Mumbai University Decentralizes Distance Learning Exams

Distance education students in the current TYBCom batch of Mumbai University’s Distance Learning Program will be spared of the confusion that marred the March 2012 exams. Putting an end to the chaos, the university at a recent Board of Examination (BoE) meeting decided to decentralize the examinations conducted by the Institute of Distance and Open Learning (IDOL) from March 2013.

The IDOL, which was part of the Mumbai University for several years, will now conduct its own exam. The date, time, question papers and the exam centres for over 60,000 students of IDOL’s undergraduate and post-graduate courses will be different from the ones in regular colleges. Though the results will be declared by the university, the examination process has been completely decentralized.

Subhash Deo, director of examinations of the university, said, “The paper pattern of the exam has changed for regular students. Also, in the regular course, students will be appearing for the exam in the new credit-based semester system. While students of the regular course are attempting 60-mark paper, IDOL students have to appear for a 100-mark paper.”

AP Government seeks exemption from NEET once again

Andhra Pradesh has once again sought exemption for its students from appearing in the National Eligibility-cum-Entrance Test (NEET) till 2014.

In 2010, the state had agreed to taking part in NEET from 2012 but could not meet the deadline, citing the need for changes in relevant laws as well as the student curriculum.

Today, Chief Minister N Kiran Kumar Reddy wrote a letter to Union Health Minister Ghulam Nabi Azad requesting exemption from NEET for one more academic year.

“Introduction of NEET would involve certain amendments to the AP Educational Institutions (Regulation of Admissions and Prohibition of Capitation Fee) Act, 1983, and also the Dr NTR University of Health Sciences Act, 1986 under which the State’s Common Entrance Test (EAMCET) is held,” the Chief Minister said in the letter.

“The EAMCET ranking is based on 25 per cent marks secured in the Intermediate examination and 75 per cent in the EAMCET. The students who joined Intermediate in 2011-12 are eligible for 25% weightage marks. This is as per the provision in the relevant law,” he pointed out.

“The NEET syllabus is based on the CBSE curriculum while AP adopted it from the academic year 2012-13. Students joining in 2012-13 would complete the Intermediate course by April, 2014. It would be appropriate for these students to appear for the NEET in 2014 as they would have studied as per the revised curriculum and also would not be eligible for weightage in marks,” the Chief Minister added.

“In view of this, I request you to kindly issue orders exempting the State from the proposed National Eligibility-cum-Entrance Test 2013,” he mentioned.

No CET for UG, PG medical courses: Jayalalithaa

Jayalalithaa

Tamil Nadu chief minister Jayalalithaa on Monday strongly opposed an All India Common Entrance Test for admission to Under Graduates and Post Graduates courses in medical colleges, saying such a move would interfere with the State’s rights and create problems in implementing the reservation policy.

In a letter to Prime Minister Manmohan Singh, she said that despite the State’s protest, the Centre has notified the National Board of Examination for conducting the National Eligibility Cum Entrance Test for PG courses and had gone ahead issuing a public notice for MD/MS/PG diploma courses for the 2013 session.

She said the Union minister of health and family welfare had assured states they would be consulted and their views considered before evolving any policy with regard to conduct of an All India Common Entrance Test.

The Tamil Nadu government had also given its views specifically stating that this Test would “interfere with the State Government’s rights in administrating the education system and would create problems in implementing the reservation policy followed uniquely in our State”, she said.

Even after repeated requests by this public notice, it was now clear that the Centre has not considered the case and has gone ahead with the decision to implement the Common Entrance Test, she said and added that Tamil Nadu should be exempted from the test and allowed to continue with its existing system for admission to UG/PG medical seats.

Examination fee cut for Class X and Class XII by ICSE

It’s good news for students appearing for the Class X and XII examinations conducted by the Council for the Indian School Certificate Examinations (CISCE) in March next.

The council, which runs around 2000 schools across the country, has decided to reduce the examination fee by over 50 per cent in the next examinations

“We have decided to reduce examination fees from Rs 2100 to Rs 1000 this time”, said CISCE chairman Jose Aikara.

“The council had increased the examination fees as it required funds for various purposes. The council has decided to cut the amount from next year for the benefit of students”, he said on the sideline of a function here.

About 1.60 lakh students in Class X and 80,000 students in Class XII examinations had appeared last time. The number of candidates for both the examinations was expected to increase this time, he said.

Aikara said CISCE had already introduced the common syllabus at the higher secondary level. The students would appear for the examinations in 2014 as per the common syllabus designed as per the suggestions given by experts.

The syllabus in Mathematics, Chemistry, Physics, Biology and Commerce had been changed as per suggestion by experts. The government wanted that the students would appear in the examination in 2014 in uniform syllabus across the country.

He, however, said CISCE would maintain its identity from others adding a few more subjects in some courses.

