Rajasthan: Babu Lal Meena appointed as commissioner of school education

In a major reshuffle, Babu Lal Meena, IAS officer Rajasthan 2006 batch, has been transferred as Commissioner, School Education, State Project Director, Samgra Shiksha Abhiyan (SMSA) & Additional Commissioner, Rajasthan Shiksha Parishad, Government of Rajasthan.

Pritam B. Yashwant has been sent to General Administration and Motor Garage and Civil Aviation Department. Panchayat Raj to Siddharth Mahajan, Disaster Assistance and Civil Protection Department, Veena Pradhan to Ayurveda and Indian System of Medicine.

The list is out on the recommendation of the Ashok Gehlot government, in which 103 IAS have been changed, in which collectors of many districts and heads of almost all major departments have been changed.

Rajasthan state government has appointed 2007 batch IAS Officer, Bishnu Charan Mallick as Managing Director, Rajasthan Skill & Livelihoods Development Corporation.

Earlier, he was excise commissioner for govt of Rajasthan.

Bhawani Singh Detha has been allocated Finance Budget to Autonomous Government Secretary, Mugdha Sinha to Art Literature, Culture and Archeology Department and Jawahar Kala Kendra Director General Gayatri Rathore to Social Justice and Empowerment Department, T. Ravikant.

In a major reshuffle, Sandesh Nayak has been appointed as Director, College Education Department, Government of Rajasthan. Nayak severed as Collector & District Magistrate, Churu.

He was lauded for a commendable job to curb Coronavirus spread in Churu.

He was also CEO of Jaipur Smart City Ltd a few years back.

There are around 103 transfers done by the Ashok Gehlot government.

Rajiv Swarup will now be the Chief Secretary in Rajasthan. He will replace Devendra Bhushan Gupta. Gupta was the Chief Secretary of the state from 30 April 2018.

DU launches Delhi School of Skill Enhancement and Entrepreneurship Development

To provide skill education to students, Delhi University has launched the Delhi School of Skill Enhancement and Entrepreneurship Development (DSSEED). The DSSEED is a flagship institute set up under the Institution of Eminence (IoE) scheme which will be headed by innovator and Biochemist Professor Vijar K Chaudhary.

The newly launched DSSEED aims to bridge the gap in the current knowledge delivery by initiating training programmes, the innovative mechanism will be employed in an integrated manner to shape young minds o meet the global needs and fulfill the dream of ‘Make in India, Made for World’

The School of Skill Enhancement and Entrepreneurship Development will consist of multiple backgrounds including Sciences (Biological, Chemical, Physical, Mathematical Sciences, and Informatics), Humanities, Social Science, Commerce and Economics, Finance, and Management.

The advisory council consisting of eminent scientists and innovation facilitators under the Chairmanship of Professor NK Ganguly, Former Director-General of Indian Council of Medical Research will guide the Delhi School of Skill Enhancement and Entrepreneurship Development.

According to a statement released by the university incubation facilities for the students and entrepreneurs will be provided which will also be useful in improving the research interests of college teachers who are not able to take ideas forward due to lack of necessary infrastructure and the right environment at their place of work.

MHA releases circular for teachers to work from home

In the wake of Corona crisis, the Human Resource Development ministry released a circular which directed that the teachers, researchers, non-teaching staff members should be permitted and advised to work from home until July 31, 2020. The circular has been released as MHA guidelines for phased reopening.

The circular released has also asked the University Grants Commission (UGC), the All India Council for Technical Education (AICTE), National Testing Agency (NTA) and the other autonomous organizations to make sure that colleges and educational institutions will be closed until July 31, 2020.

Online or distance learning should also be continued to be permitted and encouraged as per the MHRD circular. Along with this, the ministry has asked the Chief Secretaries of all the states and Union Territories to consider the guidelines for the Higher Educational Institutions under their control.

The Circular which was issued on June 30, 2020, has also stated that the Faculty Members/ Teachers/ Researchers should utilize this time for different academic activities.

The time at hand will be counted as ‘On Duty’ for the teachers or researchers and the non-teaching staff members including ad-hoc and contract teachers whose contracts are valid at least until July 31, 2020.

The circular further stated that the Aarogya Setu App enables easy identification of potential risk infection and so it may be ensured that the Aarogya Setu App must be installed by the students, faculty members, and employees.

CISCE releases revised assessment scheme for pending papers

After cancelling class 10th and 12th exams, CISCE Board has issued the revised assessment scheme for which pending papers. The new scheme will be used by the CISCE to evaluate students and award marks to them for the remaining subjects of class 10 and class 12. The new Marks imputation formulae has been released by the CISCE Board on the official website- cisce.org.

CISCE Board has released a detailed account of the new assessment policy on the basis of which students will be awarded marks for the papers that were cancelled in the light of COVID-19 pandemic.

