to complete the registration and submit the application forms. However, before doing so, it is important to know and understand the eligibility criteria for the same.

Students who have failed in the CBSE Board Exam held in February – March. Students who have ‘Compartmental Result’ in the CBSE Main Exam 2019 and in July 2019 Exam, can also appear as private candidate. Students who have cleared the CBSE Board Exam 2019 held in March / July but want to improve their score can also re-appear for the 2020 Board Exam as private students. Students who wish to appear for an Additional Subject and clear the exam are also eligible to appear as private candidate for CBSE Board Exam 2020.

Functional West Bengal school building demolished; administration clueless

The building of a functional government primary school in West Bengal’s Malda district has been demolished, while the administration is clueless over who conducted it.

The incident took place in English Bazar town on December 1 but came to light recently, police said on Friday. An FIR has been lodged with the English Bazar police station by the District Primary School Council for vandalism of public property by unknown persons, its inspector-in-charge Madan Mohan Roy said, adding an investigation is underway.

Locals had initially thought that the old building of the school, established in 1969, was demolished to construct a new one but when that did not turn out to be the case, they informed the school teachers about it, resident Mohammad Salim said. While District Inspector of Primary Schools, Suniti Sapui, refused to talk to the media about the incident, Sadar Sub-divisional Officer Suresh Chandra Rano said that the building was demolished by unknown persons bypassing government procedures.

“A government building cannot be demolished without the permission of the administration. If a building is in a dilapidated condition, an engineer inspects its structure and then a decision is taken whether to tear it down. But in this case, no government procedure was followed,” he said.

The two-day summit will discuss issues including the global economy, technology, innovation, health, habitat conservation, and universal education. The theme of this year’s summit is ‘The Future is Now’.

Talking about the pandemic, PM said, “Our actions today will shape our planet tomorrow. The post-COVID order will be about re-learning, re-thinking, and re-innovating. This along with a series of economic reforms will ensure ease of living and a positive impact on the poor and marginalised.”

Rajasthan govt reduces syllabus for class 1 to 5 by 48 pc

The Rajasthan Government has decided to reduce the syllabus and course curriculum for Class 1 to 5 students of the state by nearly 48 percent for academic year 2020-21. The Education Department has notified reduction in the RBSE syllabus keeping the pandemic under consideration. Now, all academic activities for students of primary section of the Rajasthan will be held as per the 52% syllabus that has been notified by the department.

The Education Department of Rajasthan Govt took to twitter to announce the decision about reduction of syllabus for Primary School students.

With schools closed for nearly 8 months and the pandemic situation still being serious across the country; the state government has decided to reduce the syllabus or course curriculum for students from 1st to 5th Class. The reduction in the overall syllabus for primary classes will ensure continuity of the learning and teaching process in students.

However, there is no update regarding syllabus reduction for classes 6 and above. Earlier in the month, the state government has decided that schools would remain closed till December 31 in Rajasthan due to the increasing number of cases.

While announcing the decision to reduce syllabus for primary school students, the Education Department is yet to issue any notification or provide any information about the upcoming board exams for Class 5, Class 8, Class 10 and Class 12 students.

Around 25 lakh students who are due to appear for the Rajasthan Board Exam 2021 are eagerly awaiting an official announcement about holding of the board exams 2021.

Pokhriyal: Three IIITs to open in Uttarakhand

Union Education Minister Ramesh Pokhriyal ‘Nishank’ during a meeting with Uttarakhand higher education minister Dhan Singh Rawat asked the state government to focus on women empowerment through education in the hilly areas.

Pokhriyal also announced that three Indian Institute of Information Technology (IIITs) and Indian Institute of Science Education and Research will soon be opened in Uttarakhand. The minister made the announcement during the meeting with Rawat.

“We will soon open three IIITs in public-private partnership mode in Dehradun, Udham Singh Nagar and Haridwar. The state government should also give us suggestions for establishment of IISER in the state. The Ministry of Education will release grants for setting up these institutes at the earliest,” said Pokhriyal.

While discussing the Central government’s schemes for the empowerment of women, Pokhriyal also sought a proposal from Uttarakhand government to provide facilities in higher education for girls.

“In this proposal, the state government can give its three-four priorities keeping in view the Himalayan, backward and remote areas, where the central government will start higher education facilities for girls. Such projects can provide better solutions towards women empowerment in future,” said the Union education minister.

UGC extends admission deadline for open, distance learning, online programmes

The University Grants Commission (UGC) has extended the last date for completing the admission process for the Open and Distance Learning (ODL) and online programmes for the September-October 2020 academic session. The last date for students to submit the application is December 31, 2020.

According to the official notification the last date for the admissions to ODL and online programmes for September-October academic session 2020-21 has been extended from November 30, 2020, to December 31, 2020.

The commission has asked all the Higher Educational Institutions to make a note of the same and upload the admission dates accordingly on UGC DEB web portal by January 15, 2021. The Higher Education Institutions must ensure compliance to the UGC (Open and Distance Learning Programmes and Online programmes)  Regulations, 2020, UGC notification on Specification of Degree, 2014 and other relevant regulations or notifications of the UGC or the Regulatory Authorities for all the programmes to be offered in the Online mode.

Based on the representations received from the Higher Educational Institutions the UGC had extended the last date for the compilation of the admission process for the 2020-21 academic year from October 31, 2020, to November 30, 2020.

The University Grants Commission (UGC) has extended the deadline for the students to submit the M.Phil and Ph.D. thesis. According to the revised dates, the last date for students to submit the M.Phil and Ph.D. thesis is June 30, 2021.

The decision to extend the deadline for the submission of the thesis has been made keeping in mind the COVID-19 pandemic. The UGC had earlier stated that the last day to submit the M.Phil and Ph.D. thesis was December 31, 2020. The six-month additional extension has been granted as most of the universities and colleges have remained closed across the country due to the pandemic. It however must be noted that the tenure of the fellowship for the MPhil and Ph.D. students will remain the same as earlier at 5 years.

The statement released mentions that keeping in mind the pandemic and the interest of the research scholars, a further extension of six months for the terminal Mphil and Ph.D. students who were supposed to submit the thesis by December 31, 2020, can now submit the thesis until June 30, 2021.

According to a statement released by the UGC, due to the COVID-19 pandemic, the universities have remained closed for several months now and so the students have not been able to conduct the research experiments in the university laboratories and neither has been able to access the library services which is important to complete the thesis.

Sisodia: Students’ loss of education cannot be compensated

Delhi Deputy Chief Minister Manish Sisodia said the COVID-19 pandemic will be a thing of the past when the vaccine becomes a reality, but the loss of education suffered by students cannot be compensated. Sisodia, who is also Delhi’s education minister, said while efforts were being made to provide online education as schools remain closed, providing access to these classes to students who lack internet facilities or devices continues to be a challenge.

“Soon, the corona vaccine will be released around the world, and this pandemic would be a matter of history. But the loss of education that our students are facing today cannot be compensated by any vaccine. To minimise this loss, we are consistently working on solutions,” Sisodia said at an event, where tablets were distributed among students of Class 11 of Delhi government schools.

“Due to the closure of schools, efforts were made to provide online education in Delhi government schools. However, it continues to pose a challenge to the students who lack access to the internet or devices to study,” he added. Sisodia said that due to a slowdown of economic activities, the revenue of the Delhi government has significantly reduced.

Schools across the country were closed in March to contain the spread of COVID-19 and partially reopened in some states from October 15. However, a few states decided to keep them closed in view of a spike in infections. The teaching learning activities have moved online during the period.