Medical college under Aligarh Muslim University to get higher grant, says govt

Jawaharlal Nehru Medical College Hospital here under the Aligarh Muslim University will receive an annual recurring grant at par with top central government hospitals at Delhi, Union HRD minister Kapil Sibal on Sunday said.

“It is unfortunate that health parameter indicators for the Muslim community in India were at the bottom of the pile,” he said at a commemoration meeting at the Kennedy Auditorium on the eve of the golden jubilee celebrations of the college.

“Let me assure the Aligarh Muslim University that even when I am not a minister at the Centre, I will remain an ally of yours for supporting your just demands especially in the field of medical education,” he said, conceding the long- standing demand of the AMU.

The minister said that he was aware that grants to the Medical College have not been revised for a long time.

“Now, let me assure you that we will be taking necessary steps to ensure that this college is counted among the best in the country in the years to come,” he said.

Kapil Sibal said that within a month, the AMU will get one-time and recurring grants which they have been demanding for several years now.

He also announced that the central government would immediately respond to any proposal of starting vocational training courses at the medical college and other concerned faculties of the university.

He said the HRD ministry was prepared to commence a BSc vocational degree at AMU, once the basic framework of the course was worked out.

Union health and family welfare minister Ghulam Nabi Azad, who earlier inaugurated the Rajiv Gandhi Centre for Diabetes and Endocrinology, announced that 19 medical colleges including the J N Medical College were being upgraded to the level of All India Institute of Medical Sciences.

Earlier, AMU vice chancellor Lt Gen (Retd) Zameer Uddin Shah said the existing grant of Rs 2.1 crore per year, which works out to be Rs 55 per patient per day was the lowest for all central government hospitals in the country.

He said other Central government hospitals which were under the ministry of health and family welfare were given a grant of Rs 300 per patient per day.

Appoint VCs & top level administrative personnel “in an objective manner: ACTA

The Aided College Teachers’ Association (ACTA) has urged the state government to appoint vice chancellors and top level administrative personnel “in an objective manner, unifluenced by any criteria.”

ACTA opposed the manner in which posts of VCs, Registrars, Controllers of Examination and other teaching and non-teaching staff were being filled and alleged that nominations of syndicate members were being made arbitrarily.

Association president A Raja said in a release that hopes of academics for reasonable selection criteria had been dashed.

ACTA also threatened to mobilise a public movement to highlight various issues if the ‘indifference’ of the authorities continued.

It demanded that government sanction all teaching and non teaching posts immediately as announced by the chief minister in the Budget speech. The Directorate of Collegiate Education should advise Regional Joint Directors to sanction annual grade pay from Rs 6000 onwards to eligible teachers appointed after January 1, 2006 without further delay, it said.

HP Launches Its Institute to Make Indians Employable

HP has announced the India launch of the HP Institute, an academic partnership programme that will equip students with business-ready IT skills that are greatly needed within the industry. The HP Institute is part of the HP ExpertOne programme and will offer HP Accredited Technical Associate (ATA) certifications. As part of the training program, HP will work with Indian universities to bring practical experience and job-ready skills into an academic setting, packaged in a way to help India develop the abilities of its graduate workforce.

The World Bank, in its April 2011 policy research working paper titled, Employability and Skill Set of Newly Graduated Engineers in India, reports that about 64 percent of employers in India are not satisfied with the skill sets of fresh engineering graduates . HP will work with schools, colleges and universities across India to deliver the courses, aiming to improve the IT skills of over 65,000 graduates over the next five years.

“There is a pressing need across the IT ecosystem to ensure that entry-level hires are better equipped with the precise skills and experience they need to handle today’s  technical and business challenges”, commented Neelam Dhawan, vice president and general manager, Enterprise Group and country managing director, HP India. “We are working with educational institutes to meet this need and provide Universities an opportunity to bring even greater value to their students without the need to continuously invest in research infrastructure and courseware”.

Through the HP Institute program, students may complete four HP Accredited Technical Associate certifications. Each certification covers industry-standard technologies and includes a complete learning program of courseware, practice tests, hands-on remote labs and certification exams. The certification exams cover connected devices, networks, servers and storage, and cloud. The courses and certifications have been designed to provide skills that are particularly appropriate for small and mid-sized companies.

HP has collaborated with Certiport to develop and distribute a complete set of academic solution components including HP official courseware, e-learning, remote lab facilities, practice tests, and certification exams. Certiport has over 12,000 testing centres worldwide. This academic scale and expertise will allow them to tailor and package the program delivery to suit the requirements of Indian academic institutions. “There is an immediate need to improve employability in India to help graduates fill open IT positions,” said Ray Kelly, CEO, Certiport.  “We believe the HP ATA certification will prepare students for employment by giving them the skills necessary to work in technology from day one on the job.  Our large testing center network in India will help the program get up and running quickly.”
