As the finance minister Nirmala Sitharaman prepares to announce the Union Budget 2022 in a few days, educationists have called for an upbeat message to the challenges brought on by the COVID-19 pandemic. As Covid exigencies are not there this year, there should be an increase in Department of School Education allocation to more than Rs 60,000 Cr in order to compensate for the rationalization in the 2021 budget. I would like to see increased allocation for Schools, Teacher Training to ensure that learning gaps created by Covid disturbance are filled. I also expect a separate budgetary allocation to implement NEP 2020 at ground level. As a start-up, we expect tax relief and schemes to support the start-ups working in the digital learning space. The government should continue investing more in Adarsh Vidyalays (Modern Schools) as this will give a boost in enrollments and improved infrastructure. Overall, as a country we should aim towards 5%-6% of GDP as allocation for Education.

Looking beyond the immediate threat of the coronavirus, there have been multiple reports of children abandoning school altogether during the pandemic. Despite significant efforts from governments, low connectivity and access to digital devices have severely hampered efforts to roll out remote learning. In India, 42 percent of children between 6-13 years reported not using any type of remote learning during school closures. Students are directly being promoted from class 2 to class 4 without any fundamental learning, this is quite worrisome. Additionally, the government should also focus on allocating funds towards National Professional Standards for Teachers (NPST) implementation.

Importance of Hybrid education

Since all the educational institutions have been forced to conduct learning virtually since the outbreak of the virus, there should be more investments in the Hybrid education models as blended learning will be the way forward.

Hybrid education should be given paramount importance. The research found that student-teacher engagement, when regular and reciprocal, is a strong predictor of success in children’s learning, especially for younger students. However, the surveys found that most students had little or no contact with their teachers after schools closed.

Budget for girls and Scholarships

As per the scheme, Rs 3,000 is deposited as a fixed deposit in the bank accounts of eligible candidates which they can claim with interest upon passing Class 10 and attaining the age of 18 years. The allocation was reduced to nearly ₹165 crores in 2018-19 and to just below ₹9 crores in 2019-20. With such a downfall in allocation, some fear that the scheme can be closed altogether. Government should revamp the necessary measures to make sure girls do not drop out of the education system. The allocation for scholarships needs to increase as in the last 2 years, there has been no extra allocation in this direction.

We look forward to the Budget 2022-23, as the past year has been very challenging for school education. In keeping with the National Education Policy 2020, we hope that the GoI announces measures to strengthen the digital capability of each school, owing to the great digital divide that still exists, on a mission mode. Such a digital initiative should be holistic including access to the internet, affordable & appropriate devices, projectors, teacher training in digital pedagogy, curriculum centric multimedia content, adaptive assessments, and analytics to track progress. Given the considerable expertise of private sector in Edutech, PPP models could be explored to execute such a mission. This will set the foundation on which the effectiveness of teaching and learning will improve.

We feel that there is a need to promote the PPP model to improve education standards in India, especially in rural areas and smaller towns. A special allocation is required in the budget for this purpose. The government run schools & colleges in these areas face challenges in rendering quality education and training. Therefore, activities concerning teaching and teachers’ training can also be outsourced to private players operating in the field. The government must also allocate funds for technological upgradation of educational institutions in rural areas. The government should also increase the budget for education of the differently-abled and greater awareness should be created regarding the schemes being operated for the purpose.”

The Ministry of Education, Government of India has extended the deadline to participate in the fifth edition of “Pariksha pe Charcha” with Prime Minister Narendra Modi till January 27, 2022. This was stated through an official statement.

“The last date to participate in the fifth edition of Pariksha pe Charcha has been extended till January 27. Prime Minister Narendra Modi conceptualized the unique interactive programme, wherein students, parents and teachers from across the nation and also from overseas interact with him to discuss and overcome the stress emerging out of examinations in order to celebrate life,” the official statement said.

The first edition of the prime minister’s interactive programme with school and college students, “Pariksha Pe Charcha 1.0”, was held at the Talkatora Stadium here on February 16, 2018.

“The format of this programme is proposed to be in the online mode like in 2021. An online creative writing competition is being conducted on various topics from December 28 to January 20 to select the participants. The questions asked by the selected winners will be featured in the Pariksha Pe Charcha programme,” it said.

The topics for creative writing for students include exam stress management strategies during COVID-19, Azadi Ka Amrit Mahotsav, self-reliant schools for a self-reliant India, Clean India, Green India, digital collaboration in the classrooms, environmental conservation and climate change resilience.

Similarly, the theme for the teachers is “National Education Policy (NEP) for Naya Bharat” while the themes for the parents are “Beti Padhao, Desh Badhao”, “Local to Global – Vocal for Local”, “Lifelong Students’ Yearning for Learning”.

We have a lot of expectations from the Union Budget 2022. Here is what we as an industry expect from the budget : Reduce GST substantially if not completely waive off on educational services including technology solutions which became the backbone of our institutions during the pandemic. This has been an ask for a long time and I feel the time has come for Government to make it happen. The focus should be on enabling the environment that supports the production of jobs, revenue, and demand. India’s economy is based on domestic demand, and a successful recovery will necessitate a sustained increase in demand. To fatten consumers’ wallets, more jobs and employment possibilities will be required. Because micro, small, and medium-sized firms (MSMEs) are India’s largest job producers, the government must focus on revitalising the sector by enabling the ecosystem that supports them. Identifying their pain points and coming up with a plan to assist them become a member of ‘Atmanirbhar Bharat’ will help them recover. Furthermore, because access to finance is so important, tailored credit support for small businesses should be considered.

“With the frequent curfews and lockdowns, startups are seeing unforeseen circumstances, it would be ideal to introduce simplification of an exit route for failed startups. On the other hand, simplification of listing norms for startups will encourage further investments. Also, certain startup products in life saving equipment can be exempt from GST. The government could create a centralized fund for smaller startups with innovative ideas. These can go a long way in supporting and promoting startups in our country”

The pandemic’s impact on the education system, particularly the public education system, has increased reliance of all students on supplementary sources of education that are provided by private organisations. Following are my expectations from the Union Budget: Catalyse internet infrastructure and grant subsidized access to 5G internet across the country to facilitate online learning Schools and universities are now being established in remote corners of the country. By providing free or subsidized internet access, the government can not only augment access to e-resources but also make learning in a hybrid mode a reality. Faculty upgradation programs – The Union Government had announced Madan Mohan Malviya National Mission of Teaching and Teachers in 2014. Its extended timeline has ended in 2020. The mission is yet to deliver on its true potential. In Budget 2022, the Union Government should extend the duration of the mission for the next 10 years and extend its reach to all schools and universities without any qualifying criteria.
