RTE proves to be a boon for girl child in Chhattisgarh, more girls enrolled in school now

Dr Premsai Singh Tekam

The Right to Education (RTE) has proved to be a boon for the girl child in Chhattisgarh, as more and more girls got enrolled in schools under this act. This has been confirmed in the recently launched report on Achievements of Right to Education Act in the last 10 years, prepared by Indus Action and released by the state’s education minister Dr Premsai Singh Tekam.

According to the report, in the last 10 years, the sex ratio of students enrolled under RTE in the state has come down by 7 percent. In the year 2010-11, the difference in the sex ratio of the students was 10 percent, which has come down to only 3 percent in the year 2019-20. The process of admission has become easy and transparent with the web portal launched to get the children of eligible families enrolled in schools under RTE, owing to which the rate of admission under RTE has increased by 14.5 percent in the last 3 years.

In the academic session 2020-21, 52,260 students have been enrolled under RTE in the state, despite education being hit by the pandemic. It may be noted that under the RTE, it is mandatory for unaided private schools to enroll children from economically and socially weaker and deprived sections under the Act on 25 percent of their total seats.

Releasing the report, the state’s Education Minister Dr. Premsai Singh Tekam has said that Chhattisgarh has been the foremost state in implementing the RTE Act. He said that the purpose of the report is to show the work and impact of the Right to Education Act in Chhattisgarh in the last 10 years. This report has been prepared on the basis of information available on the RTE portal available in Chhattisgarh. In which the improvement in the level of education and social inclusion of the children of economically and socially weaker and deprived sections in the society, who are getting the benefit of this Act, has been evaluated. Based on the evaluation, some suggestions have been made on how existing processes can be improved and other systems can be created.

In the last 10 years after the establishment of the Right to Education Act, the effect has been seen in Chhattisgarh that 60 percent of the students taking admission in schools are from economically weaker sections and 40 percent from socially disadvantaged groups. Based on the data available on the RTE portal, it has been found that a total of 54 percent students across the state learn their curriculum in Hindi, 44 percent in English and 2 percent bilingually. Hindi medium students get better performance and rank as compared to other mediums.

Haryana Governor presses for NAAC accreditation for all universities in the state

Shri Bandaru Dattatraya

The Governor and Chancellor of Haryana Shri Bandaru Dattatraya today stated that all universities in Haryana should go for accreditation by the National Assessment and Accreditation Council (NAAC) so that they should be better prepared and placed to impart quality education to students.

“I strongly feel that all universities in Haryana should go for NAAC accreditation. In the process of preparing for accreditation, universities will come to know their strengths and weaknesses. This in turn makes them introspect and set right their weak points,” said Shri Dattatraya after releasing the report titled ‘Quality Fact Sheet and Recommendations for the Government and Aided Higher Education Institutions of Haryana’ here at Raj Bhavan. The report has been prepared by the NAAC.

Urging NAAC to conduct more handholding activities for higher education institutions of Haryana so that they can achieve quality mandates in line with National Education Policy-2020, Shri Dattatraya said: “I expect Haryana to be a leading state as far as education is considered. The state has marched towards modernity by leaps and bounds.”

He said that the recommendations given in the report to higher education institutions, state government and other stakeholders are very apt and will help quality enhancement of higher education institutions of Haryana. “In the context of the National Policy on Education-2020, some of the recommendations given in the book will give a lot of scope to improve the quality of government institutions,” he said.

“In order to ensure that students are well equipped with skills, an ecosystem needs to be developed on the campuses. Our higher education must be aligned to market needs and emerging job trends. The focus must be to train our students to be job givers. Through entrepreneurship and incubation centres, a difference has to be made. Run of the mill approach will not work. We have to think out of the box and have to translate our thinking into tangible results,” he said.

Reiterating that education is the first fatality of poverty, Shri Dattatraya said: “We must ensure that our students get quality education. We all will agree to the fact that our resolve to realize the goal of ‘Ek Bharat, Sarvshrestha Bharat’ will be realized only when students from socially disadvantaged groups are supported financially and academically.”

Principal Secretary, Higher Education Haryana, Shri Anand Mohan Sharan, IAS, said that the pace of accreditation for higher education institutions in the state will be accelerated further. “Efforts are being made to ensure that higher education institutions in Haryana become a role model in every respect,” said Shri Mohan.

Shri Shyam Sundar, Senior Advisor, NAAC, threw light on how accreditation helps higher education institutions, and hence each of them should opt for assessment and accreditation. Senior officials from NAAC and Higher Education Department, Haryana along with other dignitaries were present on the occasion.