While releasing the ICSE Revised Assessment Policy, CISCE Board said that the new Marks imputation formulae has been designed in a way to test both General Academic Ability, through average marks scored by the students in other subjects and students’ proficiency in the respective subject through the internal assessment and project work.

The evaluation matrix has been developed after a thorough study of the previous year’s results and to ‘ensure fairness to all the candidates’ who appeared in the board examinations this year.

Tripura Board announces Tripura Madhyamik result 2020

Amidst Corona crisis, Tripura Board of Secondary Education has declared the Tripura Madhyamik result 2020. The board has declared the TBSE 2020 Madhyamik results on the official web portal- tbresults.tripura.gov.in. Students need to enter their board exam roll number to check the TBSE result 2020. The overall pass percentage this year is 69.49%.

A total of 39,917 students appeared for Tripura Madhyamik board exams.

TBSE Class 10 board exams started from March 3, but a few exams were cancelled due to nationwide lockdown. Due to the same, Tripura Madhyamik Result 2020 is delayed. A total of 48994 candidates appeared for Class 10 exams of which 22836 are males and 26158 are females.

HRD Minister launches alternative academic calendar for primary students

HRD Minister launch alternative academic calendar

In order to engage students meaningfully during their stay at home due to COVID-19, Union Minister for Human Resource Development Ramesh Pokhriyal Nishank released alternative academic calendar for 8 weeks for primary stage. Earlier. four weeks alternative academic calendar for primary classes was released by Pokhriyal in April.

Speaking on the occasion the Union Minister said that this Calendar provides guidelines to teachers on the use of various technological tools and social media tools available for imparting education in fun-filled, interesting ways, which can be used by learner, parents and teachers even while at home. However, it has taken into account, the varying levels of access to such tools-Mobile, Radio, Television, SMS and various social media. The fact that many of us may not have internet facility in the mobile, or may not be able to use different social media tools- such as whatsapp, facebook, twitter, google, etc., the calendar guides teachers to further guide parents and students through SMS on mobile phones or through voice call. Parents are expected to help elementary stage students to implement this Calendar.

Nishank further said that this calendar caters to the need of all children including Divyang children (Children with Special Need). It includes links for Audio books, Radio programmes and Video programme.

He said that the calendar contains week-wise plan consisting of interesting and challenging activities, with reference to theme/chapter taken from syllabus or textbook. Most importantly, it maps the themes with the learning outcomes. The purpose of mapping of themes with learning outcomes is to facilitate teachers/parents to assess the progress in the learning of children and also to go beyond textbooks. The activities given in the calendar focus on learning outcomes and can thus be achieved through any resource including the textbooks children are using in their state or UT.

It also covers experiential learning activities such as Arts Education, Physical Exercises, yoga, pre-vocational skills, etc. This Calendar contains class-wise and subject-wise activities in tabular forms. This Calendar includes activities related to four languages as subject areas, i.e., Hindi English, Urdu and Sanskrit. This calendar also gives space to the strategies of reducing stress and anxiety among teachers, students and parents. Calendar includes link for Chapter wise e-content available on the e-pathshala, NROER and DIKSHA portal of GoI.

In a major development, the govt of India initiated reshuffle of IAS officers. Vineet Joshi, IAS officer Manipur 1992 batch, who is presently posted as DG National Testing Agency has been given additional charge of Chairperson National Council for Teacher Education, Department of Higher Education, Ministry of HRD, Government of India.

NCTE is mainly responsible for laying down policy guidelines, norms and standards for various teacher education programmes, conducting and promoting research and innovations in teacher education and performing various other academic functions

ICAI to SC: Will assess feasibility of conducting CA exams

In view of the spike in number of COVID-19 cases across the country, the Institute of Chartered Accountants of India (ICAI) informed the Supreme Court that it would assess the feasibility of conducting CA exams, scheduled between July 29 and August 16, 2020.

The ICAI’s counsel told a bench headed by Justice A M Khanwilkar that coronavirus cases have increased and some of the states have extended the restrictions imposed amid the spike in the number of infection.

The top court was hearing through video conferencing a plea which has challenged the ‘opt out’ option provided by the ICAI to the candidates alleging that it “arbitrarily” discriminates between the aspirants in the May cycle of CA examination.

The apex court, after hearing the submissions, said it would hear the matter on July 10.

On June 29, the apex court had observed that ICAI should be flexible in conducting exams amid the COVID-19 pandemic and take care of candidates’ concerns.

It had suggested that option for change in examination centre should be made available to the candidates till the last week before the scheduled exams considering the fact that an area may become a containment zone due to the coronavirus situation.

The apex court had said that ICAI should be flexible on the issues of ‘opt out’ and change of examination centre as the situation prevailing due to the pandemic was not static and continuously changing.

It has said that free transportation and accommodation should be provided to the aspirants near their respective examination centres.
