Elets Exclusive | Educators: Universities must adopt blended learning

The whole world, including India, is passing through unprecedented times due to the outbreak of Covid-19 pandemic. As all universities, colleges and schools are closed due to national lockdown, the teaching-learning processes have been badly disrupted. The University Grants Commission (UGC) and other apex education bodies issued Covid-19 specific guidelines for Indian Higher Education Institutions resulting in about 1,000 universities and about 40,000 colleges temporarily closing, students being asked to go home and efforts being undertaken to online teaching. These measures have varying degrees of impact on over 3.75 crore students and 14 lakh faculty members.

Remote learning, distance learning, home learning, online learning, e-learning and webinar are the buzzwords of the day. Teachers working in elite schools in cities and big towns may proudly state that they conduct classes online. The educational institutions have adopted e-learning platforms to deliver study materials to students.

A webinar was organized by Elets Technomedia and digitalLEARNING Magazine on “Disruptive University” in the times of Corona times. The webinar has esteemed speakers from the Higher Education, who presented their views over the issue.

 

Dr. Amit Kappor, Chairman, The Institute of Competitiveness, New Delhi said “Disruption is not technology. We need to change the mid-set of faculties. Now, faculties have to change their role and act as an idea generator. There will be huge shift in education sector. Universities have to provide personalized learning and modular teaching. There will be challenges for students, as things are changing drastically.”

He also raised concern over the plunge of general IQ knowledge level within the students.

He said now educators have to create entrepreneurs. Universities have to create entrepreneurial faculty. We have to create a new fundamental mid-set as universities are places for learning not employment. There is a technology gap within the students and we have to take it to last mile, he added.

Over exams he said, the role of regulator has to change and need to create new processes to evaluate. We need to understand the skill set of students, which they need for future prospective. The world has changed a lot in last few weeks and need to create academic experience for students, he said.

He also said the productivity of teachers has increased a lot and universities must provide time to faculties to upgrade themselves.

Dr. Anant Rao, Professor Emeritus and Former Vice-Chancellor, Dubai University, Dubai said “We have adopted online education for the last 15 years. Last month, the entire syllabus was put on online mode. The focus is on modular content. We have adopted modular outcomes. The learning outcomes will be mastered within three-four weeks. Students will take their own time to finish the modular courses.”

He also hailed the new education policy in India and said it is outcome and employment-based. The syllabus will be reduced to 30-40 pc, when the institutes will be reopened.

With new things are coming up for students and they will not feel they have lost time. We need flexibility in education sector. We have to accept the reality and change in the education sector, he added.

He also said the transition has to take place in the education sector for the betterment of students.

Indian student have highest ability and capturing the ability of students is important for universities. Curriculum assessment has to be done by universities post COVID crisis.

Dr. M S Moodithaya, Pro Vice-Chancellor Nitte University, Mangalore said “Higher education stakeholders need to think different to rise from the unprecedented crisis. Disruptive University is one which makes changes regularly. In the post-COVID era, all the universities have to adopt new cost control ways to manage the financial issues. “

He also said new online education and tools are main challenges for universities. We have taken the challenge positively and adopted the technology. The remote teaching cannot replace the face to face teaching. Many universities don’t have resources to provide digital infra for students, he added.

The online education must be adopted by universities for temporary basis as peer to peer learning is essential in campus. The universities must adopt blended teaching, when it reopens, he added.

Over placements, he said there will be an issue and we need to change the curriculum. We need to focus more skill sets rather than only academics, he said.

Dr. M. M. Salunkhe, President, Association of Indian Universities and Vice Chancellor, Bharati Vidyapeeth Deemed University, Pune said “The role of teachers will change, the mode of assessment will change and technology will play an important role. The traditional programmes of Universities will be challenged. Students will prefer smaller duration programmes which can help them in employability. Universities have to make their own technological platforms for providing education to students.”

He further said universities must focus on quality education. Education institutes should be more vigilant over use of technology. The entry and exit points in education must be flexible. We need to bridge the digital divide within students, he added.

The universities must adopt blended mode of teaching and online education will be strategic priorities in coming days. Conducting exam will be the main challenge as all the exams cannot be done through virtually. Universities have to focus on content creation, he said.

He also said the pandemic has affected the universities as most of them have adopted online learning but things might change when campus opens.

Dr. D.N.S.KUMAR, Vice-Chancellor, Ansal University, Gurugram said “Currently, employability skills of students are less than 25 pc. We need to understand by the employability is so less. Three things are very important quality, relevant and personalised learning and certificate oriented education. What can we do is more important that what we are doing now. We must adopt entrepreneurial model for students. We need to focus on research on holistic perspective.”

He also said universities must customize the education for students as industry will recognize the competency not certificates in coming days.

