UGC releases fresh guidelines, exams to be held by September

After much deliberation, the Union Human Resource and Development Ministry said the final year examinations in the universities will be held in September. The end-of-term semesters were postponed due to coronavirus outbreak in the country.

The University Grants Commission (UGC) said “The terminal semester will be conducted by the universities by the end of September, 2020 in offline (pen and paper) or online or blended (online + offline) mode.”

The decision came after the Union ministry of home affairs said it had sent a letter to the Union higher education Secretary permitting universities and institutions to conduct examinations.

The home ministry said the end-of-term examinations are compulsory according to UGC guidelines.

The apex education regulator announced the ‘UGC Revised Guidelines on Examinations and Academic Calender for the Universities in view of COVID-19 Pandemic’. “In the view of the emerging situation related to COVID-19 pandemic in India, it is important to safeguard the principles of health, safety, fair and equal opportunity for students,” it mentioned.

Those students who have a backlog should compulsorily be evaluated by offline or online examinations as per their ‘feasibility and suitability’. If a final year student is unable to appear in the examination, the university must arrange a special examination for the student, the regulator said.

“In case a student of terminal semester/final year is unable to appear in the examination conducted by the university for whatsoever the reason may be, he or she may be given opportunity to appear in special examinations…which may be conducted by the university as and when feasible, so that the student is not put to any inconvenience or disadvantage,” it said.

After much delay, the Union Home Ministry allowed universities and colleges to hold the pending exams across the country amid the COVID-19 restrictions. MHA also termed the final year exams as compulsory for students. It also asked varsities to hold them in accordance with UGC Guidelines.

The Home Ministry issued a letter to the Union Higher Education Secretary permitting universities and institutions to hold final year exams for the students. The letter from the Home Ministry comes amid news reports of the UGC panel not recommending cancellation of the pending Final Semester Exams 2020.

It provides much needed clarity to lakhs of students. In last week of June, Union HRD Minister Ramesh Pokhriyal Nishank asked the apex universities regulator to issue revised guidelines for holding of semester exams amid the on-going COVID-19 pandemic.

However, the announcement has also dashed the hopes and demands of several students who were seeking cancellation of the exams in the light of the increasing number of COVID-19 cases across the country.

As of now, a total of 7 states have decided to cancel pending semester exams in the light of worsening situation around COVID-19 pandemic. These include Maharashtra – one of the worst affected cases of COVID-19, Madhya Pradesh, Odisha, West Bengal, Haryana, Rajasthan and now Punjab.

AAP lawmaker urges HRD Minister to cancel DU online exams

In the light of COVID crisis, Aam Aadmi Party (AAP) lawmaker Sanjay Singh wrote a letter to Union HRD Minister Ramesh Pokhriyal Nishank, urging him to cancel online examination of Delhi University (DU).

In his letter, the AAP lawmaker claimed that a lot of students, who are in far-flung areas of the country, do not have access to the internet for appearing in exams. “Amid COVID-19 pandemic, centre and state government have decided not to conduct any examination. But DU administration has taken the decision to conduct an online examination of final year student, leaving lakhs of students’ future in jeopardy.”

Singh further said that DU had conducted a mock examination on July 4 in which student faced problems.

“Students were given the wrong question paper, sites had crashed. Hence, I want you to consider the problems faced by students and cancel the online examination,” he wrote in the letter.

Targetting BJP led central government, Singh said, “Centre is mocking the future of about 4 lakh students of DU. HRD Minister should intervene in it. Mock test conducted by the administration has failed. The students who are residing in their home states are not able to give examination due to poor internet connectivity.”

Delhi University has decided to conduct the online examination of final year students of under-graduate and post-graduate course, from July 10.

UP govt schools to get makeover by migrant workers

To give a makeover to government-run primary and upper primary schools, the Uttar Pradesh education department has decided to employ migrant workers in all 75 districts.

Under the project, called ‘Mission Kayakalp’, the migrant workers will be engaged in the construction of boundary walls, gates, fencing of kitchen gardens and developing playgrounds in primary and upper primary schools.

The project is being funded by gram panchayats under Mahatma Gandhi National Rural Employment Guarantee Scheme (MNREGS).

State project directorate of Samagra Shiksha Abhiyaan was provided with details of the work being undertaken in 846 out of the 1,050 schools.

Last month, three migrant workers from Hyderabad, quarantined in a primary school at Narainpur village in Unnao district, spent their time in painting and ended up giving a complete makeover to the school premises.

Their initiative even found a mention in the Prime Minister Narendra Modi’s speech at the launch of the ‘Garib Kalyan Rozgar Yojana’.

It may be recalled that in April this year, the state government had directed officials to ensure that migrant workers returning from other cities during the lockdown are offered jobs in their native villages.

Around 18 districts including Prayagraj, Kanpur Dehat, Bareilly, Mirzapur and Fatehpur have reported a progress of 60 per cent in the work.

Sixteen districts including Lucknow, Kaushambhi, Meerut and Barabanki have reported progress of about 50 per cent completion of work.

UGC to release guidelines for final year exams soon

To end the suspension of many students, the University Grants Commission (UGC), is all set to release the revised set to UGC Guidelines for the pending University and College Exams. Last week, Union HRD Minister Ramesh Pokhriyal Nishank had asked UGC to issue revised guidelines for the pending college and semester exams for university students.

