Higher education institutes’ ratings to be based on Student Innovation and Start-up Index

Gujarat education department

To encourage universities and institutes toward start-ups, the Gujarat education department has launched an annual bench-marking system to review their progress as well as rank their performance through Student Innovation and Start-up Index (SISI).

Under the initiative, universities and institutes have to compile and submit data annually on the UDAYAM COGENT portal launched during the Covid-19 pandemic. The data would be ranked on a 1,000-point rating structure. The efforts of the best performing academic institutions will be appreciated during the annual SSIP awards — Startup Prashansa.

The macro indicators of SISI are competency, support system, and value capturing which carry 300, 300, and 400 points, respectively. Under these three macro indicators are several micro indicators, including outreach and learning, knowledge management and bench-marking, academic resources, infrastructure, awards and recognition, contextual relevance and innovation and entrepreneurship.

The policy document launched on Saturday mentions, “Under SSIP 2.0, each higher education institute (HEI) will promote and nurture innovation among the youth, it has been mandated to benchmark ‘Innovation and Startup efforts’ across universities and institutes in Gujarat. The education department has taken the decision that each HEI supporting innovation has to go through an annual bench-marking as laid out in the SISI framework to assess their progress in nurturing student innovation and start-ups.”

Under Chief Minister Yogi Adityanath’s massive campaign for bringing in transparency in the process of providing funds to people and ensuring no corruption, instructions have been issued to expedite the Aadhaar verification of the remaining children, said Director General, SE, Vijay Kiran Anand.

It is noteworthy that in the academic session 2022-23, the Uttar Pradesh government commenced the process of providing free shoe stockings, uniforms, school bags, and stationery to the students studying in primary and upper primary schools. For this, a total of Rs 1200 will be transferred directly to the guardians of as many as 1.92 crore students.

So far, the funds have been provided to about 1.25 crore children. Soon, under the scheme, Rs 1,200 each will be transferred to the Aadhar-seeded bank account of the remaining beneficiaries (parents of children from classes 1 to 8).

Director General, SE, Vijay Kiran Anand has issued detailed instructions through a letter to the Basic Education Officers of all the districts of the state to expedite the Aadhaar authentication of the remaining students under the DBT process. According to the instructions, parents who have not got their bank accounts linked with Aadhaar should be encouraged to do so.

In this regard, a meeting of all the bankers of the district under the chairmanship of the District Magistrate, and Chief Development Officer should also be called to direct them to link the bank accounts of the parents with Aadhaar at the earliest.

The efforts are being made to ensure that no child is left out of this scheme while examining thoroughly the details of those students who have been marked as ‘suspected’. The details are being verified so that the eligible children can be included in the process of DBT. For this, the District Basic Education Officer and Block Education Officer have been given the responsibility, Anand further said.

There are 1.91 crore children enrolled in 1.3 lakh schools who are entitled to the money. With this amount, two sets of uniforms (Rs 300 each), a sweater (Rs 200), a pair of shoes and two pairs of socks (Rs 125), a school bag (Rs 175), and stationery (Rs 100) are to be bought.

Schools to identify mental health problems in students; NCERT issues guidelines

NCERT issues guidelines

The guidelines for “Early identification and intervention for mental health problems in school-going children and adolescents” have been released by the National Council of Educational Research and Training (NCERT) following a mental health survey among school children.

Setting up a mental health advisory panel, school-based mental health programme, and pedagogical support to ensure the mental well-being of students and engaging parents are among the guidelines issued by NCERT for schools.

According to the survey reports, results and peer pressure are among the major factors for stress and anxiety among school students.

The guidelines read, “Schools generally are seen as spaces where communities of learners have been expected to develop in a safe and secure environment. School management, principal, teachers, other staff, and students all spend around 1/3 of a day and around 220 days in a year in schools across the states and UTs in India. For residential schools, the time spent by a student in the school community is even more. Therefore, it is the school’s responsibility to ensure the safety, security, health, and well-being of all children in schools and hostels.”

According to the manual, every school or group of schools should establish a mental health advisory panel. It said, “It should be chaired by the principal and have teachers, parents, students and alumni as members. It will create awareness, and also plan and enforce an age and gender appropriate annual school mental health programme. The schools should have a provision for identifying behaviour, substance use and self-harm, depression, and developmental concerns, provide first aid and make appropriate referrals.”

NCERT has recommended that apart from families and parents, teachers need to be informed about early flag signs as they too are the primary caregivers, Noting that most of the time mental health issues emerge at an early stage of life as half of all mental health conditions emerge by the time individuals are 14 years old and three-quarters by the age of 25.

It said”Teachers must be trained in identifying early signs in students for attachment issues, separation anxiety, school refusal, communication issues, anxiety patterns, depressive states, conduct-related issues, excessive internet use, hyperactivity, intellectual disability, and learning disabilities.

The manual further said, “Teachers should talk about bullying cases in class and empower students by educating them regarding bullying. They should provide a confidential way for students to report any incident which is of concern to them.”

DU to use AWS Cloud to enable adoption of Samarth eGov in HEIs

University of Delhi

University of Delhi (DU) is using AWS Cloud to enable the adoption of Samarth eGov — an open source automation e-governance platform across India’s universities and higher education institutions (HEIs). It aims to digitise 500 HEIs by next year.

The next phase of Samarth eGov’s adoption is expected to reach more than 500 HEIs by 2023. Samarth eGov has already been adopted by more than 200 universities and HEIs in India, including more than 40 central and state universities, and more than 100 colleges.

Samarth eGov is developed as an open-source, highly flexible, interconnected, secure, and scalable platform, delivered on a software-as-a-service model with a cloud-first approach on AWS, said Professor Sanjeev Singh, Joint Director, University of Delhi South Campus.

“It can address the diverse and evolving demands of universities and higher education institutions across India, irrespective of the state they belong to or the language they choose to interface with,” Singh further added.

Samarth eGov leverages AWS services to process more than 7.6 million student admission applications, handle more than 600,000 faculty and staff recruitment applications, and manage more than 7.5 million student records nationwide.

The suite provides universities and HEIs with an automation engine to migrate from paper-based and traditional third-party enterprise resource planning (ERP) systems to a more reliable, secure, and scalable platform that standardises and automates digital processes and workflows.

Rahul Sharma, Regional Head, Public Sector AISPL, AWS India and South Asia said, “We congratulate the University of Delhi for embarking on and implementing Samarth eGov, a pioneering initiative in India’s higher education sector, and addressing common challenges faced by education institutions.”

With Samarth eGov, students could easily access basic information on courses, selection criteria, registration, admission, and fee payments online. The Cloud company said, “Education institutions can also enhance student outcomes by automating processes like managing teaching schedules and freeing up educators’ time to focus on teaching activities, such as providing personalised lessons based on students’ performance.”
