UP CM Adityanath launches portal for career and employment

To provide employment opportunities for youth, Uttar Pradesh Chief Minister Yogi Adityanath launched an online Portal ‘U Rise’. The portal is expected to benefit over 20 lakh students, getting vocational and technical education, as well as technical experts. The e-content, e-library, and online resources made available on this portal can be accessed by students even in the most remote areas of the state.

CM Adityanath said this was part of the second phase of the Deen Dayal Upadhyay Qualitative Reforms Programme initiated in 2017. The reform is meant to bring about improvement in the quality of technical education institutions.

The CM will benefit students and empower them by providing every possible information ranging from online exams, digital content, digital examination papers, digital assessment, webinars, e-library, recorded video content to employment and internship.

The Chief Minister, besides launching the portal, also laid the foundation stones of new projects.

The U-Rise portal has been developed by the Dr. A P J Abdul Kalam Technical University has in a joint initiative by the technical education department, training and employment department, and skill development mission.

The Chief Minister was quoted saying that the portal was the biggest reform programme in the education sector after the National Education Policy (NEP) 2020. He said the portal will connect students with practical and technical knowledge. He also added that Uttar Pradesh is the first state to launch a unified portal in addition to implementing NEP.

Punjab government to appoint 8,393 pre-primary teachers

In a major development, the Punjab Cabinet approved the filling of 8,393 posts of pre-primary teachers. The state government is aiming to make government pre-primary schools more competitive vis-a-vis private institutions and increase student enrolment.

Relaxation in age and special credit would be given to existing experienced volunteers working in the Education Department at the time of recruitment.

The state Cabinet gave the go-ahead to the departmental service rules for pre-primary schoolteachers.

Chief Minister Amarinder Singh said, though 12,000 pre-primary teachers need to be appointed, Punjab’s current fiscal position had prevented the Finance Department from approving such recruitments.

All efforts would be made to recruit the remaining personnel at the earliest, the CM assured while stressing the importance of strengthening pre-primary teaching in government schools.

According to a CMO spokesperson, 8,393 posts would be filled, calculated on the basis of one teacher for every 30 students on the rolls in pre-primary schools at present.

The School Education Department will ensure the completion of rationalisation before advertising the posts.

The Supreme Court has issued a notice to the Centre and the Union Public Service Commission (UPSC) over the plea to postpone the UPSC Civil Services Prelims Exam. The UPSC CSE exam date 2020 is October 04, 2020.

Aspirants are seeing the Supreme Court notice as a positive sign. Earlier on August 21, 2020, Supreme Court Advocate Alakh Alok Srivastava submitted a letter on behalf of a group of UPSC CSE aspirants to the UPSC Chairman seeking the postponement of the upcoming Civil Services (Preliminary) exam.

The civil services candidates are protesting against the authority to shift the dates for the prelims exam. They are raising their voices through various social media platforms. In one such instance, there is an aspirant from Bihar who has been on a hunger strike for 5 days to get the prelims postponed.

Earlier, there was also news that a delegation of eight UPSC aspirants met the commission on Tuesday and submitted a petition to them seeking the postponement of the exam.

Candidates believing that the decision-makers might postpone the exam for a further date. However, the chances of postponement seems scarce as UPSC recently conducted NDA exam and the NTA held the engineering and medical exams all over the country.

Govt: Over Rs 142 cr spent over environment education scheme

The ministry of environment said a total of Rs 142.32 crore was spent between 2017 and 2019 for the implementation of the Environment Education, Awareness and Training scheme.

Under the National Green Corps programme of this scheme, about 1.6 lakh eco clubs have been established in schools and colleges across the country, Minister of State for Environment, Forest and Climate Change Babul Supriyo said.

Nature camps are also organised for schoolchildren in protected areas under this scheme, he said.

“The Ministry of Environment is implementing Environment Education, Awareness and Training Scheme with the objective to promote environmental awareness among all sections of the society, especially school and college level students and to mobilise people’s participation for conservation of environment,” Supriyo said.

