In a major development, Uttar Pradesh Government is planning to reopen schools across the state from 15th October 2020 onwards in a graded manner. The State Administration informed that the decision to reopen schools in the state would be taken by the district administration on the basis of local Covid-19 situation and in consultation with schools.

The state administration has issued new guidelines which allow schools along with coaching institutes, outside the containment zones to reopen in the state after 15th October 2020 onwards.

The decision in UP to reopen schools was taken by the Yogi Government in line with the Unlock 5.0 Guidelines issued by the Central Government. Announcing the decision, UP Chief Secretary RK Tiwari informed media person that Schools, which fall outside containment zones will be allowed to reopen from 15th October 2020 onwards.

While in-principal approval for reopening of schools has been given by the state government, the final decision will rest on local administration and its assessment of prevailing COVID-19 situation in the district.

According to the revised guidelines shared by the state government, classes have been allowed to be held in the schools from 15th October 2020 onwards in line with the unlock guidelines.

No formal attendance system will be followed and moreover, students will need to have explicit consent from their parents to start attending schools from 15th October 2020 onwards.

Providing huge needed relief to parents and students, Rajasthan High Court has ordered all private schools operating in the state to bar collection of school fees until 9th October 2020. The High Court bench stayed orders issued under a judgement issued by a single judge allowing schools to collect 70 per cent tuition fees from the parents.

The stay on the order allowing private schools to collect fees was passed by a division bench of the Rajasthan High Court comprising of Chief Justice Inderjit Mahanti and Justice Mahendra Goyal. In the same order, the High Court also asked schools to refrain from collecting fees until 9th October 2020.

The plea challenging the earlier order allowing private schools in the states to collect 70% school fees by private fees was challenged via a plea filed by advocate Sunil Samadaria.

The petition challenged the earlier order, terming it as baseless and one that has no grounds. The petition also claimed that he management of the private schools fixed the tuition fees in violation of the RTE Act, flouting all norms of fee regulations.

Moreover, the petitioner argued that private schools did not give details to the court of the amount they had spent in schools during the Covid-19 pandemic. Therefore, the order of the single bench should be quashed.

The schools are closed due to Corona pandemic from mid-March across the country.

UGC urges HEIs to share suggestions over implementation on NEP

For the implementation of the National Education Policy (NEP) 2020, University Grants Commission (UGC) has asked all the higher education institutions to share their feedback and suggestions.

The regulator has asked all the higher education institutions to give wide publicity amongst the stakeholders for giving their feedback and suggestions on the MyGov portal of the government. The UGC has stated that as a part of the consultation process, an outline of the implementation plan covering the actionable points and associated activities as envisioned in the NEP 2020 document has been prepared.

The higher education regulator has also invited institutions to disseminate the information about the upcoming artificial intelligence summit beginning next week, RAISE 2020 amongst faculty and students and encourage them to participate in the summit. The Government of India is organizing the virtual summit on AI- Responsible Al for Social Empowerment (RAISE 2020) from October 5-9, 2020. Prime Minister Narendra Modi will be inaugurating the summit.

The UGC letter reads, “RAISE 2020 is aimed to unveil India’s vision for Al. showcase talent, create awareness and launch an action roadmap. It will focus on 5 distinct themes, viz. Responsible Al, Data, Collaboration, Ecosystem Development and Empowering a Billion+. Global experts and delegates in research, policy and innovation on Artificial Intelligence are expected to participate in the summit and share their insight on how to leverage the new wave technology towards the betterment of the larger global population.”

UPPSC releases UPPSC PCS Prelims Admit Card 2020; check details

In a major move, Uttar Pradesh Public Service Commission (UPPSC) has released UPPSC PCS Prelims Admit Card 2020. Candidates who would be appearing for the preliminary examination can download the admit card through the official site of UPPSC on uppsc.up.nic.in. The preliminary examination would be conducted on October 11, 2020.

The examination would be conducted on offline mode in two shifts. The exam would be conducted from 9.30 am to 11.30 am and 2.30 pm to 4.30 pm at 19 districts across the state. UP PCS Prelims exam centers are located at Agra, Prayagraj, Azamgarh, Bareilly, Gorakhpur, Ayodhya, Ghaziabad, Jaunpur, Jhansi, Kanpur Nagar, Lucknow, Barabanki, Meerut, Moradabad, Mirzapur, Raebareli, Sitapur, Varanasi, and Mathura.

JEE Advanced 2020 results to be declared on Oct 5

In a major development, the Indian Institute of Technology Delhi (IIT Delhi) will declare the results of Joint Entrance Examination (JEE) Advanced 2020 on Monday, October 5, 2020. Candidates can check their results on official site- jeeadv.ac.in.

A total of 1.6 lakh candidates have registered for the Joint Entrance Examination (JEE)-Advanced after qualifying the JEE-Main exams, of which 96% candidates appeared in the exam. The JEE Advanced 2020 examination was conducted on September 27, 2020, at various centres spread across the country. The examination was held in two slots – from 9 am to 12 noon and between 2.30 pm and 5.30 pm.

Earlier, on September 29, IIT Delhi released the answer key for JEE Advanced 2020 examination on its official website. Candidates can raise their objections, if any, by providing appropriate representations online at jeeadv.ac.in on or before October 1, 2020, till 12:00 noon.