He said parents complemented steps taken by Ansal University’s steps to engage students in this pandemic. The university had sensed the crisis and started training for online classes from the month of February.

Over teachers, he said the universities must bring teacher-led education and allow them to grow. The institutions must allow the younger faculties to enlarge their horizon as the social value is plunging.

Tamil Nadu to conduct Class 10 exams from June 1

Providing relief to students, Tamil Nadu School Education Minister K.A. Sengottaiyan said Class 10 students in the state will begin writing their board exams from June 1. The exams were supposed to have begun on March 27, but postponed in the wake of COVID-19 lockdown in state.

The minister said the exams will be held from June 1 to June 12 and students will begin with the language paper.

While the Class 12 exams concluded, there had been concerns raised about 36,842 students not being able to write their last paper on March 24. The last paper will be held on June 4, the minister said.

The exam was postponed due to the lockdown across the country.

The evaluation of answer scripts for Class 12 will begin from May 27 and schedule will be released soon. The Minister said that steps were being taken to ensure that physical distancing will be maintained in exam centres.

The final Class 11 board exam which had to be postponed from March 26 owing to the lockdown will be held on June 2.

Bihar Board may declared 10th Class Results 2020 in May

According to report, the Bihar School Examination Board (BSEB) is likely to declare the Bihar Matric Result 2020 in May 2020. Bihar Board Chairman Anand Kishore has confirmed that BSEB Matric Result 2020 will be announced later in this month. The result will declared after the lockdown is lifted, he added.

Bihar Board will announce the BSEB 10th Result 2020 online on its official website- biharboard.online.

BSEB Chairman has claimed that the pending evaluation work will be completed within a week’s time. Earlier, the evaluation work was put on hold till 3rd May 2020 due to the nationwide lockdown announced due to COVID-19. However, following easing of restrictions, the checking of answer sheets has resumed and is expected to be over by 20th May 2020.

Matric Students of Bihar Board can expect the BSEB 10th Result 2020 to be announced by end of May 2020.

Over 15.29 lakh candidates have appeared for the 10th Class Board Exam and are waiting for the declaration of their result. However, in case, due to lockdown, if the process of results declaration get delayed due to lockdown, the board will announce the results by June first week, BSEB Chairman has confirmed.

While Bihar 12th Result 2020 has been announced by Bihar Board in March 2020.

Vasudha Mishra appointed as UPSC secretary

In a major reshuffle, Vasudha Mishra IAS has been appointed as Secretary, Union Public Service Commission (UPSC), Department of Personnel and Training of Government of India.

Vasudha Mishra, a 1987 batch IAS officer of Telangana cadre is currently working as Special Secretary, Department of Agriculture, Cooperation and Farmers Welfare, Ministry of Agriculture and Farmers Welfare.

UPSC has completed over 4300 recruitment in 2019-2020 and conducts jobs exams in two ways. It conducts exams like civil services exam and direct recruitment by selection on behalf of departments and ministries.

The Commission conducts recruitment for various govt cadres like Civil Services, Combined Defence Services, Indian Forest Service, Combined Medical Services, Combined Geo-Scientist and Geologist, Indian Economic Service and Indian Statistical Service and Engineering Services.

The Centre has also appointed senior IAS officer Manoj Ahuja as the new CBSE as part of a major bureaucratic reshuffle on Tuesday.

In a major development, senior IAS officer Manoj Ahuja has been appointed as Central Board of Secondary Education (CBSE) new Chairman for the Board. Among the 19 appointments that were approved the Appointment Committee of the Cabinet, Ahuja was one among them. Ahuja has replaced Anita Karwal, who has been appointed as Secretary in the Department of Education and Literacy, Ministry of Human Resource Development in April.

Manoj Ahuja is a 1990 batch Odisha cadre officer and is currently working as Special Director, Lal Bahadur Shastri National Academy of Administration, Department of Personnel and Training.

CBSE has released an official statement, “CBSE gets new Chairman Manoj Ahuja, IAS (OR:90), Special Director, Lal Bahadur Shastri National Academy of Administration, Department of Personnel and Training.”

The senior IAS officer will have to take charge to complete the annual Board examination process of both Class 10 and Class 12. The remaining CBSE Board Exams would start on July 1 and would end on July 15, 2020 as MHRD minister said.

Soon after the completion of the Board examination, the evaluation process would begin. The evaluation process would be a challenge for the Board amid the social distancing norms.

 

West Bengal Board to declare class 10 Results by August

Providing relief to students, the West Bengal Board of Secondary Education (WBBSE) has completed the Class 10 Madhyamik Board exam answer sheet evaluation process. The West Bengal Board is expected to announce the WBBSE class 10 examination results by August 2020.

The West Bengal Board results 2020 will be released on the official website – wbbse.org and wbresults.nic.in.

Students who have appeared for the examinations are advised to visit the official website for more updates.