He said Rs 49.65 crore, Rs 39.49 crore and Rs 53.18 crore have been spent for implementing this scheme during financial years 2017-18, 2018-19 and 2019-20, respectively.

He added that a network of about 1.6 lakh ecoclubs has been established in schools and colleges across the country under the National Green Corps programme of the scheme and around 40 lakh students are actively participating in the programme.

He said Green Good Deeds (GGDs), a social movement, is one of the components of the scheme aimed at inculcating green good habits and behaviour among all sections of the society.

UGC: Higher Education Institutions can apply for online courses till Oct 15

The University Grants Commission (UGC) has called for submission of proposals from Higher Education Institutions (HEIs) in order to offer online and distance learning courses from January 2021. The UGC introduced Open and Distance Learning Programmes and Online Programmes Regulations on September 4, 2020.

According to the UGC notification, the online portal for submitting fresh applications would be open till October 15.

In a notice, the regulator said, “UGC invites fresh applications from all eligible Higher Educational Institutions (HEIs) as per University Grants Commission (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020 for offering Open and Distance Learning (ODL)programmes and Online (OL) programmes from 2020-21, academic session beginning January, 2021 and onwards. The online portal for submitting applications shall be opened upto 15.10.2020.”

Only the institutions eligible to offer such courses as per the new regulations will be able to submit their applications on the UGC’s official portal for the academic session beginning January 2021 and onwards.

“HEIs already recognized by UGC for offering ODL/Online programmes including the academic year 2020-21 and eligible as per the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020 may apply for additional programmes, if any,” the notification stated.

CISCE to conduct improvement exams from October 6 to 9

Providing relief to students, the Council for Indian School Certificate Examinations (CISCE) will conduct compartment and improvement exams for class 10 and 12 from October 6 to 9 2020. The results will be declared on October 17,2020.

“Candidates must reach the examination centre well ahead of time to ensure staggered movement and smooth entry to avoid overcrowding. While candidates are required to carry masks and sanitiser, use of gloves is optional,” CISCE Chief Executive and Secretary Gerry Arathoon said.

The board announced results for class 10 and 12 exams in July but decided against bringing out a merit list this year because of “exceptional circumstances”.

While the board recorded a pass percentage of 99.34 per cent for class 10 exams, up by 0.8 per cent from last year, the pass percentage for the class 12 exams stood at 96.84 per cent, recording a marginal increase.

The board had to cancel its pending exams given the spike in COVID-19 cases and the result was calculated based on an alternate assessment scheme decided by it. Under the scheme, candidates were assessed based on the best three percentage marks obtained in subjects for which board exams were conducted.

The marks of their internal assessment as well as project work were taken into account. The exams, which were earlier postponed due to the lockdown to contain the spread of coronavirus, were scheduled to be conducted from July 1 to 14.

With the pandemic having disrupted both the idea and functioning of classroom learning, educators and administrators are scrambling to put together a worthy substitute. An expanding need-gap in this space continues to feed the rising adoption of online education tools along with growing investor interest in ed-tech firms. Amidst all this, teachers, as well as students, the world over are entwined in a parallel dance.

From classrooms to the online classroom: The pandemic & central government policy led shift to online education

Currently, teachers are communicating their lessons to students using a combination of available digital resources. These include video conferencing apps such as Google Meet, Zoom, Cloud Meetings, etc. and online platforms like Google Classroom.

In the past few months since the first wave of lockdowns, the awareness around digital solutions for learning has only grown. Further, the Central Government policy initiative to digitize schools further influenced the schools to make a shift to Blended learning methods. Using digital resources is no longer a matter of choice but of necessity. With Covid-19 and new education policy serving as catalysts, even those educators who could previously afford to be less tech-savvy are now slowly embracing and adapting to digital solutions.

