Students no need to repeat whole year if failed in one subject, says CISCE

ICSE, ISC result 2019

The Council for the Indian School Certificate Examinations (CISCE), in a landmark judgment, has allowed the Class 10 (ICSE) and Class 12 (ISC) students to appear for a compartmental examination for one subject without repeating the academic year.

This is the first time since its inception in 1958 that the board has come up with such provision for the students.

Speaking on the recent development, Gerry Arathoon, Chief Executive and Secretary of the Council, said, “We wanted to give the students a chance to retake the exam and that is why we have allowed them to appear for compartmental examination from this year”.

Though notably, both ICSE and ISC students have to mandatory clear the English paper in order to be eligible to sit for the compartment exam.

“The ICSE students would have to clear three more subjects in addition to English to be eligible for the compartment exam and the ISC students would have to clear two subjects. Only then can they appear for compartment exam,” asserted Arathoon.

The report card will mention ‘eligible for compartmental exam’ for the students who can appear for the compartment exams. The respective schools can get their students registered online for the exam from June 24- 30.

The examination will be conducted on July, 15, 16 and 17 whereas the results will be declared on August 5, 2019.

Interestingly, the board, for the first time, will issue mark sheets giving details of the marks obtained in individual subjects and sections. For example, a class 10 student will get break up of marks in history, civics, geography for social science. And similarly for English exam, there would be break up of marks scored in grammar and literature.

MHRD’s EQUIP to improve higher education in India

The Ministry of Human Resource Development (MHRD), headed by Prakash Javdekar, is working on preparing a landmark five-year plan for development of higher education.

The programme EQUIP or ‘Education Quality Improvement Programme’ is aimed at improving quality and boost access to education in India.

EQUIP will be the similar programme for higher education system as that of the Sarva Shiksha Abhiyan for school education.

As per reports, the plan is likely to be introduced to the next government and if everything goes accordingly, the plan is likely to be presented in the Cabinet in July this year for the approval.

A senior official, who is familiar with the developments, said, “EQUIP has been thought of because there has been no single-window programme for the development of higher education so far and there is a need for it”.

For EQUIP, the MHRD has joined hands with various experts including Niti Aayog CEO Amitabh Kant and others from the think-tank to look at several aspects such as – quality of education, accessibility, accreditation, employment, research, governance, and finance.

Apart from this, representatives from Infosys and other tech companies, former vice-chancellors and educationists have also been roped in.

Recently, the experts and ministry officials participated in a meeting to discuss the future of higher education in India at Lal Bahadur Shastri National Academy of Administration (LBSNAA) from April 21 to April 24, 2019.

One section of experts is working on creating more eminent institutes, aimed at escalating India’s presence in the World top 100 whereas another group is looking after governance and issues like funding.

With EQUIP, the MHRD is also striving to bring about more clarity and transparency on issues such as – appointment of vice-chancellors and fund grants for institutions.