In all likelihood, UGC Guidelines are expected to be out soon, which may either postpone the exam further until August 2020 or ask universities to promote the students on the basis of internal assessment to start the next academic year.

As of now, universities and college administrations across the country have been waiting for the guidelines to thereby start the necessary preparations for holding of the exam. Many state govts including Punjab, Rajasthan have cancelled the UG and PG exams.

An expert committee appointed by the UGC under the leadership of Haryana University vice-chancellor R C Kuhad, has recommended cancellation of all pending final semester examination that are scheduled to be held across the country in July 2020.

However, formally, neither HRD Ministry nor the UGC officials have confirmed that they would be releasing the guidelines today.

COVID impact: Punjab cancels all university and college exams

In the light of COVID-19 outbreak, Punjab Government has decided to cancel all university and college exams to be held at varsities across the state. However, state government may allow universities who currently have their online exams underway to continue uninterrupted.

The announcement of cancellation of pending University and Semester Exams 2020 was made in his weekly #AskCaptain Facebook Live session with Chief Minister Amarinder Singh. In the session, the CM also confirmed that the college and university students would be promoted on the basis of their previous years’ results.

In the session, CM also announced that colleges and universities have been asked to work out the detailed process for working out the modalities for implementing the decision, he said, adding that the decision would be announced in the next few days.

He also added that students who are not satisfied by the result announced on the basis of promotion formula, they will be allowed to take a fresh examination later once the COVID-19 crisis is over. For school students, Punjab CM said that the state government would be following the CBSE decision announced in the Supreme Court some days ago.

In another major announcement, the Punjab Chief Minister also announced that all ex-servicemen will get an increased number of attempts for taking the Punjab Civil Services examination.

Rajasthan govt cancels colleges and universities exams

In the wake of Corona crisis, Rajasthan State Government has cancelled university and college exams in the state for all students. All undergraduate and postgraduate students from universities, colleges and technical institutions across the state will be promoted without holding the exams.

Rajasthan CM announced the decision about cancellation of pending semester exams in the state through a tweet sent out from his personal handle. Taking the social media, he said “In the light of COVID-19 pandemic, the state government has decided not to hold examinations for undergraduate and postgraduate courses in all universities, colleges, and technical educational institutions in the state.”

The decision to cancel all the pending semester exams for higher education institutions based in the state was taken by Rajasthan Chief Minister Ashok Gehlot in a high-level meeting held on 4th July 2020.

The high-level meeting was attended by Minister of State for Higher Education Bhanwar Singh Bhati, Minister of State for Technical Education Subhash Garg, Chief Secretary Rajiv Swaroop, Additional Chief Secretary Finance Niranjan Arya, Higher Education Secretary Shuchi Sharma, Information and Public Relations Commissioner Mahendra Soni, as per a report filed by Times Now.

Rajasthan Health Minister Raghu Sharma said that the state government was mulling to introduce a chapter on Coronavirus pandemic in the school curriculum from next year.

CBSE-Facebook join hands to offer digital training to teachers and students

In the wake of Corona crisis, Central Board of Secondary Education (CBSE) Board has joined hands with social media giant Facebook. The board to offer digital training programmes on ‘Augmented / Virtual Reality’ to teachers and students.

CBSE said that ‘Augment Reality’ is going to be the next big thing in teaching, especially during the current times of COVID-19 and school closure, when teachers are away from students. The new programme will be offered completely free of cost to all the teachers and students affiliated with CBSE Schools.

The CBSE – Facebook collaboration courses on Augmented Reality will begin their first phase in August to November 2020. The course for students will begin on 6th August followed by teachers’ course which would commence on 10th August 2020.The courses will be offered in completely online and virtual mode.

The courses are planned to be held on a mass level to accommodate maximum number of teachers and students. Each of the programs will have 10000 seats each for teachers and students.

HRD Minister Ramesh Pokhriyal Nishank took social media to laud the stakeholders for such a novel initiative. He sent out a tweet from his official account in which he encouraged students and teachers to join these programmes. According to the details sent out to CBSE Academics, the course will be offered to a total of 30000 students in each category. Schools would be required to nominate teachers and students, who are chosen to participate in the digital training programme.

Amidst Corona crisis, Jharkhand Academic Council (JAC) has announced JAC 11th Result 2020 for the Class 11 students of Jharkhand Board. The JAC result for 11th Class students has been announced online on the official website i.e. jacresults.com. Around 3.4 lakh students had appeared for the examination earlier in the year.

As per the details shared by the JAC, around 95.53% students have cleared the Class 11 exam with flying colours. Reports indicate that a total of 3,46,504 students had appeared for the JAC 11th Class Exam 2020, of which 3,39,061 wrote the examination. In terms of success ratio, 3,23,924 students cleared the Class 11 Exam with an overall pass percentage of 95.53%. In terms of gender-wise performance, 1,70,372 boys and 1,68,689 girls had appeared for the exam and their respective pass percentages were 95.45%, while 95.61%.

The exams for Class 11 students from Jharkhand state were held on 5th, 6th and 7th March 2020 i.e. before the nationwide lockdown was announced due to COVID-19. However, the evaluation work for the Class 11 students was delayed due to Coronavirus pandemic induced lockdown.