This development is accelerated by the realization that the pandemic-led changes are going to stick around for the foreseeable future. Despite this, the transition to a fully online or even hybrid mode of education is neither seamless nor hassle-free.

More misses than hits: Scanning the scope of improvement

The existing resources that are enabling online teaching and learning are either content-based solutions or fragmented solutions for schools. In the absence of one integrated platform, hopping from one app to another is proving to be stressful for all the participants involved. Continued exposure to video conferencing tools, for instance, has given rise to Zoom fatigue, and no one is immune, be it, students or teachers.

Clearly, the present arrangement is a work in progress. While people are using whatever resources are currently available to make do, there is a need for more effective and efficient solutions – the sooner the better. This is where modern learning management systems step into the picture.

Enter LMS: Towards a more accessible, engaging, and fun online education system

Schools have adopted virtual classrooms to impart education to their students but, as discussed above, this system has its fair share of bottlenecks involved. To encourage to other students, Jharkhand Education Minister Jagarnath Mahto handed over Alto cars to state toppers of Class 10th and 12th examinations. The minister had promised that he would gift cars to class 10 and 12 toppers.

The minister, who himself is a student of class 11 Arts, also promised to adopt toppers from the next year so that they can complete their studies without any hurdle.

The programme was organized in Jharkhand Assembly building, where Speaker Rabindra Nath Mahto was present.

Earlier on Wednesday, the minister had gifted a motorbike to a class 10th topper, besides 340 bicycles to the students who scored more than 75 per cent in Bokaro, his Assembly constituency.

Manish Kumar Katiyar and Amit Kumar, who topped in class 10th and 12th this year, were handed over keys of Alto cars by the education minister. Both were overwhelmed and said that such gifts would encourage them to do better in their lives.

Mahto, a matriculate, came into limelight last month by taking admission to Nawadih Devi Mahto Inter School in Bokaro, a school set up by him in 2006 after becoming MLA for the first time in 2005. According to Mahto, he decided to take admission in Inter-Arts only to remove the blot of being termed as under-qualified education minister.

NLAT declares new guidelines for CLAT 2020 exam; check details

After the Supreme Court cancelled the National Law University entrance examinations – NLAT 2020, the National Law University will be conducting CLAT 2020 examination on September 28, 2020, across the country. The NLAT 2020 exams will be conducted following all the safety measures in order to minimize the risk COVID-19.

The CLAT 2020 examination authority will be appointing observers who will have to visit the examination centre many times over the next few days in order to check if the COVID-19 safety protocols are maintained in the examination centre.

NUJS Vice-Chancellor Nirmal Kanti Chakraborty while speaking to the media stated that a checklist will be provided to each observer.

The examination authority has decided that the students who have been tested positive will not be allowed to appear for the CLAT 2020 examination. The NLU has also released the revised guidelines to conduct the examinations. According to the guidelines released, all the candidates who have been tested positive and are under medical surveillance or in an isolation will not be permitted to take the CLAT 2020 examination which will be conducted on September 28, 2020.

According to the safety measures issued by the National Law University candidates appearing for the examinations are required to reach the examination veneers at least an hour before the scheduled time. Students will not be allowed to enter the hall 15 minutes after the exam starts.

Punjab school education dept to conduct online monitoring of funds

In a major move, the Punjab government has decided to commence online monitoring of funds for schools. A spokesperson of school education department said that the department taken this decision to give further push to the campaign of Education Minister Vijay Inder Singla to bring transparency in the education department.

He also added said that the school education department has developed new software for monitoring the funds. Now school heads/BPOs have been directed to register the details of funds and expenditure on e-Punjab portal. Earlier it used to take a long time to get the data from the district offices about the funds released.

According to the spokesperson, online monitoring would not only increase transparency in the matter of funds but would also speed up the working process. He further said that all school heads and BPOs have been directed to keep the data ready at all times. He said that the data available on the portal would be considered final and school heads and BPOs no longer need to send hard copies to the district offices in this regard.