To provide relief to parents, the Gujarat government asked all private schools to take a 25 per cent cut in annual school fees. Education Minister Bhupendrasinh Chudasama said that school owners have agreed to collect 25 per cent less fees from students during the current academic year.

The decision to give relief to parents of school-going children was taken during a Cabinet meeting chaired by Chief Minister Vijay Rupani, said the minister.

This decision is applicable to all schools affiliated with various boards, including the CBSE and international boards, he said.

Parents who have already paid the entire year’s fees are entitled to get refund after adjusting 25 per cent cut, the minister said.

In another relief, Chudasama said since schools are not functioning physically due to the pandemic, they cannot collect charges related to transport, library, computer and sports activities.

In August, the high court had quashed a government order which prohibited private schools from collecting tuition fees until they reopened.

The court had also asked the government to sit with representatives of private schools and find an amicable solution to the fee issue.

But the government approached the HC earlier this month, saying no solution was found as the apex school association was not ready to cut tuition fee by 25 per cent as proposed by the state, so the court should issue necessary directions.

Unlock 5.0: Schools, Colleges allowed to reopen from 15th Oct

As a part of Unlock 5.0 Guidelines, Ministry of Home Affairs permitted reopening of educational institutions across the country from 15th October, 2020. However, the Centre has left the final decision about the same to respective state governments and local administration depending upon the prevailing COVID-19 ground situation.

While, schools have been given in-principal approval for reopening, online learning has still been maintained as the preferred mode of education across the country owing to the pandemic.

Even those schools and higher educational institutions which reopen will have to hold voluntary classes with no compulsory attendance. Students who want to visit school for voluntary classes will be able to do so only after their parents’ consent.

Learning will remain as the preferred mode of teaching unless situation permits for the reopening of schools and educational institutions. Moreover, the guidelines also call for voluntary attendance by the students after reopening that too only after written consent from the parents.

According to the Unlock 5.0 Guidelines released today, research scholars and postgraduate students in science and technology streams in centrally-run institutions who require laboratory and experimental works will be allowed to visit the institutions from October 15. However, the guidelines clearly state that the administration or head of the institution of the Centrally Funded Higher Educational Institutions needs to justify the there is a “genuine requirement” of the PhD and PG students for the lab works. Only after this, students will be permitted to visit institutions for practical work.

Mumbai University asks all colleges to provide grace marks to students

Country’s premier varsity, Mumbai University has directed all the university-affiliated colleges to provide grace marks to the students who will be appearing for the final semester examinations. The university has asked the colleges to give grace marks in the online examinations in the MSC format whenever required consulting with the lead colleges in their respective clusters.

The decision was taken after many of the college principals felt that it is necessary to give grace marks despite being contentious as the students are appearing for the exams in a new format for the first time. Other college principals however have stated that the university could have issued broader uniform guidelines for the conduct of the examinations.

One of the teachers stated that the students are scared of the examination pattern further adding that the MCQ exam is a completely different format.

With the classes being conducted online it is possible that the students might have forgotten certain concepts adding that 10 percent failure was noted in the first few backlog examinations and not many students have scored above 40 out of 50 marks.

According to a circular released by the university statutory grace marks will be given to the students only if they clear the exams. The grace marks are not more than 1 percent of the aggregate marks and not more than 5 marks in any subject. Students participating in the NCC, NSS, and other inter-university cultural or sports programmes are also eligible for grace marks.

Ed-tech firm Stayqrious raises Rs 14.7 crore in seed funding

In a major development, Ed-tech firm Stayqrious has raised Rs 14.7 crore in seed funding from early-stage investors to develop tools and content for students.

Investors include Learnstart, dedicated seed fund of Learn Capital, and other global venture capitalists such as Draper Associates, Y Combinator, Nitin Sharma (First Principles VC), Lavni Ventures, and Dream Incubator (Japan).

“We plan to use the funds primarily to build the product, the coach tools and the instructional content that will enable this classroom of the future,” Stayqrious founder and CEO Aanand Srinivas said.

Before starting Stayqrious, Srinivas has led the content team at education technology companies Khan Academy and Byjus.

“Stayqrious is pioneering a unique approach to teach core STEM subjects like science and math through the joy of coding. With a major focus on experiential learning, social thinking and applicability, it strives for a major overhaul of the existing education system,” the statement said.

The schools have adapted online education from mid-March as they are closed due to the pandemic.

SC rejects plea to postpone UPSC Civil Service Prelims 2020

In a major move, the Supreme Court has refuted to postpone the UPSC Civil Service Prelims 2020 scheduled to be conducted on October 4, 2020. A plea was filed in the apex court to postpone the IAS exam further due to the outbreak of COVID 19.

SC pointed out that the SOPs have been followed in various public exams conducted recently and denied any special requests. It has however conceded requests for considerations on age limit and last attempt.

The order reads, “Considering the fact that exams have been conducted in the recent past, it is a testimony to the fact that SOP is followed by MHA to conduct such exams. Lack of transport facilities across all centres has not been substantiated by the Petitioners.”

The petitioners raised the issue of lack of transport facilities and the case of corona warriors unable to attend the exam, to which the Court said, “if there are 10 out of 10 lakhs then the doctrine of proportionality has to be kept in mind. If it’s significant number we can ask authorities to consider them.”

Representing UPSC, Advocate Naresh Kaushik informed that the commission had not received any grievances from candidates regarding any handicap being faced. Furthermore, requests had been received not to postpone the examination further. He also pointed out that there are 6 chances to appear in the examination.