West Bengal Board President Kalyanmoy Ganguly said the board is expected to take a month to complete the post-evaluation process following which the results will be declared by the board by August 2020.

West Bengal Board commenced the Class 10 Examination on February 18, 2020. The last examination was conducted on February 27, 2020.

Over 10.15 lakh students are said to have appeared for the class 10 board examinations from which 5,76,009 are girls which accounts for 56.70 percent of the total number of students.

As per reports, two examinations are remaining for the Class 12 Board Examinations which will be conducted by the Board in June 2020. The West Bengal Class 12 Examinations were scheduled to be conducted from March 12 to 27, 2020, across the state.

Earlier, the board had made an announcement that the Class 11 students of West Bengal Board will be promoted to the next class for the new academic year.

Chandigarh postpones Class 9 and 11 exams over COVID

In the view of COVID crisis, the Chandigarh government schools were to conduct the class 9 and 11 compartment examinations were postponed till further notice. The exam was scheduled to be conducted from May 15, 2020. Over 4,450 students were to appear for these compartment exams.

Students are advised to check the official website to get more details. The fresh dates will be announced soon on the website.

The dates of the exams will be released a week before their commencement of exams for the candidates.

The district education officer Alka said the postponement of compartment exams is postponed as possibility of opening schools at the moment is negligible. The education officer added that the exams would be conducted only after the schools reopen.

The conditions in the country are not conducive for the exams to be conducted at this large scale, she said. More than 4000 students have to appear on the exam for which the govt would have to take many health precautions for safety and sanitization if the children.

The results were released in April and the candidates had been awarded grace marks of 30. The passing percentage of class 9 was 72.2 per cent and in class 11 550 students were not passed.

Andhra Pradesh Board to hold SSC Exam in July

As per the information shared by Andhra Education Minister Adimulapu Suresh, Board of Secondary Education, Andhra Pradesh (BSEAP) will be conducting the AP SSC Exam 2020 for the 10th Class students in July 2020.

The Minister also refuted rumours about the exams being held in the month of June. The confusion began as in April, the BSEAP had said that the SSC Exams 2020 for 10th Class students would be held soon after the lockdown period ends.

The Andhra Pradesh Minister clarified that the declaration of AP SSC Exam 2020 being held in July 2020, comes as a great relief for lakhs of students. The decision to delay the exams until July 2020 was taken keeping COVID-19 lockdown in view. The delay will help provide some additional study time to the students and thereby help them prepare well for the SSC Exams.

The decision of Andhra Government to hold SSC Exams 2020 in the month of July comes following the CBSE Board Exam 2020 Dates, which are now scheduled to be held from 1st to 15th July 2020.

The dates for CBSE Board 10th and 12th Exam 2020 were announced by the HRD Minister Ramesh Pokhriyal last week. Following this, majority of the state boards are also planning to hold the pending board exams in July 2020 with Results expected in August 2020.

Kerala govt may reopen schools from June 1

According to report, the Kerala government has decided to reopen schools on June 1 if the situation is under control. The schools are closed due to COVID-19 outbreak in the country since mid-March.

The state government has also launched an online teacher training program for the teachers that will help them to conduct online classes for students. Most of the schools have opted for online teaching since the imposition of lockdown.

Students may have to wear masks in the coming academic session in the state.

Department of Education has launched the online teacher training program that has to be attended by all the teachers of the state. In case the situation does not turn out to be favorable, the department is all set to conduct online classes from June 1, 2020.

The Department has directed all the students to attend online classes.

Kerala health minister K.K. Shailaja has set guidelines for the re-opening of schools in the state. “Covering of nose and mouth will not go on endlessly. But as a precaution against the coronavirus infection, children may need to wear masks in the next academic session,” Shailaja said.

Till now, Kerala has 512 confirmed cases out of which 489 have recovered and 4 have lost their lives. The nationwide lockdown has been extended for the third time till May 17 by the Ministry of Home Affairs.

UPSC to declare Civil Service Prelims exams date next week

According to report new dates for Civil Service Prelims exams to be announced on May 20, 2020. Earlier, the Union Public Service Commission (UPSC) had decided to postpone the civil services exams until further notice due to extension of lockdown till May 17 across the country.

In a notification, the commission stated that the situation will be reviewed again on May 20, 2020, and fresh dates for these examinations shall be notified.

The new dates of Civil Service Prelims exams will be published on UPSC website.

Therefore, the new exams date for Civil Service Prelims exam to be out in the coming week. The Civil Service Preliminary examination, 2020, was scheduled for May 31, 2020 but postponed due to lockdown.

Over 10 lakh candidates register for the Civil Services preliminary exam every year. The Union Public Service Commission selects candidates for Civil Services through a preliminary exam and the main exam. While the preliminary exam is a written test, the main exam comprises a written test and an interview round.
