It’s quite commendable that our finance minister has given special impetus to the pandemic-affected education sector in the much-awaited presentation of the union budget 2022. Continued closures of schools and colleges for almost two years have had a large impact on the learning outcomes. However, the budget has been quite beneficial for the youth of our nation.

It has once again highlighted the need of skilling programs and for the same a new portal DESH e-portal will be launched for skilling, upskilling and reskilling of our youth. In order to provide quality and continuous education to the youth, the announcement of the digital university has given fresh hopes to the students to get world class quality universal education that will also give them the benefit of personalised learning.

The announcement of setting up virtual labs in science and mathematics will enhance the experiential learning in students, thereby making them more industry-ready. For the same, the budget stressed on the need of quality e content and teachers to be trained so that better e teaching and learning outcomes can be achieved

The Budget 2022-23 has an inclusive approach. We are pleased that the Government has recognized the importance of digital learning provided by the EdTech companies in India. The extension of the PM eVIDYA initiative 12 to 200 TV channels will give the segment the requisite boost.

Further, the availability of regional language educational modules from Class 1 to 12 will enhance the literacy rates in India’s hinterlands, over and above the metro cities. This will serve as the driver of socio-economic change, enabled through technology. Education specifically has taken a new direction that has made technology-based learning, whether online or blended, indispensable for our education systems.

Digital learning holds the potential to empower the country’s grassroots level population through democratised access to education, thereby facilitating continued learning sans infrastructural challenges, pan-India.

We welcome the government’s move to cap the long-term capital gains surcharge at 15%. It will go a long way towards ensuring investor confidence not just in startups but in equity generally. Also, we appreciate the special focus on creative vocational fields like animation, graphics, and game design in this year’s budget. India has one of the largest talent pools for this, and this initiative will be instrumental in helping us move further up the value chain.

Given the battering and levels of disruption faced by the education system over the last three years, the emphasis given to mental health was another major highlight. It was, in my opinion, more important than ever, especially for students, and the budget does go a long way toward putting in place a mechanism to address it.

Furthermore, one area where the budget fell short of our expectations is the ongoing disparity in GST rates applied to physical and digital learning materials. I suppose the goal of the lower rate policy on physical learning materials was to promote education, and given that the majority of education consumption has shifted to the digital domain in recent years, we expect some sort of parity in the GST treatment between the two.

The government’s enhanced focus on education in this year’s Union Budget signals a welcome shift in policy priorities, backed by a substantial increase of almost 12% in allocations from last year. This is an acknowledgement of the large-scale impact of the pandemic on schools.

A focus on digital learning, as well as the provision of enhanced learning aids through the PM e-Vidya scheme, will give a new impetus to strengthening the school education system. Schoolnet believes that this can be translated into positive impact on the ground by following an ecosystem approach which includes creating adequate digital infrastructure in schools, improved teacher training, and making available world-class pedagogical aids for those in the middle and bottom of the pyramid to enhance learning outcomes.

Affordable Private Schools, which cater to nearly half the school going population, also need to be included in the scope of activities to achieve meaningful outcomes. I am happy that the Union Budget for the financial year 2022-23 emphasises on key sectors such as education, health, infrastructure and MSMEs, thus focussing on growth and inclusive development. Announcements like a digital university for providing online education in multiple languages, digital ecosystem for skilling and livelihood—the DESH-Stack e portal that aims at empowering citizens to skill, reskill or upskill through online training, setting up of 750 virtual labs in science and mathematics, and 75 skilling e-labs for simulated learning environment showcases the intent of the government towards further augmentations and developments the skilling ecosystem and the education domain.

I appreciate that Startups have been encouraged through various measures – extending tax benefits for a year, earmarking 25 per cent of defence R&D budget for the industry – the vision has rightly focussed on building an environ which fortifies innovation, enterprise, academia and inclusive welfare. Interlinking of Udyam, e-Shram, NCS and ASEEM portals, and the extension of the Emergency Credit Line Guarantee Scheme (ECLGS) for one more year and expansion in its guarantee cover is further intended to formalise the economy and enhance entrepreneurial opportunities. All in all, I look forward to India gaining pace as an entrepreneurial nation.

The expansion of the “One Class One TV Channel” programme under PM eVIDYA initiative from the existing 12 educational channels to 200 channels across India will provide significantly easier access to world-class quality education to the students.

The government’s plan to set up a digital university and focus on collaborations with the best institutions in the country is a great initiative.

In line with our expectations, the thrust has been given on providing a platform to the digital teachers for developing competent content for imparting education virtually.

FM doles out ‘digital gifts’ for education in Union budget

With a speech that lasted a little over 90 minutes, Finance Minister Nirmala Sitharaman presented the Union Budget 2022-23 in the Parliament today. Swar Makhija of Elets News Network finds out about the FM’s offerings to the education sector.

The Union Budget 2022-23 was presented by Finance Minister Nirmala Sitharaman at the parliament today. The union budget speech was a little over 90 minutes and is said to be one of the shortest speeches. In her speech, Sitaraman doled out ‘digital gifts’ for the education sector

The finance minister announced that new skill courses will be started. After the pandemic hit the country, there has been a sudden shift towards technology. The rural students have been worse affected following the outbreak of Covid. Sitaraman said that rural people have lost 2 years of formal education, which is mostly students from government schools. To broaden the horizon, supplementary teaching is necessary. The eVidya platform will be expanded from 12 to 200 TV channels across the country. All states would provide supplementary education in regional language from classes 1 to 12.

The FM also realised that there is a major need to introduce more technology in the education sector. After the pandemic hit the country, many students shifted from private schools to government schools. Also, lakhs of schools and colleges were affected. A‘Digital university’ will be established for universal education with personalised learning experience at the doorstep, in different languages and ICT formats with ICT expertise. It will be built on a network hub and spoke model.

In the union budget speech, the Union Minister further stated, “Skilling programs will be reoriented, and ITIs will start courses on skilling. The Digital DESH e-portal will be launched for skilling, upskilling & reskilling of the youth”. To help students in easy understanding and better learning, high-quality e-content in all spoken languages will be developed through all media channels, i.e. internet, radio, mobile phone, television, and digital teachers.

Further, the minister announced 5 academic institutions on urban planning to be made centres of excellence. The institutions will get an endowment of Rs 250 crore each. Also, free of Indian regulations, world-class universities will be allowed to offer courses in financial services and technology.

She also stated that the National Skill Qualification Framework will be realigned with changing industry demands and that employability will be improved through skilling programmes and collaborations with the industry.

The following are the major highlights of Union Budget 2022-23:

  • Startups will be promoted to facilitate Drone Shakti to make drone a service. In select ITIs in all states, courses will be started.
  • NSQF(National Skills Qualifications Framework) will be aligned with dynamic industry needs.
  • The Desh Stack e-portal will be launched. This will empower citizens to skill, upskill or reskill through online training.
  • Skilling courses will be started
  • High-quality e-content in all spoken languages will be developed through channels of the internet, radio, mobile phones, television, and digital teachers.
